09/21/2015-CC-Minutes-RegularMINUTES: CITY COUNCIL MEETING September 21, 2015 PRESENT:Mayor Thomas Muir,Councilman Bill Boutwell,Councilman Russell Martin, Councilman David Clark,Councilman Gary Bilyeu and Councilman Allen Chick ABSENT:Mike Brice City Manager OTHERS PRESENT:Tami Taber City Secretary,Donny Mack, Laura Uzzell, Dannie Cockrell, Eddie Piercy, Meghann Piercy, Brandon Miller and Joe Falls 1.Call Meeting to Order, Invocation, Pledge of Allegiance. Mayor Muir called the meeting to order at 7:00 p.m.Councilman Martin led the Invocation followed by Councilman Bilyeu leading the Pledge of Allegiance. 2.Citizens Input: (Citizens are allowed 3 minutes to speak. The City Council is unable to respond or to discuss any issues brought up during this section). Eddie Piercy,108 Jackilu, was concerned about the parking on both sides of 2nd Street. He advised that it was hard driving a dually down there let alone a fire truck being able to get through. Dannie Cockrell,1002 Hunters Court,spoke regarding a recent Planning and Zoning meeting in which Joe Iliff, the Development Services Director,recommended that an item be passed.He feels that City staff should only interpret zoning information but does not need to influence the vote of the Planning and Zoning Commission or the City Council by making recommendations. Mr. Cockrell also commented about Mr. Iliff only publishing his public hearings in the Denton Record Chronicle and not in the Sanger Courier like City Hall does. He would like the City to decide which newspaper will be used for all public notices. Joe Falls,4489 McReynolds Road,said that he will attend the meeting regarding land use assumptions and capital improvements plan in preparation for the adoption of roadway impact fees. He is developing over 400 acres and has been moving Sanger forward for the past 45 years and is opposed to any additional taxes CONSENT AGENDA 3.a)Approval of Minutes:September 8, 2015 -Work session September 8, 2015 -City Council b)Disbursements Councilman Clark made a motion to approve. Seconded by Councilman Boutwell. Councilman Bilyeu and Councilman Martin abstained due to being absent that meeting. Motion carried 3-2. 4.Consider any Items Removed From Consent Agenda. REGULAR AGENDA 5. Consider, Discuss and Possibly Approve Ordinance #09-17-15 -Adopting the Budget Providing for the Appropriation of Funds for Operating and Capital Expenditures by Fund for the Fiscal Year Beginning October 1, 2015 and Ending September 30, 2016 and Providing for the Intra and Inter Department Fund Transfers. Mayor Muir advised that no changes were made from the original budget that was presented at the work sessions. Councilman Bilyeu made a motion to approve. Seconded by Councilman Martin. Motion carried unanimously. 6.Consider, Discuss and Possibly Approve Ordinance #09-18-15 –Levying a Tax Rate for the General Government for the Fiscal Year 2015-2016 at a Rate of $0.6795 per $100 Assessed Valuation. Tax rate remains unchanged from last year. Councilman Bilyeu made a motion to approve. Seconded by Councilman Martin. Motion carried unanimously. 7.Consider, Discuss and Possibly Approve Ordinance #09-19-15 -Approving the 2015 Tax Roll. Councilman Martin made a motion to approve. Seconded by Councilman Bilyeu. Motion carried unanimously. 8.Conduct a Public Hearing on Land Use Assumptions and Capital Improvements Plan in Preparation for the Adoption of Roadway Impact Fees. Mayor Muir advised that this item is being tabled to a future work session. 9.INFORMATION ITEMS: a) All American Dogs Report –August 2015 b) Sanger Chamber Report January –September 2015 10.Adjourn. Mayor Muir adjourned the meeting at 7:19 p.m.
