MINUTES: CITY COUNCIL WORK SESSION December 5, 2011 PRESENT: Mayor Thomas Muir, Councilmember Russell Martin, Councilmember Rusty Patton, Councilmember Gary Bilyeu, Councilmember Andy Garza, and Councilmember Scott Stephens ABSENT: Councilmember Marjory Johnson OTHERS PRESENT: Mike Brice City Manager; Cheryl Price, Deputy City Secretary; Kelli Alexander; Mendie Schmidt; Robert Dillard 1. Call Meeting to Order. Mayor Muir called the City Council Work Session to order at 6:35 P.M. 2. Discussion on Changes to the Personnel Manual. City Manager Brice noted he is required to provide the City Council with any major changes to the City's Personnel Manual. He presented a power point presentation explaining the major changes to the City's Personnel Manual. He noted the major changes in the Personnel Manual were Paid Time Off (PTO), Extended Illness Bank (EIII), a Point System, and Performance Standards. He advised that these changes would basically reward employees with good work habits and discipline employees with poor work habits such as lateness and/or excessive absence issues. 3. Overview of Items on Regular Agenda. There were no items discussed. 4. Adjournment. Mayor Muir adjourned the meeting at 6:50 PM. MINUTES: CITY COUNCIL MEETING December 5, 2011 PRESENT: Mayor Thomas Muir, Councilmember Gary Bilyeu, Councilmember Scott Stephens, Councilmember Russell Martin, and Councilmember Andy Garza ABSENT: Councilmember Marjory Johnson OTHERS PRESENT: Mike Brice City Manager, Cheryl Price Deputy City Secretary, Kelli Alexander, Robert Dillard, Bill Wright, Steve Senter, Mendie Schmidt 1. Call Meeting to Order, Invocation, Pledge of Allegiance. Mayor Muir called the meeting to order at 7:00 p.m. Councilmember Stephens led the Invocation followed by Councilmember Martin leading the Pledge of Allegiance. 2. Citizens Input: (Citizens are allowed 3 minutes to speak. The City Council is unable to respond or to discuss any issues brought up during this section). Kelli Alexander, 3219 McReynolds Road, spoke about Animal Control and Noah's Ark. 3. CONSENT AGENDA: a) Approval of Minutes: November 21, 2011 - Council Meeting b) Disbursements A motion was made by Councilmember Garza to approve the Consent Agenda as presented. The motion was seconded by Councilmember Martin. The motion carried unanimously. 4. Consider any Items Removed From Consent Agenda. All items were approved as presented in Item 3 Consent Agenda. No items were removed. REGULAR AGENDA 5. Consider, Discuss, and Possibly Act on Bids Received for Bolivar Street, I't Street & 3r t Street Covering the Construction of Paving and Utility Improvements. City Manager Brice advised that the City only received two bids for the project. The timing of the bid was during a very busy time for the contractors doing this type of work, so the two bids received came in at much higher prices. The City would like to reject the current bids and re -bid the project. Councilmember Bilyeu noted concern as to how much delay this would cause the project. City Manager Brice advised that it would be about 30 days. He noted that even if one of the current bids were approved that the contractor would probably not start until January. He advised that even if the project is re -bid, it is anticipated it still should be completed by the end of the Summer. Councilmember Stephens asked how much staff expected the project to come in it at? City Manager Brice noted that hopefully it would come in for under $200,000. A motion was made by Councilmember Bilyeu, seconded by Councilmember Garza to reject all bids received for Bolivar Street, lsn Street and 3rd Street covering the construction, paving and utility improvements and re -bid the project. The motion carried unanimously. 6. Conduct Public Hearing on Amending the Comprehensive Zoning Ordinance and Central Zoning Map by Changing the Zoning Classification From "A" Agricultural District to "I-1" Industrial District on Property Legally Described as Approximately 37.27 Acres Within Tract 123 of the Rueben Beebee Survey, Located on the East Side of Interstate 35 and Ranger Branch, Between Belz Road and Utility Road. Mayor Muir advised that the Planning and Zoning Commission did not have a quorum at thier last regular meeting and they scheduled a special meeting tonight at 6:00 PM. The Planning and Zoning Commission voted unanimously to recommend approval of the zoning request. Mayor Muir opened the Public Hearing at 7:12 PM and solicited citizens in the audience either in favor or against the zoning request. Kelli Alexander, 3219 McReynolds Road was recognized and noted concern that she was not aware this item had come before Planning and Zoning. She asked about the posting of the Planning and Zoning Meetings. It was noted that the Planning and Zoning meetings are posted at 201 Bolivar where the official meetings are held. Ms. Alexander stated that the agendas and minutes were not posted on the internet. She also requested a list of Planning and Zoning Commission members. City