April 2, 2012
PRESENT: Mayor Thomas Muir, Councilwoman Marjory Johnson, Councilman Russell
Martin, Councilman Scott Stephens, Councilman Gary Bilyeu and
Councilman Andy Garza
OTHERS
PRESENT: Mike Brice City Manager, Tami Taber City Secretary, Curtis Amyx Police
Chief, Officer Reece Dunn, Jan Rugg, Joe Falls, Sam Alexander, Artis Price,
Bill Wright and two members of the ROCA motorcycle club
Call Meeting to Order, Invocation, Pledge of Allegiance.
Mayor Muir called the meeting to order at 7:02 p.m. Councilman Stephens led the
Invocation followed by Councilwoman Johnson leading the Pledge of Allegiance.
2. Citizens Input:
(Citizens are allowed 3 minutes to speak. The City Council is unable to respond or to
discuss any issues brought up during this section).
Jan Rugg, Public Affairs Manager with ATMOS Energy, donated five "tough
book" computers to the Police department.
Artis Price spoke about speeding vehicles on Railroad Avenue and requested
enforcement. He also spoke about parking/code enforcement issues on Railroad
Avenue and throughout the City.
Joe Falls spoke about drainage improvements on Sims Street and would like to have
input and make suggestions.
Sam Alexander spoke about animal control.
Bill Wright spoke about lack of information on black outs, City bidding process,
buying from local retailers and restaurant locations.

REGULAR AGENDA
5. Consider, Discuss and Possibly Act on Approving Proclamation #04-02-12 -
Proclaiming the Month of May as Motorcycle Safety and Awareness Month.
Councilwoman Johnson made a motion to approve. Seconded by Councilman
Stephens. Motion carried unanimously.
6. Consider, Discuss and Possibly Act on Approving a Resolution for Cash
Management Services Between First United Bank and Trust Company and the City
of Sanger.
Councilman Bilyeu made a motion to approve. Seconded by Councilman Garza.
Motion carried unanimously.

Re: Denton Terminal LLC
Denton Terminal has secured another buyer for their property on FM 2164. To help offset the
additional cost of moving their operation to Sanger, they are requesting a $$50,000 per year tax
abatement for two years. Their operation should generate approximately $$100,000 a year in property
taxes. In my opinion this is a much better deal than us buying the property. It means no upfront money
from the City. It also means the City will not be out any money if for some reason the deal falls through
and the terminal is not built. The incentive will not kick in unless the terminal is built.
There are several steps we have to go through to grant the tax abatement. We will begin the process
tonight by adopting an economic incentive policy and calling for a public hearing. It will also require a
special meeting on April 2e.
I believe that Denton Tenninal's move to Sanger is a win for all of the parties involved. It will mean a
significant increase in our commercial tax base. With the County appropriating one million dollars to
construct the road into the area, it will open up a shovel ready area for future industrial development as
well.

INCENTIVE POLICY
The City of Sanger Economic Development Corporations and Department are charged with
expanding the City's taxable base.
General Purpose and Objectives
In keeping with this overall mission, the City has implemented a strategy to grow the tax base
and accomplish this important revenue generating task:
• To identify and assist select retail developers to commit, invest and build new high
quality sales tax generating projects in Sanger
• To recruit new and retain existing, industrial, manufacturing and distribution businesses
compatible with Sanger's available land, land use plan and demographics to create
primary jobs and increase the city's property tax base.
To achieve these goals, the City wishes to enhance its economic development efforts by
developing an incentive policy. Within the context of these goals, the City of Sanger will give
consideration to providing reasonable incentives as a stimulus for new development and
redevelopment on a case -by -case basis. Nothing herein implies or suggests that the City of
Sanger is under any obligation to provide any incentive to any applicant.
Criteria
Any request for incentive shall be reviewed by the City Council and the applicable economic
development corporation if necessary. Their decision shall be based upon an evaluation of the
following criteria, which each applicant will address in narrative format in the application:
Employment Impact:
• Total number of full time equivalent jobs brought to Sanger
• Types of jobs created
• Total annual payroll
Fiscal Impact
• Total real and personal property value to be added to the tax rolls
• Anticipated direct sales tax generated on taxable sales if retail use
• Other revenues generated for the city: franchise payments, occupancy taxes, utility
revenues, etc
• City infrastructure construction required
• Projected total annual operating budget of the facility

