1. Chairperson Fenoglio Called Meeting to Order.
2. Approve Minutes -August 3, 2000
Ralph Cain moved to approve the minutes. Polly Dwyer seconded. Motion carried
unanimously.
3. Consider and Possible action Regarding a Preliminary Plat for Heritage West
Subdivision, Being 69 Residential Lots in three phases and a 6.26 Acre Commercial
Reserve on 26.15 Acres in the Henry Tierwester Survey, Abstract #1241.
Shelley Ruland abstained from all discussion on this item.
Frank Rodgers addressed the Board, he indicated they worked real close with the City
to make sure everything was in compliance. He indicated if there were any questions
he would try to answer them.
Ralph Cain asked what amount of time would lapse between phases.
Mr. Rodgers indicated it would depend on how quickly the lots sold.
Discussion regarding the hill close to the property.
Mr. Rodgers indicated they are requesting variances on sidewalks and alleys.
Discussion regarding easements.
Discussion regarding drainage.
Joe Falls indicted the City needs to address the problems with the lift stations.
Polly Dwyer expressed concerns regarding the width of the street, and asked if there
was a way to restrict on street parking.
City Manager indicated it would be restricted at all times if you did that.
Ralph Cain asked Mr. Rodgers what his feeling was on a park for kids in the
subdivision.
Mr. Rodgers indicated Indian Springs had a six acre park that they gave, and there
have been problems with maintenance on that property.
Polly Dwyer indicated the ordinance requires sidewalks, and she was still concerned
about the width of the street, especially without sidewalks.
Jack Richardson expressed concerns regarding the drainage, he indicated they build
nice subdivisions, but felt if he voted for this, he would be voting to flood his property.
Mark Bulger indicated he was also concerned about not having sidewalks.
Lengthy Discussion.
Polly Dwyer moved to accept the Preliminary Plat "as is", with the recommendation
that the City Council consider requiring sidewalks. Joe Falls seconded. Motion
Carried unanimously with Shelley Ruland and Jack Richardson abstaining.
4. Conduct Public Hearing to Consider a Zoning Request Change from Agriculture to SF3
on property platted as residential and B2 (Business 2) on property platted as
commercial. Property is Le2ally Described as Abstract 1241.Henry Tierwester Survey.
Beint Part of a Called 66 Acre Tract 61, Being a Total of 26.1544 Acres. To Be Known
as Heritage West Addition. Property is located on F.M. 455.
Public Hearing open.

5. Consider and Possible Action Regarding a Zoning Request Change from Agriculture
to SF3 on property platted as residential and B2 (Business 2) on property platted as
commercial. Property is Le2ally Described as Abstract 1241, Henry Tierwester Survey,
Beint Part of a Called 66 Acre Tract 61, Being a Total of 26.1544 Acres. To Be Known
as Heritage West Addition. Property is located on F.M. 455.
Polly Dwyer moved to change it as requested. Mark Bulger seconded. Motion Carried
unanimously.
Shelley Ruland Jack Richardson abstained.
6. Conduct Public Hearing to Consider a Zoning Request Change from Agriculture to SF3
on Property Legally Described as:
ABSTRACT 71A, BURLESON SURVEY, TRACT 5, 2.156 ACRES
ABSTRACT 562A, HUDSON SURVEY, TRACT 4, 8.720 ACRES, AND
ABSTRACT 664A, F. JAIME SURVEY, TRACT 30, 11.536 ACRES, AND
ABSTRACT 664A, F. JAIME SURVEY, TRACT 30, 8.838 ACRES, AND
ABSTRACT940A, MCKINNEY & WILLIAMS SURVEY, TRACT 1,51.156ACRES,
BEING A TOTAL OF 82.42 ACRES. PROPERTY IS LOCATED OFF OF
COWLING ROAD.
Public Hearing open.
Todd Tiezen, with Vista Developing located in Ponder, indicated they would like to put
a subdivision on this property.
Shelley Ruland asked what size lot and houses will be in the subdivision.
Mr. Tiezen indicated the lots would be 6000 square feet or larger, and the homes would
be from 1300 square feet to 1950 square feet.

Joe Falls moved to approve the zoning change from Agriculture to SF3. Jack
Richardson seconded. Motion carried unanimously.