Manager Brice advised Ms. Alexander that staff could provide her with a list of the Planning and Zoning Members. Steve Senter, 725 Red Oak Lane, Friendswood, Texas, was recognized. He advised they are moving the Petroleum Terminal which was originally planned on 2164 to the property located behind Miguelitos. They have negotiated an agreement to purchase the property and build a pipeline. Through Councilmember questioning to Mr. Seater, it was noted that the pipelines world be coming from two lines out of Houston to Arlington. There would be a small 8" line feeding through Denton to Ardmore, Oklahoma. The line would be located 2 miles to the east of I-35 almost north/south of Thackerville to Ardmore. The facility would consist of six storage tanks and a truck loading facility. A fire prevention tank and vapor recovery Tank. This facility location will completely replace the facility which was proposed on 2164 and is proposed to be located in the open field behind Miguelitos consisting of approximately 40 acres. The City of Sanger will be enforcing the International Fire Codes. They anticipate at full peak, the traffic will consist of approximately150 trucks a day. Discussion regarding concern as to Ingress and Egress was discussed. It was noted that trucks would be using the cloverleaf north east of Miguelitos for access. Kelli Alexander was recognized and asked if this was the only Public Hearing on the item. Mayor Muir advised this is the final Public Hearing on the Zoning Change for the property. There being no proponents or opponents or further comments, Mayor Muir closed the Public Hearing at 7:25 PM 7. Consider, Discuss and Possibly Approve Ordinance #12-39-11 — Amending the Comprehensive Zoning Ordinance and Central Zoning Map by Changing the Zoning Classification From "A" Agricultural District to "I-1" Industrial District on Property Legally Described as Approximately 37.27 Acres Within Tract 123 of the Rueben Beebee Survey, Located on the East Side of Interstate 35 and Ranger Branch, Between Betz Road and Utility Road. Discussion ensued regarding the truck traffic which would be generated and the reconfiguration of the cloverleaf access to IH-35 to accommodate it. Councilmember Garza pointed out that if it is left as it is currently configured any traffic coming from the north would have to go to FM 455 and u-turn under I-35 to get to the facility. There was concern that this would create more traffic to an already very busy intersection. It was suggested that a cloverleaf like the one at the Walmart Facility would be a good idea and not bring additional traffic to an already very busy intersection. It was noted that this would be a TxDOT issue. Mr. Seater advised that most of the traffic would be coming from the south. Mayor Muir noted that this is currently only to approve the zoning. Councilmember Bilyeu asked if there would be any economic impact from the facility. City Manager Brice advised that that there would be about 8 to 10 jobs and about 20 million in construction cost. They are not asking for any incentives. There are really no negatives. The fire concerns are being addressed with the educating of the firefighters and providing the foam dispensing systems. Mr. Seater noted that if they go forward that they would like to start construction in 90 days and it will take about 12 to 18 months for construction. The permit process with the city will be bout a 60 day process and the Air permit 30-45 Days. Mayor Muir noted that there is concern regarding traffic and we need to look at a permitting process with TxDOT. It was noted that there was nothing in the permitting process that would bring this back to the City Council; however, proposed preliminary and final plats world be submitted to Council. A Motion was made by Councilmember Bilyeu. Seconded by Councilmember Martin, approving Ordinance 12-39-11 — Amending the Comprehensive Zoning Ordinance and Central Zoning Map by changing the Zoning Classification from "A" Agricultural District to "I-l" Industrial District on property legally described as approximately 37.27 acres within tract 123 of the Rueben Beebee Survey, located on the east side of Interstate 35 and Ranger Branch, between Belz Road and Utility Road. WHEREAS, the COUNTY is a duly organized political subdivision of the State of Texas engaged in the administration of county government and related services for the benefit of the citizens of Denton County; and WHEREAS, the AGENCY is a non-profit agency, duty organized and operating under the laws of the State of Texas and engaged in the provision of fire protection services and related services for the benefit of the citizens of the City of Sanger; and WHEREAS, the AGENCY is the owner and operator of certain fire protection vehicles and other equipment designed for the extinguishing of fire and prevention of damage to property and injury to persons from fire and has in its employ trained personnel whose duties are related to the use of such vehicles and