02/27/2003-PZ-Minutes-Regular.MINUTES: PLANNING AND .WNING FEBRUARY 27, 2003 PRESENT: Jack Richardson, Shelley Ruland, Ken Perry, Polly Dwyer, Ginger Burt ABSENT: Ralph Cain, Gail Goodner OTHERS PRESENT: City Manger Jack Smith, City Secretary/Assistant City Manager Rose Chavez 1. Jack Richardson called meeting to order. 2. Conduct Public Hearing Regarding a Zoning Change Request from B2 (Business 2) to SFSE (Single Family SE) on Property Legally Described as Abstract 71, Tract 22, Tract 21, Tract 20, Tract 15 and Tract 16. Property is Located on Stemmons Rd., Sanger, Texas. Public Hearing opened. No Discussion. Public Hearing closed. 3. Consider and Possible Action Regarding a Zoning Change Request from 82 (Business 2) to SFSE (Single Family SE) on Property Legally Described as Abstract 71, Tract 22, Tract 21, Tract 20, Tract 1S and Tract 16. Property is Located on Stemmons Rd., Sanger, Texas. Shelley Ruland moved to approve the zoning change from Bl to SFSE, Polly Dwyer seconded. Motion carried unanimously. 4. Conduct Public Hearing to Consider a Zoning Change Request from AG (Agriculture) to MF2 (Multi-Family 2) on Properties Legally Described as ABSTRACT 29, TRACT 61, BEING 24.31 ACRES, AND ABSTRACT 29, TRACT 60, BEING 2S.22 ACRES. Properties are located on McReynolds Road, East of the Cemetery Public Hearing opened. Eddie Lane, 1004 Avis, Denton TX, indicated this land was in the family, they have a company wanting to build some apartments, it is the property East of Indian Rd. The property East of this is planned for a housing development. They are requesting to change the zoning to Multi-Family. Public Hearing closed. 5. Consider and Possible Action Regarding a Zoning Change Request from AG (Agrieulture) to MF2 (Multi-Family 2) on Properties Legally Described as ABSTRACT 29, TRACT 61,BEING 24.31 ACRES, AND ABSTRACT 29, TRACT 60, BEING 25.22 ACRES. Properties are located on McReynolds Road, East of the Cemetery Polly Dwyer indicated that she understood that the city did not have a master plan on the area from the town out to the lake, she felt the lake was one of our most valuable assets. She felt the property between town and the lake should be developed with a lot of thought. She did not mind the annexation, she indicated that she wanted to see a whole picture of what was planned for the City in that area. She expressed concerns about putting multi family that close to the high school She felt the development would increase traffic. Polly indicated that Joe Falls had expressed opposition to the request. She indicated she would like to see development, but was not sure that she was ready to vote on this type the of development in this particular area. Ginger Burt asked what type of buildings would the development be. Edie Lane indicated they would be one story. Discussion regarding the proposed development. Shelley Ruland expressed concerns regarding density due to the other properties in that area being zoned as multi-family already. She indicated she did not mind multi-family being used as a buffer, but was concerned about the possible density and the amount of land they were requesting to be zoned. Polly Dwyer indicated she would like to see a master plan. Ken Perry asked if they would be low income apartments. I Mr. Lane indicated there may be tax credits. Polly Dwyer moved to not approve the zoning change request from Agriculture to Multi Family 2 on property legally described as Abstract 29, Tract 61 and Abstract 29, Tract 60. Ginger Burt seconded. Motion carried unanimously. City Manager advised Mr. Lane that be could get the 20 acres platted and bring it back to the board. , Shelley asked that they look at Multi-Family 1. Polly indicated she thought the City should get together and look at what they waat between the city and the lake. Discussion regarding the property and development in the area discussed. 6. Consider and Possible Action on Final Plat for Sanger Trails, Phase 2A. Discussion regarding the engineen comments. Discussion regarding the progress on Phase I. Polly Dwyer moved to not approve the Final plat on Phase 2A until changes are made, SheDey Ruland seconded. Motion carried unanimously. 7. Consider and Possible Action on Final Plat for Sanger Trails, Phase 28. Polly moved to deny the Final Plat on Sanger Trails, Phase 2B, Ginger Burt seconded. Motion carried unanimously. 8.
