MINUTES: CITY COUNCIL WORK SESSION
April 2, 2018 - 6:00 PM

COUNCIL MEMBERS PRESENT: Mayor Thomas Muir, Councilman Bill Boutwell,
Councilman Gary Bilyeu, Councilman Lee Allison, Councilman David Clark,
Councilman Allen Chick
COUNCIL MEMBERS ABSENT: None
The Mayor and all Council Members were present constituting a quorum.
STAFF MEMBERS PRESENT: Alina Ciocan, Acting City Manager; Ramie Hammonds,
Building Official; Cheryl Price, City Secretary
1. Call Meeting to Order.
The April 2, 2018 Work Session was called to order at 6:00 PM.
2. Update from Bob Matthews with All American Dogs.
Bob Matthews of All American Dogs was recognized and presented a format for a
new monthly report. There was discussion and suggestions from the Mayor and
Council to help make the report more informative. This report will track the 260 per
year cap number and he also added surrenders and emergency call -outs which were
not tracked before. Mayor Muir suggested staff provide him with an old report and
made some suggestions to the numbers and how they would like to see them
monitored. Mr. Matthews suggested the City increase the surrender fee from $25.00
to $100.00. There was discussion as to the definition of surrenders and their normal
fee is $175.00. All American Dogs, per contract with the city charges $125.00. for
surrenders and the city charges $25.00 to the resident. He noted that they will offer
free services to the City residents to foster the animal and they will get the animal
online in front of 25,000 within 4 days and will do it for free. He noted that the resident
providing fostering for the animal would be contacted directly via e-mail or phone for
the adoption of the animal. He stated they would help the residents through the
process and noted that they do it all of the time to help the animal find a home. There
was discussion regarding the allotment of 260 animals. Once the allotment is met the
City is charged $160.00 for each additional animal. The animal numbers are tracked
by both All American Dogs and the Police Department. He noted thatit is more
difficult to find homes for cats than it is dogs. They do have had a successful barn
cat program for the feral cats and have also started partnering with Petco to help find
the cats homes. There was additional discussion regarding the numbers they want
to see on the report and formatting. Mr. Matthews said he noted he would come back
in a few weeks and present the revised working format with real numbers. There was
also brief discussion on the trap neuter and release program(TNR) for feral cats. He
explained that the cats were caught, fixed so they could not reproduce, and then
returned to where they were picked up. This program has not been active because
Animal Control has met with a lot of resistance because of the negative feedback, in
that, the citizens do not want the cats returned to their neighborhood where they were
picked up. There was discussion as to possibly bringing the program back and
looking into what the statistics are in the cat population reduction. Doing an
informational program for the public on the program might be beneficial. It was noted
this is a way to get the cat numbers down. He noted the Emergency Calls on the
report and wanted to emphasize that the only time they roll on an emergency call is
when the Fire or Police Chief call and request them. The Mayor and Council thanked
Mr. Mathews for coming and providing the updated information.
3. EXECUTIVE SESSION - CLOSED MEETING
Pursuant to the Open Meetings Act, Chapter 551, the City council Will Meet in a
Closed Executive Session in Accordance with the Texas Government Code:
-Section 551.071 — Consult with City Attorney
Consultation Regarding Utility Matters.
The City Council convened into closed Executive Session at 6:30 P.M.
4. RECONVENE: OPEN MEETING
Any Action Taken.
The City Council reconvened at 7:40 p.m.
No Action was taken.
5. Overview of Items on Regular Agenda.
None.
6. Update of from Bob Mathews with All American Dogs.
This item is a typographical error and a duplicate of Item No. 2 on this Agenda.

There being no further business, Mayor Muir adjourned the meeting at 7:49 P.M.
