1.Call Meeting to Order, Establish a Quorum (Roll Call), Invocation.
There being a quorum, Mayor Thomas Muir called the January 4th, 2021, City Council meeting
to order at 7:00 p.m..The invocation was given by Councilmember Dennis Dillon. The Pledge of
Allegiance was led by Councilmember Allen Chick.

There were no citizens who came forward wishing to speak.

5.PSA Plummer Stream Restoration Amendment 2
Consider, Discuss and Possibly Act on Approving and Authorizing the Mayor to Execute an
Amendment to the Engineering Contract with Plummer Associates, Inc. for Stream Restoration for
Wastewater Treatment Plant.
City Engineer LaPiene speaks to the Council. He states a couple years ago the City hired a plumber

City Engineer LaPiene speaks to the Council. He states a couple years ago the City hired a plumber
to evaluate how we need to handle our waste water treatment plant and also evaluate whether to
continue with the pipeline or to do the stream restoration. In the spring we did an amendment to get
assistance with preparing additional environmental studies to help with the Army Core of Engineer
permitting. We are still evaluating whether to do a pipeline or do a stream restoration. We are
coming down to the deadline, which is at the end of March to submit for the new permit. We are
wanting to include both options on the permit request as this is something TCEQ is requiring.
Jeff Caffey stand to speak to Council. He explains that the work from the original contract has been
completed. This request is to come back to the existing out fall with the stream restoration. The
Stream restoration you have to remodel and prepare the paperwork for the restoration permit. He
says the other option that has been talked about is keeping both options on the permit request.
Mayor Muir summarizes what Mr. Coffey is needing to do at this time. He also says that he believes
Mr. Falls is for the stream restoration. The City is just now initiating conversation with the other two
stakeholders Mr. Harris and Mr. Riley.
Mayor Pro Tem Bilyeu says there is an amendment for $62,400.00. In our packet there is an
exhibit B showing $90,660.00 that looks like it covers some of the same areas. Has this amount
already been spent?
City Engineer LaPiene states that was the previous agreement for phase 1. States yes the amount of
$90,660.00 plus the additional $10,000.00 has been spent.
Mayor Pro Tem Bilyeu clarifies that they are requesting an additional $62,400.00 tonight in addition
to the $100,660.00 that has already been used. Looking at the scope of work it looks like some of
the items have already been covered. If these items have already been done and the preliminary has
already been done then what is left to be done? Also says it show the permit needs to be prepared
but he understands it has already been prepared.

for one location. This is a new permit that will add stream restoration, new locations.

6.Budget Amendment Ordinance 122820
Consider, Discuss and Act on Ordinance #122820 – Amending Ordinance #092420, Which
Will Amend the Budget For The Fiscal Year 20202021 And Authorizing Amended Expenditures as
Provided.
Financial Director Clayton Gray summarizes to the Council about an amendment to the budget. He
request to add Water and Wastewater revenue and Interest line items.
Councilmember Chick makes a motion to approve adding the line items to the budget. Motion was
seconded by Councilmember Bilyeu. Motion passes unanimously with a 50 vote.
7.Ordinance 010121 Ordering and Providing Notice of General Election for Three City
Council Members (Places 1, 3 and 5); Authorize Interim City Manager to Negotiate and
Execute an Election Contract with Denton County.
Consider, Discuss and Possibly Act on Ordinance No. 010121 Ordering a General Election To
Be Held Jointly With Other Denton County Political Subdivisions For The Purpose of Electing Three
(3) City Council Members: City Council Member Place 1; City Council Member Place 3 and City
Council Member Place 5; Designating Locations Of Polling Places; Providing For Dates, Times, and
Places for Voting and Early Voting By Personal Appearance; Providing Deadline For Application for
Ballot By Mail; Ordering Notices of Election To be Posted and Published; Providing For An
Effective Date; And, Authorizing the Interim City Manager to Negotiate and Execute an Election
Contract With Denton County For the Purposes of Conducting the May 1, 2021.
Interim City Manager Jeriana Staton summarizes about the General Election for Council. She is
requesting the Interim City Manager to be about to negotiate and execute an election contract with
Denton County.
Councilmember Bilyeu makes a motion to approve. Motion seconded by Councilmember Chick.
Motion passes unanimously with a 50 vote.

Mayor Muir and Council reconvened and Mayor Muir called the Special Meeting back into regular
session at 10:09 p.m. No Action was taken during Executive Session.
10.INFORMATION ITEMS:
a.ATMOS Energy Rider GCR Rate Filing Docket No. 10170
Atmos Energy Corporation, MidTex Division's Statement of Rider GCR Applicable For The
January 2021 Billing Periods.
City Engineer Tracey LaPiene summarizes for Council. He explained that years ago the City hired a
plumbing company to do the job. He also states the City is still trying to decide if we are going to do
piping or stream restoration. We are needing to renew our application through TCEQ and we are
going to apply for both piping and stream restoration.
Jeff Caffey stands to address the council. He explains that the original work is completed and that
we are needing to file for a new permit to complete the work.
11.FUTURE AGENDA ITEMS:
Councilmember Chick brought up that he would like to get an update on the Waste Water Treatment
Plant.
Interim City Manager Jeriana Staton reminded the board of the upcoming meeting on Thursday
01/07/21.
