04/18/2011-CC-Minutes-Work Session MINUTES: CITY COUNCIL WORK SESSION April 18, 2011 PRESENT: Mayor Thomas Muir, Councilwoman Marjory Johnson, Councilman Russell Martin, Councilman Gary Bilyeu and Councilman Andy Garza ABSENT:Councilman Rusty Patton OTHERS PRESENT: Mike Brice City Manager, Tami Taber City Secretary and Kelli Alexander 1.Call Meeting to Order. Mayor Muir called the meeting to order. 2. Discussion on Water and Wastewater Impact Fees. City Manager discussed impact fees and had a handout comparing the costs of Sanger to what the City of Little Elm charges. He also discussed what other cities are charging. 3.Discussion on Future Capital Projects and Priorities. City Manager discussed where he would like to extend water and wastewater lines. The water lines would need to go down Lois Road and back up service to Belz Road. The wastewater lines would need to extend north of FM 455. 4.Discussion on Updating the Retail Marketing Plan. In 2006/2007, the Buxton group performed a retail study. City Manager has been in contact with a company called the Retail Coach. This company checks to see where customers are actually coming from by zip code. They've recently done a similar study for the City of Watauga. City Manager will contact the Retail Coach to have them come do a presentation. City Manager said there is a need for a new grocery store and has met with the owner of two parcels to see if they would be interested in selling. No price was discussed at that time. 5.Overview of Items on Regular Agenda. 6.Adjournment. Mayor Muir adjourned the meeting.
