06/21/2010-CC-Minutes-RegularMINUTES: CITY COUNCIL MEETING June 21, 2010 PRESENT: Mayor Thomas Muir, Councilwoman Marjory Johnson, Councilman Russell Martin,Councilman Rusty Patton,Councilman Gary Bilyeu and Councilman Andy Garza OTHERS PRESENT: Mike Brice City Manager, Tami Taber City Secretary and Ted Christensen with Government Capital 1.Call Meeting to Order, Invocation, Pledge of Allegiance. Mayor Muir called the meeting to order, Councilman Martin led the Invocation followed by Councilman Bilyeu leading the Pledge of Allegiance. 2.Citizens Input: (Citizens are allowed 3 minutes to speak. The City Council is unable to respond or to discuss any issues brought up during this section). CONSENT AGENDA 3.a) Approval of Minutes: June 7, 2010 - Work Session June 7, 2010 - City Council b) Disbursements Councilman Patton made a motion to approve. Seconded by Councilman Martin. Motion carried unanimously. 4.Consider any Items Removed from Consent Agenda. 5.Approve Proclamation #06-18-10 - Commending Skip and Mary McNeal for Their Dedication to Their Church and Service to the Sanger Community. Councilman Martin made a motion to approve. Seconded by Councilman Garza. Motion carried unanimously. 6.Consider, Discuss and Possibly Act on Resolution #R06-03-10 - Approving and Authorizing the City Manager to Acquire a Local Government Management Assessment from the Texas Comptroller of Public Accounts. Councilman Bilyeu made a motion to approve. Seconded by Councilman Martin. Motion carried unanimously 7. Consider, Discuss and Possibly Act on Resolution #R06-04-10 - Approving and Authorizing the City Manager to Sign an Interlocal Governmental Agreement by and Between the City of Sanger, Texas, and the Texas Department of Transportation Relating to Motor Vehicle Registration Refusal Pursuant to Section 702.003 of the Texas Transportation Code. Councilman Martin made a motion to approve. Councilwoman Johnson seconded. Motion carried unanimously. 8.Consider, Discuss and Possibly Act on Resolution #06-05-10 - Relating to Approving Financing by the Sanger Cultural Education Facilities Finance Corporation for the Benefit of Houston Ballet Foundation and Related Matters. Ted Christensen from Government Capital was present and advised that in six weeks the City would receive a check for a minimum of $10,000. This is another conduit financing with no liability to the City. The Sanger Cultural Education Facilities Finance Corporation approved the resolution. Councilman Martin made a motion to approve. Seconded by Councilwoman Johnson. Motion carried unanimously. 9. Consider, Discuss and Possibly Act on Sale of Property at 201 Bolivar Street. Councilman Patton made a motion to approve the sale of the entire strip of property (15 x 100) at 201 Bolivar Street. Seconded by Councilman Garza. Motion carried unanimously. 10.Information Items: a) Financial Report b) Donation from American Electric Power (AEP) for $5,000.00 for the Sports Park c) Monthly Library Report 11. Adjournment. Mayor Muir adjourned the meeting.
