1.Call Meeting to Order.
Mayor Muir called the meeting to order at 6:06 p.m.
2.Budget Workshop.
City Manager gave a Power Point presentation which included the organization of the
budget,General and Enterprise fund revenues, property tax, expenses, ongoing capital
projects, personnel changes,reserves and utility rates.
Sales tax is up about 8%and property tax is up about 5%. Building permits and fees
are slightly below projections, but are expected to increase next year.
Personnel changes include a 2% merit raise (range of 0-3%) and adding two full time
employees in the Fire Department.
Sewer rates will increase 15% in anticipation of the bond payment for the sewer
plant rehab and other improvements, water rates to increase 6% to cover an increase
in wholesale water rates and increased cost of service.Additional increases will
include a groundwater district fee of $2.00 per meter per month and an additional
$2.00 per month to cover increased transmission costs.