Types of Incentives
It is the policy of the City of Sanger to customize the provisions of economic development
incentives on a case -by -case basis. This individualized design of a total incentive package is
intended to allow maximum flexibility in addressing the unique concerns of each applicant while
enabling the City of Sanger to better respond to the changing needs of the community.
Consideration will be given to providing any type of economic development incentives not
prohibited by state or federal law including, but not limited to: tax abatements, Freeport
exemptions, participation in infrastructure and waiver of fees.
The provision of incentives will be subject to the procedural and other requirements outlined in
this document as well as those mandated by state or federal law, and by other actions of the
City of Sanger.
Nothing within these guidelines shall imply or suggest that the City of Sanger is under any
obligation to provide any incentive to any applicant.
Value of Incentives
Following an assessment of the response provided to the criteria, the City Council shall
determine whether it is in the best interests of the City of Sanger that economic development
incentives be offered to the applicant. Additional consideration, beyond the criteria, will include
such items as the degree to which the project/applicant furthers the goals and objectives of the
community or meets or compliments a special need identified by the City Council.
Tax Abatements:
A Tax Abatement may be offered in two categories:
1. Real Property; and/or
2. Business and Personal Property
Real property abatements may be offered to applicants, which will pursue the construction of
new or expanded facilities in which to house the applicable project. The abatement may apply
only to the value of improvements made.
Business Personal property abatements may be offered to applicants, which will pursue the
purchase or long-term lease of existing facilities. The abatement will apply to the value of new
personal property brought into the taxing jurisdiction.
Once a determination has been made that a tax abatement may be offered, the value and term
of the abatement will be determined on a case by case basis.
Grants in general
The City of Sanger may agree to extend a grant based on the amount of revenues to be
generated by the economic development project to the City of Sanger for such categories as
sales tax, occupancy taxes, utility fees, or similarly related revenues.
Grants based on Retail Sales Tax Generated
The City may by contract provide an incentive consisting of an annual grant based on a
percentage of the sales and use tax received by the city from the sale of taxable items by the
applicant. The City is authorized by Section 380.001, Texas Local Government Code, to make
such grants.

Sales and use tax means the city's one percent (1 %) sales and use tax on the sale of taxable
items by the applicant at the applicant's business location in the city. Sales tax receipts consist
of the City's receipts from the State of Texas from the collection of sales and use tax by the
applicant attributed to the sale of taxable items applicant's business location in the City for the
previous twelve calendar month period. The applicant by contract will be required to provide a
sales tax certificate setting forth the applicant's collection of sales and use tax for the sale of
taxable items consummated at the applicant's business location in the City for the previous
ending twelve calendar month period, together with such supporting documentation as may be
required by the City. The grant would be conditioned on the applicant's continued
ownership/occupancy of the project site.
The sales tax grants would be paid in annual installments within ninety (90) days after the end
of each twelve calendar month period following the issuance of the certificate of occupancy for
the facility, or other commencement date if no certificate of occupancy is required. The grant
would not include any of the City sales and use tax receipt from the imposition and collection of
sales and use tax for taxable items consummated at any location, business, establishment or by
any other entity in the City, other than from the applicant's sale of taxable items at the
applicant's business location in the City.
Any sales tax grant payable would be limited to the extent that the City has received sales tax
from taxable sales by the applicant. The City would not be required to provide any grant for any
twelve calendar month period during the term of the agreement for which the City has not
received sales tax revenue from taxable sales by the applicant for such twelve calendar month
period.
The City's obligation to pay the sales tax grants in the agreement would be conditioned upon
the applicant providing the following:
1. A schedule detailing the amount of sales and use tax collected and paid by the applicant
to the State of Texas for the previous twelve calendar month period for the sale of
taxable items consummated at the applicant's business location in the City
2. A copy of all sales and use tax returns and reports, sales and use tax prepayment
returns, direct payment permits and reports, including amended sales and use tax
returns or reports, filed by the applicant with the State of Texas for the previous twelve
calendar month period showing sales and use tax collected and paid by the applicant for
the sale of taxable items consummated at the applicant's business location in the City
3. A copy of all direct payment and self -assessment returns, including amended returns,
filed by the applicant for the previous twelve calendar month period showing sales and
use tax collected and paid by the applicant for the sale of taxable items consummated at
the applicant's business location in the City
4. Information concerning any refund or credit received by the applicant of sales and use
tax paid or collected by the applicant which has been reported by applicant in a sales tax
certificate for a previous twelve month period and for which a sales tax grant has been
paid by the City
5. A schedule detailing the total sales of taxable items by the applicant consummated at
the applicant's business location in the City for the previous twelve month period
The City will agree to the extent allowed by law, to maintain the confidentiality of the sales tax
certificates. The City may condition the incentive upon the creation of employment, construction
of improvements, certain development, continued operations for a stated period, or other public
consideration. The contract shall require the applicant to construct certain improvements or
expansions and contain at a minimum the following terms:
1. Generation of certain level of sales tax;
2. Annual written certification that applicant is in compliance with the agreement;
3. Authority to terminate or modify the agreement if applicant fails to comply with
agreement;
4. Minimum term of occupancy or continued operations within a city.