equipment; and WHEREAS, the COUNTY and the AGENCY mutually desire to be subject to and contract pursuant to provisions of the Texas Government Code, Chapter 791 and the Texas Local Government Code, Chapter 352, and NOW, THEREFORE, the COUNTY and the AGENCY, for the mutual promises, covenants, Agreements and consideration stated herein, agree as follows: I. TERM The term of this Agreement shall be for the period beginning of October 1, 2011, and ending September 30, 2012. II. SERVICES The services to be rendered in accordance with this Agreement by the AGENCY are the fire protection services normally rendered by the AGENCY to citizens of the City of Sanger in circumstances of emergency, but which services will now be extended to all citizens of the 2011 —2012 Interlocal Cooperation Agreement —Fire Protection Services/Sanger - Page 1 of 7 COUNTY residing in the unincorporated areas of the COUNTY within the operating territory or jurisdiction of the AGENCY, as agreed to by the AGENCY and the COUNTY in this Agreement and as set forth in "Exhibit A," attached hereto and incorporated herein by reference. These services are rendered in consideration of the basic funding and the separate per call fee set forth in this Agreement for the common good and benefit and to serve the public convenience and necessity of the citizens of the COUNTY who are not otherwise protected with respect to fife prevention, extinguishment, safety and rescue services. The services to be rendered are as follows: A. The AGENCY shall make available and provide emergency fire prevention, extinguishment, safety and rescue services within the agreed or specified territory or jurisdiction of the AGENCY. B. The AGENCY shall respond to requests for fire protection services made within the portion of the COUNTY designated as "Sanger" as set out in Exhibit "A". C. The COUNTY agrees that, in the event a fire in the AGENCY's unincorporated designated area which the AGENCY considers to be of an incendiary nature and upon request by the AGENCY, the County Fire Marshal will dispatch investigation personnel to the fire scene within a response time sufficient to legally maintain and protect all evidence of said fire and will conduct all appropriate investigation and assist in the prosecution of any case of arson. The AGENCY shall not be responsible for investigations of suspected incendiary fires in the unincorporated areas, but shall cooperate with the County Fire Marshal in immediately relating all pertinent information possible to the investigator(s). D. The COUNTY agrees that the County Fire Marshal may assist in the conduct of appropriate investigations of a fire which the AGENCY considers to be of incendiary nature in the AGENCY's incorporated area upon request of the AGENCY. E. The AGENCY shall submit monthly statements on the Texas Fire Incident Reporting System's standardized forms to the Denton County Fire Marshal, 9060 Teasley Lane, Denton, Texas 76210-4010. This form will serve as the billing statement to the COUNTY for reimbursement of calls made in the unincorporated area. The Denton County Fire Marshal shall provide the forms upon request from the AGENCY. F. The AGENCY, in the performance of its duties and responsibilities under this Agreement, shall have the responsibility, within the sole discretion of the officers and employees of the AGENCY, except as otherwise determined by the Denton County Fire Marshal, to determine priorities in the dispatching and use of the AGENCY's equipment and personnel, and the judgment of any such officer or employee as to such matters shall be the final determination. 2011 —2012 Interlocal Cooperation Agreement— Fire Protection Smices/Singer - Page 2 of 7 The COUNTY shall designate the County Judge to act on behalf of the COUNTY and to serve as "Liaison Officer" between the COUNTY and the AGENCY. The County Judge, or her, designated substitute, shall devote sufficient time and attention to insure the performance of all duties and obligations of the COUNTY under this Agreement and shall provide immediate and direct supervision of employees, agents, contractor, sub -contractor and/or laborers of the COUNTY engaged in the performance of this Agreement for the mutual benefit of the COUNTY and the AGENCY. III. PERFORMANCE OF SERVICE The AGENCY shall devote sufficient time and attention to insure the performance of all duties and obligations of the AGENCY under this Agreement and shall provide immediate and direct supervision of the AGENCY's employees, agents, contractors, sub -contractors and/or laborers engaged in the performance of this Agreement for the mutual benefit of the AGENCY and the COUNTY. IV. COMPENSATION The COUNTY agrees to pay to the AGENCY for the Rill performance of services as provided in this Agreement the sum of TEN THOUSAND AND NO/100THS DOLLARS ($10,000.00), payable upon execution of this Agreement, and farther agrees to pay the sum of FOUR HUNDRED FIFTY AND NO DOLLARS ($450.00) per fire call in the designated