This is an opportunity for citizens to address the Board on any matter. Comments related to
public hearings will be heard when the specific hearing begins. Citizens are allowed 3 minutes
to speak. Each speaker must complete the Speaker’s Form and include the topic(s) to be

Executive Summary
The public library has experienced another amazing fiscal year (FY), continuing the momentum of last fiscal year.
Last year, we found that offering more programs for all age groups coupled with more intentional marketing
brought new patrons and their families to the library. This was clearly evident with the success of this year’s
Summer Reading Program. More programs led to more library visits which leads to more materials checked out
which leads to more money saved by our patrons. Higher engagement with the library is resulting in a growing
sense of community amongst our patrons. We see friendships flourish between our library kids and adults and
families becoming comfortable in the “city’s living room.”

Library Programming
Number of Programs Offered
- Total programs by FY:
o 2022-2023: 132
o 2023-2024: 215 (63% increase from previous FY)
o 2024-2025: 291 (35% increase from previous FY)
- Program counts each month for this FY met or exceeded last years. Our commitment to offer more
programs for teens and adults continues to bring more patrons into the library, which is reflected in the
attendance numbers in the next section.
- Starting in March 2025, we added more focus to adding volunteers and paid performers into our
programming schedule. We intend to continue using outside talent to expand program diversity and
lighten the load for staff. About 12% of the programs we offered were led by a volunteer, non-profit
organization or paid performer.
o In 2025, we offered even more programs than 2024, with the exception of January and February
where we offered just as many programs as the previous year.

Number of Program Attendees
- Total Attendees by FY:
o 2022-2023: 2,212
o 2023-2024: 6,241 (182% increase from previous FY)
o 2024-2025: 7,773 (24.5% increase from previous FY)
- Keeping up with our progress from last FY, monthly program attendance this FY has met or exceeded
that of last year.
- Our marketing reach expanded significantly with the addition of our Monthly newsletter, created and
distributed by OrangeBoy. Starting in March, all active members and those members with expired cards
from the last 6 months received our email newsletter, if they had an email on file. This newsletter
includes details for upcoming programs for that month as well as printable copy of the calendar. The
newsletter also includes information about different library services, which are highlighted as the
Resource of the Month.
- Our social media presence continues to grow and bring people into the library. Our Facebook
engagement (number of comments and reactions) has also increased. We’ve got Top Fans For the next
FY, we are tracking how people hear about programs more closely in order to understand what
marketing channels are our most effective.
- Exceptions:
o August 2025 saw a drop in attendance, even with one more program offered than in August
2024. We attribute this to Sanger ISD starting school very early and the move of the sixth grade
campus moving. We no longer have kids come into the library after school to wait for their
parents to pick them up. Although this has reduced the attendance of teen programs, it has
eliminated the after school behavioral and noise issues, in the library. It is our goal to welcome
back patrons who had been avoiding the library after 4:00 PM.

Programs by Target Age Group
- As we saw last year, offering unique programs more often for all age groups and families has proven to
bring new people to the library and keep regular patrons coming back. We hear a lot of comments
about how we offer so much for such a small library. We also hear that our programs are better than
what folks have seen at larger area libraries. See the comments from our Annual Patron survey for more
comments from our patrons.
- The YA Challenge: As with many libraries across the country, the teen age group continues to be a
challenge to reach with regard to programs. However, we have had a lot of success reaching teens who
want to work volunteer hours at the library. With changes in the Sanger ISD with moving the sixth
grade to another building, regular teen attendance has come down since we are no longer within
walking distance of their school. We will continue to offer programs for teens at least twice a month, to
keep up with them momentum we have created over the last year, but some experimentation with
times and days offered will be necessary to find the most effective times to offer programs for this
group. Despite the challenges with this age group, more teens are participating in programs year over
year, as seen in the chart above.