In the event the applicant files an amended sales and use tax return, or report with the State of
Texas, or if additional sales and use tax is due and owing, as determined or approved by the
State of Texas, affecting sales tax receipts for a previous twelve calendar month period, the
sales tax grant payment for the next twelve calendar month period immediately following such
State of Texas approved amendment could be adjusted accordingly provided the city has
received sales tax receipts attributed to such adjustment. As a condition precedent to payment
of such adjustment, the applicant should provide the city with a copy of any such amended
sales and use tax report or return, and the approved thereof by the State of Texas.
In the event the State of Texas determines that the city erroneously received sales tax receipts,
or that the amount of sales and use tax paid to the city exceeds the correct amount of sales and
use tax for a previous twelve calendar month period, for which the applicant has received a
sales tax grant, the applicant will be required within thirty (30) days after receipt of notification
thereof from the City specifying the amount by which such sales tax grant exceeds the amount
to which the applicant was entitled pursuant to such State of Texas determination, repay such
amount to the City.
Infrastructure Participation and Waiver of Fees
The City of Sanger provides various utility services and has the capacity and flexibility to offer
qualified companies infrastructure improvements and extensions at no or reduced cost. Such
incentives may include improvements to curbs and gutters, street paving, Drainage, water and
sewer (within Sanger's CCN), electrical infrastructure (within Sanger's CCN), and public lighting,
The City may agree to partial or complete cost participation for the extension, construction, or
reconstruction of infrastructure necessary for the development of an economic development
applicant's project. In addition, the City Council may approve the waiver of fees for, but not
limited to, permit applicants, utility taps and similar fees.

The state of Texas offers a number of programs and if applicable the City of Sanger will assist
economic development prospects in learning more about or applying for programs.

Recapture
In the event a business receiving incentives from the City of Sanger fails to perform under the
agreement executed between the City and the business, the incentive obligation on the part of
the City will be void. Any incentive paid to the business up to the point of failure shall be
returned to the City of Sanger in full.

Procedural Guidelines
Any person, organization or corporation desiring that the City of Sanger consider providing
economic development incentives to encourage location or expansion of operations within the
city limits of Sanger shall be required to comply with the following procedural guidelines.
Nothing within these guidelines shall imply or suggest that Sanger is under any obligation to
provide incentives in any amount or value to any applicant.
Preliminary Application Steps
1. Applicant shall complete an "Application for Economic Development Incentive" as
provided by the City.
2. Applicant shall address all criteria questions outlined above in a letter format.
3. Applicant shall prepare a plat showing the precise location of the property, all roadways
within 200 feet of the site, and all existing land uses and zoning within 200 feet of the
site. If the property is described by metes and bounds, a complete legal description shall
be provided.
Applicant shall complete all forms and provide required information and submit them to the
Director of Economic Development, City of Sanger, PO Box 1729/502 Elm Street, Sanger,
Texas 76266.
Application Review Steps
1. All information in the application package detailed above will be reviewed for
completeness and accuracy. Additional information may be requested as needed.
2. The application will be distributed to the appropriate City departments for internal review
and comments. Additional information may be requested as needed.
3. Copies of the complete application package and staff comments will be provided to the
City Council.
Consideration of the Application
The City Council will consider the application at a regular or called meeting(s). Additional
information may be requested as needed.
The City Council of Sanger shall hold a public hearing to consider establishment of a tax
reinvestment or redevelopment zone or other zone designation as deemed appropriate and
determine whether the project is "feasible and practical and would be of benefit to the land to be
included in the zone and to the municipality."
The City Council of Sanger may consider adoption of an ordinance or resolution, as deemed
appropriate, designating the area described in the legal description of the proposed project.
The City Council may consider adoption of a resolution approving the terms and conditions of a
contract between the City and the applicant governing the provision of the economic
development incentives.
Purpose of Policy
The policy herein adopted is intended as a guide for use in developing economic development
incentive programs under the provisions of state law. Notwithstanding the policy herein
established, the City Council of the City of Sanger retains the right to act within the provisions of
such act without the necessity of amending the general policy and/or purpose herein adopted.

