CITY COUNCIL SPECIAL MEETING
HISTORIC CHURCH BUILDING - 403 N 7TH STREET, SANGER,TEXAS
CALL THE SPECIAL MEETING TO ORDER AND ESTABLISH A QUORUM
Mayor Muir called the special meeting to order at 6 00 p m
INVOCATION AND PLEDGE
Mayor Muir gave the Invocation The Pledge of Allegiance was led by Councilmember Bilyeu

Councilmember, Place 1 Marissa Barrett
Councilmember, Place 3 Dennis Dillon
Councilmember, Place 5 Victor Gann
COUNCILMEMBERS ABSENT
Councilmember, Place 4 Allen Chick
STAFF MEMBERS PRESENT.
City Manager John Noblitt, City Secretary Kelly Edwards, City Attorney Hugh Coleman, Chief
Financial Officer Clayton Gray, Director of Development Services Ramie Hammonds, Marketing
and Civic Engagement Director Donna Green, Parks & Recreation Director Ryan Nolting,
Director of Economic Development Shani Bradshaw, Assistant Fire Chief Casey Welborn,
Executive Administrative Assistant to the City Manager Christy Dyer, and Library Director Laura
Klenke

ACTION ITEMS
1. Consideration and possible action on Ordinance No. 05-10-25, Canvassing the results
of a General Election held on May 3, 2025, for the purpose of electing candidates to
the office of City Council. (Consideracion y posible accion sobre la Ordenanza No. 05-
10-25, Sondeo de los resultados de una Eleccion General celebrada el 3 de mayo del
2025, con el proposito de elegir candidatos para el cargo de Concejo Municipal.)
Motion to approve made by Councilmember Bilyeu, Seconded by Councilmember
Barrett.
Ayes: Barrett, Bilyeu, Dillon, and Gann.
Nays: None
Motion passed unanimously.
SPECIAL PRESENTATIONS AND ANNOUNCEMENTS
2. Issue the Certificate of Election, Statement of Elected Official, and provide the Oath
of Office to newly elected Officials. (Emitir el Certificado de Eleccion, la Declaracion del
Funcionario Electo y proporcionar el Juramento del Cargo a los Funcionarios recien
elegidos.)
City Secretary Edwards distributed the Certificates of Election, Councilmembers signed
their Statement of Elected Official and performed the Oath of Office for
Councilmember Barrett, Councilmember Burrus, and Councilmember Gann.
3. Recognition of Outgoing Councilmember Dennis Dillon.
Mayor Muir read a letter of appreciation and thanks to Mr. Dillon.
Mayor Pro-Tem Bilyeu thanked Mr. Dillon for his service.
Mr. Dillon thanked both the staff and the Council.

None.
ADJOURN
There being no further business, Mayor Muir adjourned the meeting at 6:16 p.m.
