1.Call Meeting to Order
There being a quorum, Mayor Thomas Muir called the May 17, 2021, City Council Work
Session meeting to order at 6:00 p.m.
2.Preliminary Comprehensive Plan Update
Staff will give a Brief Preliminary Update on the Comprehensive Plan for the City of Sanger.
Development Service Director Ramie Hammonds gave a brief preliminary update on the
Comprehensive Plan for the City of Sanger. She stated that Rick Morris will be at the next Council
Meeting, June 7, 2021, and will give a full update, clean version of the plan. They are on track for
the public hearing, which will be held on June 10, 2021, 6pm8pm at the Sanger High School.
Ramie stated that there will be a lot of advertisement for the public hearing. Ramie also, stated that
Mr. Morris will present the update in three scenarios: Phase I being for the rural area, Phase II
being for the populated areas, and Phase III more dense populated area, downtown area.
Councilmember Dillon asked if the plan was going to be completed by August. Ramie stated that
was what they originally were going for, but it has been pushed to September.
There was a brief discussion on the branding. Ramie stated that the branding will be discussed at the
work session on June 7, 2021.

3.Overview of Items on the Regular Agenda
Mayor Muir briefly spoke about the regular agenda items that were on the May 17, 2021, Regular
Council Meeting.
Director of Development Services Ramie Hammonds briefly spoke about the 308 Bolivar Street
Variance. She stated the Chamber of Commerce is requesting a variance to the Code of Ordinance,
Article 4.1000 Alcoholic Beverage, Section 4.1004(b) Sale Near a Daycare Center or Childcare
Facility, for a beer garden on the South East corner of Bolivar Street and 4th Street. The Chamber
of Commerce is requesting the one day variance during the Sanger Sellabration, October 30, 2021.
The beer garden will be in an enclosed 20x40 tent with security at both the entrance and the exit.
The Code of Ordinance states that alcoholic beverages cannot be within 300 feet from daycare
center or childcare facility. The property in question is 185 feet from a daycare center or childcare
facility. Ramie stated that the day of the Sanger Sellabration, the daycare will be closed, and the
beer garden will be opened only during the live entertainment, which is approximately 5:30pm
7:30pm.
Director of Development Services Ramie Hammonds spoke briefly about the Sanger Circle Phase 6
Batch Plant SUP. She stated the applicant is requesting a 6 month extension. The temporary
permit expired on May 3, 2021. Ramie also stated that the applicant will have to file for new permit
with TCEQ.
Mayor Muir spoke briefly on Resolution No. 050321 Changing Bank Signatories. He explained
that his name will be removed and replaced with Assistant City Manager Alina Ciocan.
Finance Director Clayton Gray stated that the last rate study done with NewGen Strategies and
Solutions was in 2017, and that the study projections extend for a period of 6 years.
City Engineer Tracy LaPiene spoke briefly on the Waste Water Treatment Plant Substantial
Completion. Tracy stated that the contract with Felix is completed with the exception of the
additional walkways.
4.Adjourn
There being no further agenda items for discussion, Mayor Muir adjourned the Work Session
Meeting at 6:36 p.m.