ON DESIGNATION OF SANGER REINVESTMENT ZONE NO.2
A public hearing will be conducted by the City Council of the City of Sanger, Texas, in the Council
Chambers, 502 Ehn Street, Sanger, Texas on the _ day of 2012, at 7:00 P.M., to consider
designation of the property described in Exhibit "A" hereto, in the City of Sanger, Texas, as Sanger
Reinvestment Zone No. 2 as authorized by Chapter 312 of the Texas Tax Code.
The Council will seek to determine whether the improvements sought to be made in the zone are

Re: Maple Street Abandonment
We have been working with CWP, the owner of the old Care Inn property, for the past year to
redevelop their property. One of the issues we have been working on is abandoning the Maple Street
Right of Way and securing easements across the property when it is developed. This development
agreement you are considering tonight outlines the conditions of abandoning the right of way and
securing the needed easements. The current right of way serves no useful purpose and is a hindrance
to redevelopment.
This agreement is unique in that we do not yet know how the property will be platted. However, we do
know that we need to maintain across access easement from 10 Street to the Service Road. Also we
will need a utility easement for a water line across the property and along the west side of the property.
Depending on the final layout, we may need sewer and drainage easements as well.
Because we do not know exactly where the easements will be we have built in a couple of safeguards
into the agreement. First, all easements on the final plat must be approved by the City Engineer.
Second, and most important, we will hold the deed to the property until the final plat is approved.
State law requires that we sell property for the fair market value. We have had the property appraised
and it appraises at $5000.00. The property is approximately 20,734 square feet. We estimate that we
will need approximately 13,700 square feet in easements. The development agreement grants CWP
an economic incentive for the difference in the amount of $1712.00.
I believe this property will redevelop quickly once the fate of the right of way is determined. This will
add to the property tax base and possibly sales tax as well. I recommend approval of the agreement.

DEVELOPMENT AGREEMENT
THIS DEVELOPMENT AGREEMENT ("Agreement") is executed this day
of 2012, by and between the City of Sanger, Texas, a home rule
municipal corporation existing under the laws of the State of Texas ("City") and CWP Denton
LLC, a Texas limited liability company ("Owner").
RECITALS
WHEREAS, Owner is the owner of certain real property located within the corporate
limits of the City and abutting the right-of-way of Maple Street, and is the owner of the fee
simple title to the land underlying such right-of-way, such right-of-way being described by metes
and bounds on Exhibit "A" and depicted on Exhibit `B" ("right-of-way") attached hereto and
made pant hereof for all purposes; and
WHEREAS, Owner desires to develop a portion of its property for retail or commercial
uses as permitted by the zoning ordinance; and
WHEREAS, the parties intend that the Owner's property be developed within the City in
accordance with this Agreement; and
WHEREAS, City desires to exchange the existing Right of Way for additional Utility
and cross access easements as defined in § 272 (b) (3) of the Local Government Code; and
WHEREAS, Owner has requested the City Council to abandon the right-of-way to it as
required by law and has agreed to pay all costs incurred by the City in doing so; and
WHEREAS, City agrees to proceed with the abandonment of the right-of-way in the
manner provided in this Agreement; and
WHEREAS, ' Owner, in consideration of the abandonment, agrees to carry out its
obligations hereunder; and
NOW, THEREFORE, in consideration of the covenants and conditions contained in this
Agreement, City and Owner agree as follows:
ARTICLE I
DEVELOPMENT
1.1 Development Regulations. All development of the Owner's property shall be in
accordance with the following regulations:

