Jack Richardson called meeting to order. 2. Approve Minutes: April 17, 2003 April 10, 2003 "'. Special Called Shelley moved to approve minutes as presented, Ken Perry seconded, Motion carried unanimously. 3. Conduct Public Hearing to Consider a Zoning Request Change From Ag (Agriculture) to PD (Planned Development) on Property Legally Described as Abstract 29, Tracts 57, 58 & 59. The Proposed Development is for 251 Single Family lots and a Multi-Family Area. The Property is located on McReynolds Road. Public Hearing opened. Allen Bussell, 1621 Amanda Court, indicated he was there to answer any questions and that there were not any changes besides the conditions made by P&Z and Council. Polly Dwyer asked if they talked to Joe Falls about drainage. Allen Bussell indicated they were doing the engineering plans now, and they would handle the drainage before platting. Public Hearing closed. 4. Consider and Possible Action Regarding a Zoning Request Change From Ag (Agriculture) to PD (Planned Development) on Property Legally Described as Abstract 29, Tracts 57, 58 & 59. The Proposed Development is for 251 Single Family lots and a Multi-Family Area. The Property is located on McReynolds Road. Polly Dwyer indicated she did not have a problem with the zoning change. The drainage will always be an issue. Her only concern was that she wanted to see higher end homes in that area. She felt it was a waste of nice space to put small homes in the area. The SF8 zoning was intended for the older parts of town. She asked if the lake would be open or closed to the public. Mr. Bussell indicated it would be up to the Parks Department and whether or not they wanted to maintain it, there original plan was to maintain it in the Homeownen association. Shelley Ruland indicated the only difference in SF7 and SFS is the size of the lot. Discussed size of homes. Mr. Bussell indicated he believed Choice Homes planned on 1400 to 2200 square foot homes. Discussion. SheUey Ruland moved to change the zoning from Ag to PD on Property Legally Described as Abstract 29, Tracts S7, S8 & S9. The Proposed Development is for 251 Single Family lots and a Multi-Family Area. Ralph Cain seconded. Motion carried S to 1, Polly Dwyer voted no. S. Consider and Possible Action on a Preliminary Plat for Ridgecrest North, Phase D-A. Kevin Murphy, Developer of Ridgecrest North, indicated he would answer any questions. Polly Dwyer asked if this had come before Planning and Zoning before. Mr. Murphy indicated it came before them about a year and a half ago. Polly Dwyer asked if the Engineer bad any issues with plat. · Samantha Renz indicated the engineer had approved au items on the plat. Discussed surrounding lot sizes were about 1.1 to 1.3 acres. Ken Perry asked if they were planning to put in gravel streets. Kevin Murphy indicated they would pave the streets. Discussed water and home sizes. Polly Dwyer moved to approve the Preliminary Plat for Ridgecrest North, Phase II-A. Gail Goodner seconded, Motion carried unanilllously. 6. Meeting Adjourned.