Summer Reading Program
- Coming off of a huge summer last year, the library was ready to do it again. Between June and July, the
Summer Reading Program events brought in 1,732 attendees. Participant groups with notable increases
were in the following target age groups: Birth-5 yrs, 6-11 yrs and Adults 18+.
o There is was a 4.5% increase in total registered participants in the Summer Reading Program
compared to last summer. Of the 469 registrants, 53% of them logged reading this summer. This
is a 35% increase of logged reading compared to last summer. The summer reading program’s
goal is to get folks to read over the summer and we definitely achieved that goal.

o The library celebrated our 55th birthday! Our celebration included some delicious cakes which we
shared with our patrons and partners in the city.
o We had some notable performances over the summer! We kicked off the summer with The
Ramazini’s Two Man Circus. We were able to host their incredible performance outdoors and
even had a sidewalk mini-carnival for the 130 folks that attended!
o For our summer reading finale, we hosted a visit from the Noah’s Ark Petting Farm where they
presented their Critter University where we learned about seven unique animals. They also
brought a mini-donkey from their petting zoo for us to meet and pet. The 113 attendees also
enjoyed snow cones with a visit from the Kona Ice truck.

o End to End, staff and patrons enjoyed the summer at the library with 69 live and passive programs
held at the library between June and July.
LIVE AUTHOR EVENT WITH AMANDA CHURCHILL
o We closed out the summer in late August with an in person visit from local author Amanda
Churchill. A Texas native and UNT Alum, her debut novel The Turtle House was published in early
2024. This book was also the adult book club’s title for August. She came to visit the library to
talk about her book, tell us stories about her grandmother (the inspiration for her book), answe r
questions, and sign books. It was an amazing opportunity for our patrons to connect with an
author, especially one as charismatic and kind as Amanda. We hope to bring more live author
events to the library in the future.

Library Visits
Gate Counts
With more programs and attendees, we can see the increased visits in the library gate count. The numbers in
the chart below are the monthly gate count totals from Oct. 2022 to Sept. 2025. From this, you can see the
seasonal bump of visitors during the summer, which is the busiest time for the library.
- Total gate counts by FY
o 2022-2023: 21,841
o 2023-2024: 27,521 (26% increase from previous FY)
o 2024-2025: 32,207 (17% increase from previous FY)
- The library saw significant jumps in gate count year over year. With the 2024-2025 FY gate count ending
above 31,000, the library is back to pre-pandemic levels of visitors.
- Marketing to increase awareness of resources, services and programs continues to bring folks into the
library. We often hear stories of patrons sharing their library experiences with their friends and family.
o Exceptional customer service and kindness keeps our patrons coming back. Those who are
regular visitors to the library have come to expect this high level of service. New or first time
visitors are often pleasantly surprised at the high level of care that is provided by library staff.
o High quality and unique programs continue to bring more and more new visitors to the library
every month.
o The increased gate counts correlate with an increase in materials circulated and new cards
issued, as seen in the following sections.

Member Statistics
New Cards Issued
- Last FY, 34% more new cards were issued from the previous year.
- This FY, we issued 13% fewer cards compared to last FY.
- With the addition of the Orange Boy software, we are not able to track library behavior for these new
card holders. We are still in the data collection phase and are not able to discern any meaningful
observations for new card holders yet. Once we have a year’s worth of data, we’ll be able to better
understand the library behavior of new card holders.
- We intend to start an automated email campaign for new card holders to raise awareness to the many
resources and services available to them through the library.

Active Members
- Active memberships continue to increase monthly with the addition of new members. Also adding to
this increase, highly engaged patrons seem to remaining active.
Access to Public Computers
- Starting in Oct. 2025, we will begin asking guests who want to use the public computers whether they
have a library card. We prefer that they use their card to log into the public computers so that we can
better collect statistics on the back end. Only counts and possibly duration of use will be collected. No
content or information from their session will be collected.
- With this new guideline, we’ll be able to better track how much the public computers are in use and on
what days.

This high value item continues to help our community access the internet. We have estimated our community
has saved a total $5,175. Based on the average monthly price for internet in the area $50.00.

Change in Hours of Operation
Currently, we are not able to track our gate count by time of day to see the foot traffic in the library by hour.
The best way to count by hour is to run a report in Apollo that tells us what hour of the day items are checked
out.
In October, 2024, we changed the library hours to open earlier on Monday, Wednesday, Friday and Saturday.
On these days, we open at 9:30 am versus 10:00 am and close at 6:00 pm. On Tuesday and Thursday, the
library opens at 11:30 AM and closes at 7:00 pm.
- Toddler programs drive morning traffic to the library on Monday mornings. These recurring programs
are typically scheduled for the 2nd, 3rd and 4th Mondays of the month at 10:30 am.
- Opening 30 minutes earlier on Monday shows some activity showing that patrons are taking advantage
of the earlier open time.

