02/03/2014-CC-Minutes-RegularMINUTES: CITY COUNCIL MEETING February 3, 2014 PRESENT:Mayor Thomas Muir,Councilman Billy Ezell,Councilman Russell Martin, Councilman Scott Stephens,Councilman Gary Bilyeu and Councilman Allen Chick OTHERS PRESENT:City Manager Mike Brice,Tami Taber City Secretary,Joe Falls and Dennis Sims 1.Call Meeting to Order, Invocation, Pledge of Allegiance. Mayor Muir called the meeting to order at 7:05 p.m.Councilman Stephens led the Invocation followed by Mayor Muir leading the Pledge of Allegiance. 2.Citizens Input: (Citizens are allowed 3 minutes to speak. The City Council is unable to respond or to discuss any issues brought up during this section). Joe Falls,4489 McReynolds Road,spoke and stated that he had spent twenty plus years of his life in Tennessee. He is also concerned that not enough people in Sanger are concerned about the City and feels he has a fair amount of wisdom. CONSENT AGENDA 3.a) Approval of Minutes:December 16, 2013 -Council Meeting b)Disbursements c)Approve Interlocal Agreement between Denton County and the City of Sanger for Library Services Mayor Muir advised that Audrey Tolle would be listed as the City representative on page 2 of the Interlocal. Councilman Ezell made a motion to approve. Seconded by Councilman Bilyeu. Motion carried unanimously. 4.Consider any Items Removed From Consent Agenda None. REGULAR AGENDA 5.Discuss, Consider and Possibly Approve Hiring Fain Construction to be the Construction Manager at Risk (CMR) for the Splash Park and Other Park Improvements at Switzer Park. City Manager advised that only one RFP was received and that was from Fain Construction who is Carolyn Frazier's son and so he felt comfortable going with him. Dennis Sims stated that Fain will bid it out and then the final cost will be brought back to Council. Councilman Martin made a motion to approve. Seconded by Councilman Bilyeu. Motion carried unanimously. 6.Discuss, Consider and Possibly Approve List of Engineering Firms for Future Projects. Mayor Muir had one adjustment to the list of engineering firms that were submitted by Public Works and that was to add Alan Plummer to the list for wastewater. Councilman Martin made a motion to approve. Seconded by Councilman Ezell. Motion carried unanimously. 7.INFORMATION ITEMS: a) Library Report -November and December 2013 b) Animal Control Report -October, November and December 2013 c) Denton Central Appraisal District Board of Directors Election Results d) ATMOS Rider GCR -Rate Filing Under Docket No. 10170 8.Adjourn. Mayor Muir adjourned the meeting at 7:25 p.m.
