03/07/2016-CC-Minutes-Work SessionMINUTES: CITY COUNCIL WORK SESSION March 7, 2016 PRESENT:Mayor Thomas Muir, Councilman Bill Boutwell, Councilman Lee Allison, Councilman David Clark, Councilman Gary Bilyeu and Councilman Allen Chick OTHERS PRESENT:City Manager Mike Brice and Deputy City Secretary, Cheryl Price, Director of Development Services, Joe Iliff 1.Call Meeting to Order. Mayor Muir called the Work Session to order at 6:00 PM 2.Review and Discuss Recommended Changes to the Personnel Policy Manual. Mike Brice summarized the changes in the Personnel Policy Manual. He reviewed each of the changes and noted that two of them are what precipitated this because of recent law changes and the rest are just clarifications and clean up in the policy. It had been two years since revisions the manual had been updated. The two major changes are the Breastfeeding Policy which is a new requirement under FLSA and the Weapons Policy. 3.Discussion on Road Impact Fees. Joe Iliff summarized and noted that the Road Impact fees were discussed about a month ago and Council requested more information.Council asked what the relationship between the fee being assessed and the facilities you can build with it, and if there is a time line and/or commitment to do those type of things. He summarized the list of definitions regarding adoption of Road Impact Fees from the Local Government Code which he provided in the packets.It was noted that the Road Impact Fees could not be used for the repair and maintenance of existing roads. That they will help in the sense that we will be able to use some of the Road Impact Fee Funds for portions of roadway projects such as right-of-way acquisition, etc., and free up more of the city’s tax money to improve the conditions of the roads.Council requested a more comprehensive list of Road Impact Fee collection amounts from various cities at the next work session. 4.Overview of Items on Regular Agenda.