unincorporated areas of the COUNTY from October 1, 2011, to September 30, 2012. The COUNTY anticipates the AGENCY to run approximately 290 fire calls for a total funding of $130,500.00 for fire calls. The total payments by the COUNTY to the AGENCY pursuant to this Agreement are estimated to be $140,500.00. The COUNTY will make no payment to the AGENCY for service provided outside the agreed service district whether by Mutual Aid Agreement or otherwise. The AGENCY understands and agrees that payment by the COUNTY to the AGENCY shall be made in accordance with the normal and customary processes and business procedures of the COUNTY and in conformance with applicable state law. V. RESPONSIBILITY OF THE COUNTY The COUNTY, to the extent permitted by law, shall be responsible for the acts, negligence and omissions of all officers, employees and agents of the COUNTY who are engaged in the performance of this Agreement. VII. RESPONSIBILITY OF THE AGENCY The AGENCY, to the extent permitted by law, shall be responsible for the acts, negligence and omissions of all officers, employees and agents of the AGENCY who are engaged in the performance of this Agreement. VIII. APPLICABLE LAW The COUNTY and the AGENCY understand and agree that liability under this contract is governed by the Texas Government Code, Chapter 791 and the Texas Local Government Code, Chapter 352. This Agreement is made in contemplation of the applicability of these laws to the Agreement. Insofar as legally possible the COUNTY and the AGENCY agree to be bound by the above mentioned statutes as they exist as of the date of this Agreement. IX. DEFAULT In the event of default of any of the covenants herein contained, this Agreement may be terminated at the discretion of the non -defaulting party if such default continues for a period of ten (10) days after notice to the other party in writing of such default and the intent to terminate this Agreement due to the default. Unless the default is cured, this Agreement shall terminate. X. TERMINATION This Agreement may be terminated any time, by either the COUNTY or the AGENCY by giving sixty (60) days advance written notice to the other party. In the event of termination by either party, the AGENCY shall be compensated pro rata for all services performed to the termination date together with reimbursable expenses then due as authorized by this Agreement. In the event of such termination, should the AGENCY be overcompensated on a pro rata basis for all services performed to the termination date and/or be overcompensated reimbursable expenses, the COUNTY shall be reimbursed pro rata for all such overcompensation. 2011 — 2012 hnerlowl Cooperation Agreement — Fire Protection Sen'ices/Sanger - Page 4 of 7 Acceptance of such reimbursement shall not constitute a waiver of any claim that may otherwise arise out of this Agreement. XI. GOVERNMENTAL IMMUNITY The fact that the COUNTY and the AGENCY accept certain responsibilities relating to the rendition of fire protection services under this Agreement as part of their responsibility for providing protection for the public health makes it imperative that the performance of these vital services be recognized as a governmental ftmction and that the doctrine of governmental immunity shall be, and it is hereby, invoked to the extent permitted by law. Neither the AGENCY, nor the COUNTY waive, nor shall be deemed to have hereby waived, any immunity or defense that would otherwise be available to it against claims arising from the exercise of government powers and functions. MI. ENTIRE AGREEMENT This Agreement represents the entire Agreement between the COUNTY and the AGENCY and supersedes all prior negotiations representations and Agreements, either written or oral. This Agreement may be amended only by written instrument signed by both parties. XIII. LAW OF CONTRACT This Agreement and any of its terms or provisions, as well as the rights and duties of the parties hereto, shall be governed by the laws of the State of Texas. The venue for any dispute, or matter, arising under this Agreement shall lie in Denton County, Texas. XIV. SEVERAIIILITY In the event that any portion of this Agreement shall be found to be contrary to law, it is the intent of the parties hereto that the remaining portions shall remain valid and in full force and effect to the fullest extent possible. XV. Whether an emergency, in fact, exists is solely up to the discretion of the AGENCY. For dispatch purposes only, "emergency" shall include, but not be limited to: The representation by the individual requesting ambulance service that an immediate need exists for the transportation of a person from any location within the agreed operating area of the AGENCY to a place where emergency medical treatment may be obtained; or 2. The representation by the individual requesting ambulance service that an immediate need exists for the transportation of a person from any location within the agreed operating area of the AGENCY to the closest medical