PLANNING AND ZONING COMMISSION
AN ORDINANCE ESTABLISHING THE MEMBERSHIP OF THE PLANNING AND ZONING
COMMISSION; PROVIDING FOR TERMS OF OFFICE, ORGANIZATION, DUTIES AND
POWERS, MEETING AND QUORUM AND DISQUALIFICATION FROM VOTING; PRO-
VIDING A SAVINGS CLAUSE; AND DECLARING AN EFFECTIVE DATE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SANGERt
SECTION 1. N EMBERSHZP
The Planning and Zoning Commission shall be composed of seven (7)
qualified electors of the City. The City Council will consider for
appointment to the Commission only those persons who have demonstrated
their civic interest, general knowledge of the community, independent
judgement, interest in planning and zoning, and availability to prepare
for and attend meetings.
SECTION 2. TERMS OF OFFICE
The terms of three (3) of the members shall expire on June 30 of each
even -numbered year and the terms of four (4) of the members shall ex-
pire on June 30 of each odd -numbered year. The members of the Commis-
sion shall be identified by place numbers one (1) through seven (7).
The even -numbered places shall expire in the even -numbered years= the
odd -numbered places shall expire in the odd -numbered years. Commission
members may beappoi.nted to succeed themselves. Vacancies shall be
filled for unexpired terms, but no member shall be appointed for a term
in excess of two years. Newly -appointed members shall be installed at
the first regular Commission meeting after their appointment,.
SECTION ORGANIZATION
The Commission shall hold an organization meeting in July of each year
and shall elect a Chairman and Vice -Chairman from among its members
before proceeding to any other matters of business. The City Secretary
of the City of Sanger is hereby designated as the Secretary of the
Commission and shall keep a record of its proceedings consistent with
the provisions of this ordinance and the requirements of law.
The Planning and Zoning Commission is hereby charged with the duty and
invested with the authority tos
a. Inspect property and premises at reasonable hours where re-
quired in the discharge of its responsibilities under the laws of the
State of Texas and of the City of Sanger.
b. Formulate and recommend to the City Council for its adoption
of a Comprehensive Plan for the orderly growth and development of the
City and its environs, and from time -to -time recommend such changes in
the Plan as it finds will facilitate the

the goals of the Comprehensive Plan; hold public hearings and make
recommendations to the City Council relating to the creationt amend�
nentg and implementation of zoning regulations and ditricts as provided
in Articles 1011a to 1011k, Revised Civil Statutes of Texast as amendedg
authorizing cities and towns to pass such regulations; all powers
ranted under said Articles are specifically adopted and made a part
riereof.

public rights -of way, parks or other public places and on the vacating
or closing of same,

policies and regulations consistent with the Comprehensive Plan gover®
ning the location and/or operation of utilities, public facilities and
services owned or under the control of the City.
SECTION 5, MEETINGS AND QUORUM
A quorum for the conduct of business shall consist of four (4) members
of the Commission. The members of the Commission shall regularly
attend meetings and public hearings of the Commission and shall serve
without compensation,,
SECTION 60 DISQUALIFICATION FROM VOTING
A member shall disqualify himself from voting whenever he finds that
he has a personal or monetary interest in the property under petition,
or that he will be directly affected by the decision of the Commission,
SECTION '�. SAVINGS CLAUSE
In the event any section, paragraph, sentence, clause or phrase of this
ordinance shall be declared invalid or unconstitutional, such adjudiA
cation shall in no way affect any other sections, paragraphs, sentences,
clauses or phrases, but all the rest thereof shall be in full force
and effect just as thought the section, paragraph, sentence, clause or
phrase so declared invalid or unconstitutional was not originally a
part thereof,
SECTION 8, EFFECTIVE DATE
This ordinance shall take effect from and after its date of passage,