(A) All uniform building, fire, plumbing, electrical, mechanical, energy and property
maintenance codes for commercial or retail property, adopted by the City from
time to time, including generally applicable local amendments thereto; and
(B) Development of the Property shall be governed by and occur in accordance with
the development regulations set forth in the City's zoning classification applicable
to Owner's property, as such classification and regulations exist on the effective
date of this Agreement.
1.2 Demolition of Building. Owner agrees to cleanup and level the site to allow for
mowing in accordance with applicable City Codes and ordinances. City believes this will
remove an eyesore from a prominent place in the City, increase the value of the property and
encourage new development in the area. Owner will complete the cleanup of the site within
ninety (90) days of the date of this Agreement.
1.3 Final Plat. Owner intends to redevelop its property into two (2) to four (4) pad
sites for restaurants or other retail or commercial uses as permitted by the zoning ordinance,
which the City believes will generate additional sales and ad valorem tax revenue for the City
and create new jobs for its citizens. Owner will file its final plat when it has secured its first
tenant for the property and is ready to begin development of the property.
1.4 Abandonment of Right-of-way. The City will undertake the abandonment of the
right-of-way. The City Council will proceed as required by §253.001 of the. Local Government
Code and § 272 (b) (3) of the Texas Local Government Code for the abandonment and exchange
of unnecessary street right-of-way. Upon approval of the final plat, as directed by the
abandonment ordinance, the City Manager will direct the City Secretary to prepare and furnish to
Owner a certified copy of the abandonment ordinance, to serve as the City's quitclaim deed to
the right-of-way. The City will complete the abandonment of the right-of-way within one
hundred twenty (120) days of the date of this Agreement all at no cost to the Owner.
1.5 Consideration. In consideration for the abandoning and transfer of the existing
Right of Way, the Owner agrees to provide City with easements for utilities and drainage, and to
provide a cross -access easement between the end of Maple and the Service road. Easements
shall be determined and shown on the final plat.
ARTICLE II
NOTICE
Any notice to be given or to be served upon a party hereto in cormection with this
Agreement must be in writing and may be given by certified or registered mail and shall be
deemed to have been given and received when a certified or registered letter containing such
notice, properly addressed with postage prepaid, is deposited in the United States mail, and if
given otherwise than by certified or registered mail, it shall be deemed to have been given and
delivered to and received by the party (or such patty's agent or representative) to whom it is
addressed. Such notice shall be given to the parties hereto at the address set forth below. Any

party hereto may, at any time by giving two (2) days written notice to the other party, designate
any other address in substitution of the foregoing address to which such notice shall be given.

ARTICLE III
TERMINATION
This Agreement may be terminated by the mutual written Agreement of the parties.
Either party may terminate this Agreement if the other Party breaches any of the material terms
and conditions of this Agreement, and such breach is not cured (or cure of such breach is not
commenced) by such party within ninety (90) days after receipt of written notice thereof.
ARTICLE IV
MISCELLANEOUS
4.1. Assignment of Agreement. This Agreement may not be assigned by Owner
without the prior written consent of the City, which shall not be unreasonably withheld. In the
event of the sale of the entire Owner's property, the City's consent shall not be required if the
new Purchaser expressly agrees in writing to assume the obligations of the Owner under the
terms of this Agreement.

4.2 Venue. This Agreement shall be construed under and in accordance with the laws
of the State of Texas and is specifically performable in Denton County, Texas. Exclusive venue
shall be in state district court in Denton County, Texas.
4.3 Savings/Severability. In case any one or more provisions contained in this
Agreement shall be for any reason held invalid, illegal or unenforceable in any respect, such
invalidity, illegality, or unenforceability shall not effect any other provision hereof, and it is the
intention of the parties to this Agreement that in lieu of each provision that is found to be illegal,
invalid or unenforceable, a provision be added to this Agreement which is legal, valid and
enforceable and is as similar in terms as possible to the provision found to be illegal, invalid or
unenforceable.
4.4 Authority. Each of the parties represents and warrants to the other that it has the
full power and authority to enter into and fulfill the obligations of this Agreement.
4.5 Entire Agreement. This Agreement contains the entire agreement of the parties
with respect to the matters contained herein and may not be modified or terminated except upon
the provisions hereof or by the mutual written agreement of the parties to this Agreement.
4.6 Consideration. This Agreement is executed by the parties hereto without coercion
or duress and for substantial consideration, the sufficiency of which is forever confessed.
4.7 Representations. Each signatory represents this Agreement has been read by the
party for which this Agreement is executed and that such party has had an opportunity to confer
with its counsel.
4.3 Miscellaneous Drafting Provisions. This Agreement shall be deemed drafted
equally by all parties hereto. The language of all parts of this Agreement shall be construed as a
whole according to its fair meaning, and any presumption or principle that the language herein is
to be construed against any party shall not apply. Headings in this Agreement are for the
convenience of the parties and are not intended to be used in construing this document.
4.9 Time is of the Essence. Time is of the essence in this Agreement.
4.10 Binding Effect. This Agreement will be binding upon and inure to the benefit of
the parties hereto and their respective heirs, executors, administrators, legal representatives,
successors and authorized assigns. This Agreement only inures to the benefit of, and may only be
enforced by, the parties, assignees, lenders, successors, and the City. No other person or entity is
a third -party beneficiary of this Agreement.
4.11 Authority. The City represents and warrants that this Agreement has been
approved by the City Council of the City in accordance with all applicable public meeting and
public notice requirements (including, but not limited to, notices required by the Texas Open
Meetings Act) and that the individual executing this Agreement on behalf of the City has been
authorized to do so. Owner represents and warrants that this Agreement has been approved by