facility. B. "Rural area" means any area within the boundaries of the COUNTY, but outside the corporate limits of all incorporated cities, towns and villages within the COUNTY. C. "Urban area" means any area within the corporate limits of an incorporated city, town or village within the COUNTY. D. "Emergency ambulance call' means a response to a request for ambulance service by the personnel of the AGENCY in a situation involving an emergency, as defined above, by an ambulance vehicle. A single response to a call may involve the transportation of more than one person at a time, but shall be considered as only one call. III. SERVICES The services to be rendered under this Agreement by the AGENCY are the ambulance services normally rendered by the AGENCY to citizens of City of Sanger in circumstances of emergency, but which services will now be extended to all citizens of the COUNTY residing in 2011-2012 Interlocal Cooperation Agreement -Ambulance Services/Sanger - Page 2 of 8 the unincorporated areas of the COUNTY within the operating territory or jurisdiction of the AGENCY, as agreed to by the AGENCY and the COUNTY in this Agreement and as set forth in "Exhibit A," attached hereto and incorporated herein by reference. V. COUNTY agrees to pay to the AGENCY an estimated fee of $117,334.35 based on a funding formula as follows: I. A fixed sum based on a population percentage .5233 per capita; said sum computes to $7,609.01. 2. A fixed sum of $243.9887 per ambulance transport for an estimated maximum amount of $32,450.50. Said sum is based upon 133 transports made by the AGENCY in fiscal year 2011. 3. A fixed sum based on 114.79 rural miles in the agreed operating territory; said sum computes to $77,274,85. 201 I -2012 Interlocal Cooperation Agreement -Ambulance Services/Sanger - Page 3 of 8 The first and third sums are based upon population and mileage figures obtained from the North Central Texas Council of Governments. The second sum is based upon the definition of an "ambulance call" for purposes of this Agreement. Payment shall not be allowed for any instance in which a patient is not transported. Consistent with the reporting procedures described below, the AGENCY shall receive payment for transporting the patient regardless of the service delivery area in which the call originated. Requests for payment shall be submitted on the standardized ambulance transportation reporting form approved and provided by the COUNTY. It shall be the responsibility of the AGENCY to fully complete the forms and to provide complete and accurate patient information. Requests for payment shall be submitted within five (5) days of the performance of service by the AGENCY. Requests not timely submitted shall not be considered for payment. Requests for payment may be submitted by personal delivery, U.S. Mail, facsimile or computer telephone link to the office of the Denton County Fire Marshal. The date of submission shall be the date the fully documented request is received in said office. VI. With respect to lots, tracts or parcels of land of five (5) or more acres under single ownership, the provisions of this section shall not be applicable to the area in excess of one hundred feet (100') from any open public street or way, or to the area in excess of one hundred feet (100') from any adjacent property under different ownership on which habitable dwellings are located. I feel that if we change just a few things that we do we can make the city a more attractive place for our residence. I propose that we institute a ten dollar fee for a garage sale permit. A garage sale permit is free at this time. I believe we will be able to better regulate garage sales and the signs associated with them. The citizen would get three garage sale signs supplied by the City of Sanger. These would be the only signs they would be allowed to use. The city would also put a list of all the permitted garage sales for each week on the city web site. This would allow the citizens of Sanger easy access to a list of garage sales. I also would like to change the times that the signs are allowed to be out on our City streets. Currently they are allowed to be out for three days after the last day of the garage sale. I would like to change it to one day after the last day of the garage sale. This will allow for more days were there are not garage sale signs up. As the ordnance reads now we have garage sale signs up seven days a week. The old signs are being taken down the same day the new signs are going up. In 2009 we had 374 garage sales. That would have been $3740.00. The signs would have cost $1065.90. In 2010 we had 305 garage sales. That would have been $3050.00. The signs would have cost $869.25. So far in 2011 as of 7-7-11 we have had 156 garage sales. In 2009 at the end of June we had 161 and in 2010 we had 138.1 have - - - - an -estimate -of .95-eents persigm - We will also be better able to enforce the ordnance that a garage sale must be permitted. We will make a copy of