meeting No meeting was scheduled for February llth
3 Preliminary Plat for Bourland Addition
Mr Bourland recently annexed into the city 12 185 acres
just north of the Triple A Mobile Home Park on Keaton Road
He wants to subdivide this property into 55 single family
lots Our utility departments have the construction and
layout plans and will have some recommendations at your
meeting on Tuesday evening A copy of the plat is attached
4 Workshop on Indian Springs Phase II
The City Manager and Mr Parrent have been discussing some
possible changes which affects the Indian Springs Phase II
Subdivision owned by Benny Parrent The city would like
very much to put a sewer lift station on a lot in this sub-
division which would not only serve the new Snider Addition
but could also serve Indian Springs II The City Manager
will discuss the possibilities at your meeting on Monday
No action is to be taken on this item. Its simply a work
session to get your input and feelings concerning the items
listed on the agenda
5 Other such matters
a) The City of Farmersville will be holding a workshop
on Planned Growth for Small Cities on March 4 , 1986
from 6 00 p m to approximately 9 00 p m I am attach-
ing the information regarding the workshop Mayor
Armstrong, the City Manager, plus members of the city
council and possibly myself will be planning to go
Council would like as many P & Z members as possible
to go with us to this meeting Please check your cal-
endars by Tuesday as I need to get names of those
planning to attend and send to the City of Farmers-
ville Joint rides will be available and the possibi-
lity of a bus exists

1 Chairperson Billye Hollingsworth called the meeting to
order.
2 . The minutes of the January 14th meeting were approved as
printed.
3 . Motion was made by Bill Enlow to approve the preliminary
subdivision plat of Lots 2A and 2B, Block 56 , Original Town
for Frank Millar Eileen Brittain gave the second. Voted
unan
4 Tommy Kincaid made the motion that the annual fish dinner
be held on February 7th, at McGehees Restaurant in Marietta,
Oklahoma Group to meet at city hall by 6 :30 p m. Fred
Yeatts gave the second. Voted unan
With no other business to come before the commissioners,
Tommy Kincaid made the motion to ad:ourn. Fred Yeatts gave
the second. Voted unan

Dear Mayor Armstrong
I am pleased to report an enthusiastic response to my previous letter
regarding a Planning and Zoning Workshop. It is clear from the many
comments received that a significant need exists for specialized train-
ing and workshop sessions for small cities
Due to the large number of elected officials and Planning Commission -
members who hold full time jobs, the decision was made to schedule
the workshop for an evening, even though the time frame will be more
limited as a result We feel that an evening session will allow
greater participation from each City.
I believe that as you examine the attached program, you will find a
well planned agenda that should provide all participants with a broad
overview of the planning and zoning processes. I am particularly
pleased that we have been able to receive commitments from such highly
capable and well respected speakers.
The format will be devoted to short presentations followed by exten-
sive question and answer periods This should enable us to deal more
a -directly with the concerns of individual cities and make the session
much more productive for you

Mick McKamie City Attorney of Greenville will present a summary of
state laws which empower a city to regulate planning and zoning
activities and which detail a City's authority and obligations
The issues to be overed include
What can a City legally regulate?
What penalties can a City assess for violation?
What control does a City have in its Extra-Territorial Jurisdiction?
What notices, publications, public hearings, and mailings are
required by state law?
What types of control can a City exercise over specific uses such as
private clubs and mobile home parks?