- Tuesday traffic looks to have shifted to later hours of the day with the later opening time of 11:30 am.
- Staff still reports to work at 9 AM for staff meetings, training and program preparation.
- Tuesday checkouts after 6 PM shows that patrons are taking advantage of the later hours.
- Book Club takes place on the 3rd Tuesday of the month and books are often checked out after the
meeting concludes at 7:30 PM. This explains the activity in the 7 pm – 8pm time frames.
- Much like Monday, Wednesday circulation activity is driven by recurring storytime programs. The target
audience for these storytimes are preschooler – a bit older than the groups on Monday. The recurring
preschool storytime is typically scheduled for 10:30 am.
- Last year, we see circulation activity happening more before storytime and immediately after. Then the
activity drops dramatically in the 12:00 pm hour. This may indicate patrons leaving soon after storytime
is over.
- This year, it seems that activity has shifted more after storytime and beyond. This could indicate that
patrons are staying longer in the library and checking their books out just before they leave.
Anecdotally, we have seen this to be true. Library grown-ups and kids hanging out after storytimes to
visit in the children’s area, look for the stuffie or do the scavenger hunt.
- From a staffing standpoint, it shows we needed more front desk staff during the mid-shift.

- Opening later on Thursday has shifted circulation activity into the 12:00 pm hour and then falls back to
normal levels for the rest of the mid-shift.
- Patrons are taking advantage of the later hours of operation. On Thursdays, we’ve started to plan more
evening activities after hours. This may account for the circulation activity in the last hour of the day.
- With Sanger ISD changing to a four day school week with Friday’s off, we’ve seen an increase in activity
in the first half of the day. Parents bringing kids to the library for activities and for something to do.
- We intentionally started to schedule both passive and regular programming on Fridays, which will
continue into this coming FY.

Budget
We made the most out of the FY 24-25 budget! This next budget year we asked for increases in most of our GL
accounts to help offset the increased costs of performers, program supplies and services. Looking forward, we
are working to identify and adopt a workflow that will help ensure even spending throughout the year towards
targeted areas of interest (collection development, program supplies and performers, etc.). We are also looking
at calculating the ROI for programming to better illustrate the direct financial impact our programs have on our
community.

Awesome inactivities
Done everything from storytime to several of the activities with some little ones. 6 year old asks to go to library, loves
finding the “clues” depending on the event that day., 9 yo who i have to “force” at times to go to library is coming around
because of legos and other activities and now is starting to amble thru the isles in search of something of interest.
Everyone is always polite and smiling! Very helpful.

I am fairly new to Sanger, so my experience with the Library has been minimal. I hope to participate in more activities in
the future though. I brought my granddaughter last summer and enjoyed letting her use the library!
I came in for a library card and new book. The staff was so welcoming and eager to help. My kids can’t wait to get a free
moment to go get their own cards.
I cannot express how much I appreciate the staff. They have always gone above and beyond in every interaction. They are
genuinely the sweetest people. I so appreciate the events and feel blessed to be able to attend them. Theresa is amazing
and I love talking books with her. I dont know everyone else by name but everyone I've interacted with is amazing.
I have been bringing my grandchildren. We have loved toddler time, hunting for stuffed animals, searching for word clues,
summer reading program... These activities get the kids to explore the whole facility and they always look forward to
coming. For me, the selection of books is really good and the ebooks has more availability that other libraries I have tried.
I have nothing to really complain about. I love the hours y’all have now. I do wish printing was cheaper, but I understand
why it’s not. Overall, I’ll continue visiting the library. Y’all have a great selection of books and amazing staff. :)
I haven't used the meeting room or the computers or printers, but the parking lot is very good and the restrooms are
always clean. The staff is top notch, super helpful and friendly!
I love how many community classes and events the Sanger library offers. I got my library card this year and have had the
opportunity to visit several times since. The library has a great selection, lots of activities to choose from, and kind, car ing
staff who make every visit welcoming

I understand that Sanger is a smaller town compared to where we previously lived in Frisco, but I believe our public library
can do more for our kids. The facility would greatly benefit from renovations and, most importantly, a broader selection of
books. I took my daughter a few times during the summer, and while I appreciate that we can borrow from the Denton
library, not having those options available directly in Sanger created a significant inconvenience. Expanding our local
collection would make the library much more accessible and beneficial to the community.

