HomeMy WebLinkAbout03/25/1986-PZ-Agenda Packet-RegularPLANNING & ZONING COMMISSION AGENDA Tuesday, March 25 , 1986 7 00 P M City Hall 1 Call to Order 2 Minutes of the previous meeting 3 Public Hearing to Reconsider Action on Zoning Petition Z1-86 on Lot 4 , Block 45 , Original Town Survey for James Blanton who is requesting a change in Zoning from R-1 Single Family) to R-2 (Two Family) 4 Consider Preliminary Subdivision Replat of Indian Springs Phase II for Benny Parrent 5 Other Such Matters to come before the Commissioners r y 4 1 a a 4 Administrative Comments - March 25 , 1986 3 Reconsideration on Z1-86 for James Blanton On March 17th council considered Zoning Petition Z1-86 for James Blanton They were given a copy of the action taken in your P & Z meeting Since Blanton and the City Manager were unable to be present to answer your questions regarding this petition the City Manager requested council to refer the item back to you in order to allow you to act on clear cut facts which he felt you did not have at the time you took action Area property owners have been renotified of this action Copies of Petition and map is attached 4 Replat of Indian Springs Phase II This is a replat consideration of Indian Springs Phase II The original plat of Indian Springs has not been completed with the county This replat is considered by the staff to be superior to the original plat The replat if approved by the commissioners and city council can only be finalized with county once the original plat has been filed and com- pleted This can be discussed in more detail at the meeting A copy of the replat is attached 4 r a Minutes Planning & Zoning Commission March 11 , 1986 Members Present Chairperson Billye Hollingsworth, Fred Yeatts , Joe S Waide , Georgia Royal , Eileen Brittian, Tommy Kincaid, and Bill Enlow Others Present Mary Jo Stover , Billy Jack Looper, and Troy Graham 1 Chairperson Billye Hollingsworth called the meeting to order 2 The minutes of the February 25 , 1986 , meeting were approved with corrections to the spelling of Eileen' s last name Should be corrected to Brittian in lieu of Brittaan as printed 3 Billye declared the public hearing open on Zoning Petition Z1-86 on Lot 4 , Block 45 , Original Town of Sanger (601 N 2nd) for Mr J Blanton who was requesting a change in zoning from R-1 (Single Family) to R-2 (Two Family) Mr Blanton was not present to speak in favor of his petition request The City Secretary stated that Mr Blanton' s secre- tary had called the city office and left word with Wanda that he had a conflict in his schdule and would be unable to attend the hearing Billye Hollingsworth called for the opposition if any to speak Billy Jack Looper, a neighbor to the north of the subject pro- perty, stated he was not sure he opposed the petition but that he had several questions he needed answered Looper stated there had always been a serious sewer problem in this area of the city He stated a duplex would add additional strain on the system He stated everytime it rains you don' t flush your com- ode or it will back up Looper went on to say that the lot was very low and a drainage problem existed in the area He request- ed to know where Blanton proposed to place his water meters and what size unit he planned to place on the lot Would the lot be large enough to provide adequate-, parking under city code Would Mr Blanton be coming back for a variance once the zoning was approved Are the neighbor's notified of variance request which might effect the adjoining property Did Blanton-intend - to build the lot up Commissioners discussed all these items with Looper and also setbacks , lot size, and height of structures in R-2 zoning from a speculative standpoint since Mr. Blanton could only - inform the group as to what his actual plans would be Billye Hollingsworth declared the public hearing closed. Planning & Zoning Minutes March 11 , 1986 Page 2 After more discussion and deliberation Tommy Kincaid made the motion to deny the request for zoning change on the basis of the size of the lot and the sewer and drainage problems that exist in the area Joe S Waide gave the second Voted unan 4 Other such matters a) Commissioners discussed briefly the proposed replat of the Indian Springs Phase II Subdivision which Parrent had distributed over the weekend With no other business to come before the commissioners Eileen Brittian made the motion to adjourn Georgia Royal gave the second Voted unan PETITION FOR CHANGE IN ZONING CLASSIFICATION TO THE HONORABLE CITY COUNCIL OF THE CITY OF SANGER, TEXAS. I/WE, the undersigned, owner(s) of all the property herein described, do hereby file this, my/our petition, asking that the zoning classification of the said property be changed from the S1ng1 Fame 1y District to the District under the provisions of Section 20 of the Zoning Ordinance of the City of Sanger, Texas. The said property is located on 601 N 2nd Street and is more particularly described as follows: 0 T Sanger, Block 45, Lot 4 Proposed development plans are submftted herewith. Explanation, if any: I Plan to submitt plans on a development of a quality style duplex innconformity with the City o Sanger ruilding code and other regulations .