the permitted garage sales and give the list to all the officers. Then when the officer see an unpermitted garage sale they will be able to take the appropriate action. It is my belief that for the first two months the officers could take down the actors information and advise them that they need to go to the police department the following Monday and get a permit. This will increase the number of garage sales permitted. These changes will also make it easier to determine when all garage sale signs should be removed. In the last three years no one has asked for a garage sale permit past Sunday. If form holds with these changes all signs would have to be removed by Monday night at 11:59 PM. Thank you for you time Ronald Kinney 779 GARAGE SALE City of Sanger Permit # ilia 111 lljq� IN ITEMS SANGER PUBLIC LIBRARY MONTHLY REPORT NOVEMBER 2011 Submitted by Victoria Elieson HIGHLIGHTS: On Veteran's Day (11/11/11) the library opened an exhibit of sketches by local artist Bob Chauncey. The exhibit features members of the armed forces who served in World War II. Some of the featured sketches depict people from Sanger. The exhibit started with a Reception for the artist which was attended by over 65 people. ADMINISTRATION: Started evaluating how well the library is doing in comparison with State Standards. Meetings attended: North Texas Library Consortium, 11/3, Roanoke AFLAC meeting for city staff, 11/8 Library Board, 11/14 Denton County Library Advisory Board, 11/17, Lewisville North Texas Library Partners, 11/17, Carrollton PUBLIC RELATIONS: Conducted a library tour for a Girl Scout troop. Arranged a display of items from World War II belonging to Sanger residents. The display complemented the WWII sketch exhibit. Items in the display case included ration books, a uniform and decorations such as the purple heart. PROGRAMS: Adult programs held: Two Knitting and Crochet workshops, Holiday Pet care, the Artist's Reception and the book club meeting. For National Gaming in Libraries Day, the Library hosted a Pokemon tournament as well as the usual Guitar Hero, Super Mario Smash Brothers Brawl and MarioKart. Twenty-three teens attended on Friday evening, and 29 on Saturday. The top four players in Smash Brothers represented the library in the National tournament. Our team was eliminated in the quarter finals. The Storytime theme was "Places I Like To Go". There was a field trip across the street during the program on "The Park". Kids enjoyed an activity called Zoo Train during the "Zoo" program; then they made an animal in a cage out of Styrofoam meat trays and yarn. After kids made a pair of binoculars in the "Outdoors" program, everyone went on a discovery expedition around the outside of the library. The day before Thanksgiving was the "Grandma's House" program. Kids made a paper Mayflower to give to their grandmothers. The final program was "Shopping". At that program, kids decorated a shopping bag and then played "store". Pets are especially vulnerable during the holidays, from every- thing to the exposure to rich foods, tempting but poison- ous plants, decorations that might be harmful, strangers in the house, or just picking up on the stress or excitement of other family members. How can we help our pets have a safe and healthy holiday sea- son? The Sanger Public Li- brary is here to help. Dr. Shellie Wallace of Paws and Claws Veterinary Clinic presented "Your Pets and the Holidays" at the li- brary on Tuesday, November 22nd, Dr. Wallace is a gradu- ate of Kansas State Univer- sity and was part of an Equine practice there before coming to Sangerin 2005. Shejoined a Mixed Animal practice here, and then began her own Mixed Animal practice in 2009. "Currently I work on horses, alpatcas, sheep, goats, dogs, and cats, with an occa- sional reptile thrown in", she says. "We offer a full -service clinic and handle most of our own emergency duty". Shellie and her husband Dave, besides having an as- sortment of dogs and cats at home, raise Quarter Horses and are active in showing Cutting Horses in NCHA. AQHA, and ACHA. One of the biggest dan- gers pets face during holiday periods is from human food that primarily is too rich for their digestive systems. As much as you might want to "share" Thanksgiving dinner or "treat" your pet to that spe- cial chocolate pie Grandma brought, such gestures can easily lead to vomiting, diar- rhea and even death to your beloved pet. Turkey bones, like chicken and other poul- try bones, also splinter easily, and can cause pain, internal perforations, and even death. Decorations can cause problems as well. Some holiday plants are intriguing to animals, perhaps because they are a novelty, yet can be toxic. A curious nibble can cause a mild reaction, or, de- pending on the plant, a fatal one. Other decorations may cause digestive obstructions if eaten by a playful animal: And that lovely glowing can- dle on the coffee table could be susceptible to a wagging tail, leading to a singed tail or even a burned table or more.