appropriate action of Owner and that the individual executing this Agreement on behalf of
Owner has been authorized to do so. Each assignee, lender, or successor who becomes a party to
this Agreement represents and warrants that this Agreement has been approved by appropriate
action of such assignee, lender, or successor and that the individual executing this Agreement on
behalf of such assignee, lender, or successor has been authorized to do so.
4.12 Governmental Powers; Waivers of Immunity. By its execution of this
Agreement, City does not waive or surrender any of its governmental powers, immunities, or
rights except as to the enforcement of this Agreement.
4.13 Effective Date. The Effective Date of this Development Agreement shall be the
date on which this Agreement is approved by the City Council of the City and signed by the
Mayor.

Re: Maple Street Abandonment
We have been working with CWP, the owner of the old Care Inn property, for the past year to
redevelop their property. One of the issues we have been working on is abandoning the Maple Street
Right of Way and securing easements across the property when it is developed. This development
agreement you are considering tonight outlines the conditions of abandoning the right of way and
securing the needed easements. The current right of way serves no useful purpose and is a hindrance
to redevelopment.
This agreement is unique in that we do not yet know how the property will be platted. However, we do
know that we need to maintain a cross access easement from I & Street to the Service Road. Also we
will need a utility easement for a water line across the property and along the west side of the property.
Depending on the final layout, we may need sewer and drainage easements as well.
Because we do not know exactly where the easements will be we have built in a couple of safeguards
into the agreement. First, all easements on the final plat must be approved by the City Engineer.
Second, and most important, we will hold the deed to the property until the final plat is approved.
State law requires that we sell property for the fair market value. We have had the property appraised
and it appraises at $5000.00. The property is approximately 20,734 square feet. We estimate that we
Will need approximately 13,700 square feet in easements. The development agreement grants CWP
an economic incentive for the difference in the amount of $1712.00.
1 believe this property will redevelop quickly once the fate of the right of way is determined. This will
add to the property tax base and possibly sales tax as well. I recommend approval of the agreement.

ADMINISTRATION:
Made the final report to the Priddy Foundation on the AMO LEER grant that
strengthened our Spanish language children's collection.
Submitted the annual report for FY 2010-2011 to the State.
Submitted the annual Questionnaire required for funding from Denton County.
Formulated procedures to capture data for performance measures.
Evaluated Boopsie, a service that would provide apps for patrons accessing our website
via mobile devices. Determined that it was beyond our budget. Google Analytics shows that
about one -fifth of the people that access our website do it through a mobile device.

PROGRAMS:
Adult programs held: The final My Plate nutrition class, Cooking for One or Two,
Drought Resistant Plants, two Knitting and Crochet workshops, and the book club meeting.
Teens came to game on Friday evening and Saturday afternoon. Saturday morning for
once was left to kids twelve and under as it is supposed to be. This was the final event of the
season. The next gaming weekend will be in June.
"Science!" was the Storytime theme. At the program on "Light" kids enjoyed flashlight
play. After shining flashlights on or through mirrors, magnifying glasses, cellophane and their
hands, they made a bird -in -a -cage optical illusion to take home. At the "Air" program, kids were
fascinated to see a ping-pong ball suspended in a stream of air, and also to discover that air
pressure kept a cloth in a cup dry when dunked upside down in a tub of water. They made a kite
to take home. The favorite activity at the "Rocks & Earth" program was pounding an Oreo
cookie "rock" into "dire' and then adding coconut "compost" and gummy worms. They also
enjoyed finding and examining a variety of agate, crystal, flint, obsidian and other rocks.
Children took a walk across the street to cut wildflowers during the "Plants" program. The craft
for that program was a seed packet for April Fools' Day. The packet said Doughnut Seeds and
was filled with Cheerios.