CIRCULATION POLICY
The Sanger Public Library will provide the widest feasible circulation of materials.
Free access to circulating materials, prompt notice of overdue materials, and
respect for personal privacy are all important in this effort. The Library will
expand materials available to the public by participating in Interlibrary Loan
service.
LIBRARY CARDS
Eligibility
There are no restrictions regarding residence, other than to
provide proof of their temporary address and a permanent mailing address.
Any resident of Texas meeting the below requirements is eligible for a free Sanger
Public Library Card.
Adult applicants must show a valid photo ID and proof of current address.
Minors cards require a parent/guardian account in good standing.
Acceptable government-issued photo IDs must be current and include:
Texas Driver’s License
Texas State ID
Passport
Military ID
Green Card/Resident Alien Registration/Mexican Consular Card
If the photo ID does not have applicant’s current address, the applicant needs to
bring proof of address in addition to the photo ID. The following must be
unexpired or dated within the last 60 days.
Accepted documents include:
Utility Bill (water, electric, gas, cable, etc.)
Official Rent Receipt; Rental Agreement, Contract or Lease
Vehicle Insurance or Registration

Age Requirements
Children are eligible for their first library card when they are able to print their first
and last name. Children must be present with a parent or guardian to have a card
issued in their name.
For Minors under the age of 17 to receive a card in their name, parents/guardians
must have a valid library card in good standing before applying for a Library card for
a minor. The parent/guardian will be the primary account holder and assumes
responsibility for Library usage and any linked accounts including fines, fees,
materials or damages to Library property.
All cards will expire after three years. Temporary cards will be issued for up to 6
months.
The Library places lending restrictions on first-time use of new cards. New patrons
may check out up to two items on their first-time check out. Full lending privileges
will be available upon return of items.
Application (Registration procedure revised, 10/13):
• Library staff will register and issue library cards to new patrons when they
come into the library with valid identification and proof of residence.
• If the registration cannot be completed immediately or while the applicant
waits, the process will be completed and the card will be available for pick
up, usually by the next business day. As in the past (when new cards were
mailed), the applicant will still be able to check out two books on the same
day that he/she applies for a card.
• Adult applicants must show a valid photo ID and proof of current
address. A Texas driver’s license showing the applicant’s current address
serves as both photo ID and proof of address. If the photo ID does not
have applicant’s current address, he/she needs to bring proof of address
in addition to the photo ID. Accepted documents include: a lease

agreement, utility bill, car insurance, property tax statement, or mail
addressed to the individual that has been process ed and delivered to the
residence by the US Postal Service.
• A parent or guardian must sign the application form of a child under 14.
For minors 14 and up, a parental signature is only necessary for video
checkout. Parents or guardians of minors 15-17 may opt out of Internet
use.
• At least one parent of a minor under the age of 14 should also have a
Sanger library card at the time of his/her application.
• All cards will expire after three years.
In most cases, materials will not be checked out to patrons who have long
overdue materials or who have outstanding fines totaling over $5.00.
If fines are not paid, suspension of library privileges will remain in effect until the
library card expires. If materials are overdue, the suspension remai ns in effect
until the material is returned or paid for.

LOAN POLICIES
Loan Periods
Loan periods and overdue fines are as set by the Sanger Public Library Board. The
maximum fine that may be charged is one-half the value of the book.
Circulation Limits
A limit of 15 books and 8 DVDs may be checked out on adult cards. Television
series on DVD are limited to two seasons (or sets) at a time. The limit for children is
10 books and 3 DVDs.
Considering the relatively small size of our collection, we encourage families to
consolidate the materials they wish to check out and put most of the items on one
card if possible.
Forgotten Cards
Materials may be checked out to those who have forgotten their library card,
asking a verification question if need be.
Special Loans
The Librarian may establish the loan period and limit the number of materials in a
special collection. (For example, materials in temporary great demand for
student projects.)
Patrons may be granted extended loan periods for a special need or to cover
times when they will be out of town. The librarian will determine which books
qualify for an extended loan.
Reference materials do not circulate without special permission from the librarian.
If permission is given, books are checked out overnight.

OVERDUE MATERIALS
Notices
Patrons will be notified of overdue materials promptly, either by phone, email, text
or mail.
Lost Materials
Patrons who lose materials will reimburse the library the price paid for the item, in
addition to a processing fee. If this information is not available, a predetermined
average cost will be charged.
The library will accept replacement of lost or damaged library materials. Items
must be the same format as the item that is being replaced (e.g. Hardback book
replaces damaged hardback book).
Claims Returned
When a patron claims to have returned the material which is recorded as
checked out to them, the patron will be given the benefit of the doubt, unless the
patron is a chronic offender.

