ANGER JULY 21, 2025, 6:00 PM CITY COUNCIL REGULAR MEETING HISTORIC CHURCH BUILDING - 403 N 7TH STREET, SANGER,TEXAS CALL THE WORK SESSION TO ORDER AND ESTABLISH A QUORUM Mayor Muir called the work session to order at 6 01 p m COUNCILMEMBERS PRESENT Mayor Thomas Muir Mayor Pro Tern, Place 2 Gary Bilyeu Councilmember, Place 1 Marissa Barrett Councilmember, Place 3 Josh Burrus Councilmember, Place 4 Allen Chick Counalmember, Place 5 Victor Gann COUNCILMEMBERS ABSENT None STAFF MEMBERS PRESENT: City Manager John Noblitt, City Secretary Kelly Edwards, Chief Financial Officer Clayton Gray, Parks & Recreation Director Ryan Nolting, Director of Human Resources and Special Projects Jeriana Staton-Hemb, Police Chief Tyson Cheek, and Lt Justin Lewis DISCUSSION ITEMS 1 Presentation and discussion regarding the City of Sanger's 2025-26 Annual Budget Director Gray provided a presentation and overview of the 2025-2026 Annual Budget, including General Fund, Projected Revenues, Enterprise Fund, and Internal Service Funds OVERVIEW OF ITEMS ON THE REGULAR AGENDA Discussion ensued regarding Item 7 and any remaining expenses City Council Minutes 07-21-2025 Page 1 of 5 ADJOURN THE WORK SESSION There being no further business, Mayor Muir adjourned the work session at 6 55 p m CALL THE REGULAR MEETING TO ORDER AND ESTABLISH A QUORUM Mayor Muir called the regular meeting to order at 7 03 p m COUNCILMEMBERS PRESENT Mayor Thomas Muir Mayor Pro Tern, Place 2 Gary Bilyeu Councilmember, Place 1 Marissa Barrett Councilmember, Place 3 Josh Burrus Councilmember, Place 4 Allen Chick Councilmember, Place 5 Victor Gann COUNCILMEMBERS ABSENT None STAFF MEMBERS PRESENT. City Manager John Noblitt, City Secretary Kelly Edwards, Chief Financial Officer Clayton Gray, Parks & Recreation Director Ryan Nolting, Director of Human Resources and Special Projects Jeriana Staton-Hemb, Director of Economic Development Shani Bradshaw, Police Chief Tyson Cheek, and Lt Justin Lewis INVOCATION AND PLEDGE Councilmember Chick gave the Invocation The Pledge of Allegiance was led by Councilmember Barrett CITIZENS COMMENTS Vince Handler candidate for Justice of the Peace, Pct 5, gave an overview of his campaign and his experience I City Council Minutes 07-21-2025 Page 2 of 5 REPORTS 2 Annual presentation and overview of the Parks, Recreation & Facility Maintenance Department Director Nolting provided a presentation and introduced team members Discussion ensued regarding the city auction, and cameras at the park, and increasing security CONSENT AGENDA 3 Consideration, acknowledgement, and acceptance of the Federal Single Audit Report from BrooksWatson &Co for the fiscal year ending September 30, 2024 4 Consideration and possible action on the minutes from the July 7, 2025, meeting 5 Consideration and possible action on Resolution 2025-09, Adopting an Electronic Mail Records Retention and Destruction Policy 6 Consideration and possible action authorizing staff to issue an RFQ for an Economic Development Strategic Plan 7 Consideration and possible action on Ordinance 07-20-25, amending the budget for the 2024-2025 fiscal year and authorizing amended expenditures as provided, providing for the repeal of all ordinances in conflict, providing a cumulative clause, providing for a severability clause, and providing a savings clause, an establishing an effective date Councilmember Chick removed Items 5-6 for additional discussion Motion to approve Items 3,4,and 7 of the consent agenda as presented Motion Chick Second Gann Ayes Barrett, Bilyeu, Burrus, Chick, and Gann Nays None Motion passed unanimously Motion to approve Item 5 of the consent agenda as presented Motion Chick Second Gann Ayes Barrett, Bilyeu, Burrus, Chick, and Gann Nays None Motion passed unanimously City Council Minutes 07-21-2025 Page 3 of 5 Motion to approve Item 6 of the consent agenda as presented Motion Chick Second Burrus Ayes Barrett, Bilyeu, Burrus, Chick, and Gann Nays None Motion passed unanimously FUTURE AGENDA ITEMS City Manager Noblitt stated there will be a special meeting on August 11, 2025 at 6 00 p m for the Fiscal Year 2025-2026 Budget to conduct a public hearing INFORMATIONAL ITEMS 8 Financial Statement May 31, 2025 9 Disbursements Reports May 2025 and June 2025 EXECUTIVE SESSION Pursuant to the Open Meetings Act, Chapter 551, the City Council Will Meet in a Closed Executive Session in Accordance with the Texas Government Code Section 551 074 PERSONNEL MATTERS For deliberations regarding the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee - City Manager Council convened into executive session at 7 29 p m RECONVENE INTO REGULAR SESSION Council reconvened into open session at 9 22 p m I City Council Minutes 07-21-2025 Page 4 of 5 Motion to approve the City Manger's Employment Agreement under the terms discussed and authorize the Mayor to execute said agreement after legal review and release. Motion: Bilyeu Second: Barrett Ayes: Barrett, Bilyeu, Burrus, Chick, and Gann. Nays: None Motion passed unanimously. Motion to approve the City Manager's Severance Agreement under the terms discussed and authorize the Mayor to execute said agreement after legal review and release. Motion: Bilyeu Second: Burrus Ayes: Barrett, Bilyeu, Burrus, Chick, and Gann. Nays: None Motion passed unanimously.