INTERLIBRARY BORROWING
Users
All Sanger Public Library cardholders with a responsible check-out history may
request interlibrary loans.
Loan Period
Materials will be checked out for the Sanger Library’s standard loan period unless
the lending library designates a shorter period. Renewals will be made within the
limits of the lending library's due date.
Fees
The patron will pay the postage cost to return the item to the lending library. If a
lending library requires a fee to be paid, the patron will agree to the fee before
the item is ordered.
Lost materials and Overdue charges
The patron will pay any charges for lost or damaged materials, as well as
overdue charges, both to Sanger Public Library and also to the lending library, if
they assess a charge.

INTERLIBRARY LENDING
Users
The Sanger Public Library will loan materials to public and academic libraries in
the United States and Canada. All individuals must initiate a request for Sanger
materials through a library.
To submit a request
Requests must be submitted by the borrowing library directly to Sanger by mail,
fax or phone.
Materials and restrictions
Books, videos and other materials will be loaned if they have been in the
circulating collection for at least six months. Sanger reserves the right to refuse
to lend materials or to ask the borrowing library to restrict use of materials lent.
Microfilm, for instance, may only be used inside the borrowing library, not
checked out for use elsewhere. Microfilm of the Sanger Courier is the only item
that will be loaned from the reference collection. Sanger will make limited free
copies (up to 10 pages) of rare historical materials that will not be loaned. If
more than 10 pages are requested, a fee will be charged.
Loan period and limits
Items will be checked out for six weeks. If an item is not on reserve to another
patron, one renewal of an additional two weeks will be granted. No more than

two items at a time will be loaned to an individual.
Lost materials and Overdue charges
The borrowing library will pay the replacement cost for lost items. Overdue charges
will not be assessed.
PATRON CONFIDENTIALITY
Library users will be free to use library materials and services without fear of
intrusion, intimidation or reprisal by government, community, or other individuals.
All records relating to patron registration and circulation are considered to be
confidential. Such records shall be disclosed only if:
1) The library determines that disclosure is reasonably necessary to the
operation of the library and the records are not confidential under other
laws;
2) The records are released to the patron himself, or to his parents if he is
a minor, or the patron has given permission, in writing, for the
information to be released;
3) The records are required under a valid court order or subpoena under
the law.
This library policy is pursuant to Vernon’s Annotated Civil Statutes,
Article 6252-17a, the Texas Open Records Act.
TEXSHARE POLICY
The Texshare card is a service we offer to responsible Sanger Public Library
patrons so that they can borrow materials from libraries they would not ordinarily

be able to use. In turn, the Sanger Public Library lends materials to responsible
patrons recommended by having the Texshare card from another library.
Issuing a Texshare card:
According to the state policies of the Texshare program, the Sanger Public
Library is responsible for materials checked out of other libraries by Sanger
Public Library patrons who are issued a Texshare card.
In order to be issued a Texshare card, a patron must have had a card at the
Sanger Public Library for at least six months. The patron must have a checkout
history clear of long term or chronic overdues. The patron may not have
outstanding fines.
Texshare cards will be issued to adults and to juveniles under 18 with a parent’s
signature. Texshare cards expire after one year.
Patron use of the Texshare card:
The Sanger Public Library has no control over the policies of the lending libraries.
Patrons may be required to apply for a library card at the lending library at the
time they present their Texshare card.
Texshare cardholders who have overdues at other Texshare libraries will have
their Sanger Public Library privileges suspended as well.

If the Sanger Public Library pays for lost items, the patron’s library card will be
suspended until the library is reimbursed for the amount paid to the lending
library.
Honoring a Texshare card:
According to the state policies of the Texshare program, the issuing library is
responsible for Sanger Public Library materials checked out by Texshare
cardholders.
A patron who presents a Texshare card must fill out a library card application and
show picture ID. At the first checkout, the patron is limited to two items. Library
cards issued to Texshare cardholders will expire after one year. Loan limits,
noncirculating collections, checkout time periods, library open hours, renewals,
return methods, overdue notification and fines will be the same as for regular
library card holders.
If an item is not returned after six months, it will be considered lost. At that point
the cardholder and the issuing library will be notified and billed the list price of the
item.
