1. Shelley Ruland Called Meeting to Order.
2. Approve Minutes: August 14, 2003
Ken Perry indicated he was present at the meeting.
Ken Perry moved to approve the minutes as corrected. Gail Goodner seconded. Motion
carried unanimously.
3. Conduct Public Bearing to Consider a Development Plan for Property Legally
Described as Abstract 29, Tracts 57, 58 & 59. The Proposed Development is for 251
Single Family lots and a Multi-Family Area. The Property is located on McReynolds
Road.
Public Bearing opened.
Greg Edwards, GEES, addressed the board regarding the plan. Be indicated the overall
plan bad been before them. They are doing a detail plan for the first 78 lots. Be
indicated he would answer any questions.
Public Bearing closed.
4. Consider and Possible Action on a Development Plan and Final Plat for Property
Legally Described as Abstract 29, Tracts 57, 58 & 59. The Proposed Development is for
251 Single Family lots and a Multi-Family Area. The Property is located on
McReynolds Road.
Polly Dwyer expressed concerns regarding the lot sizes and types of homes going in on
this development. She was also concerned about the drainage. She understood they
could not make changes at bis point, but felt they should address the drainage.
Greg Edwards indicated they will modify the outlet structure for the existing pond and
will include an additional 15 acre foot of storage for storm water management. They
have done the calculations up to 100 year storm and are showing significant reductions
on the drainage. This will over compensate for any additional flows that will go into the
flood plain so that the total flows combined will be less than they currently are.
Discussion regarding the drainage.
Greg Edwards indicated the run-off will not exceed what it is at this time. They will
meet all TCEQ requirements. The engineer has reviewed the plan and has approved it.
Polly Dwyer asked if the calculations were secure enough to guarantee that the drainage
will not flood the neighbors.
Mr. Edwards indicated they could not guarantee, but would assure them based on the
studies.
City Manager indicated that the property owner that would be affected, Joe Falls, had
reviewed the plan and that his concerns had been satisfied.
Discussion continued regarding drainage continued.
Discussed turn lanes.
Greg Edwards indicated the entrance roads meets the collector street criteria. They
have provided for the three lanes at the entrance. They plan to try to coordinate with
te city to possible widen the shoulders for easier access when turning off of McReynolds
Road.
Discussion regarding traffic calming devices.
City Manager indicated the Fire Department does not like for speed bumps to be put in.
They could put in a 20 mph speed limit.
Shelley Ruland indicated when this was first discussed they were considering traffic
rounds or something similar.
Greg Edwards indicated with the current R.O.W. width, there is not enough space for
traffic rounds. The City of Denton sometimes will narrow a road in sections in order
to calm traffic. With this being a collector street, they do not feel that would be best on
this road, but this may be the only option aside from speed bumps.
Polly Dwyer indicated she would be afraid to narrow the road with the amount of traffic
that will be on it. She felt if they did not prohibit parking on the street, cars will be
parked on both sides.
Greg Edwards indicated that rumble rows was another option.
Discussed stop signs at intersections.
Discussed development plan.
Greg Edwards indicated the street construction plan shows sidewalks on all streets.
Shelley Ruland indicated they were being asked to pass this fmal without the actual
Planned Development document
Polly Dwyer indicated she did not feel comfortable passing the plan without seeing the
document.
Greg Edwards indicate it was his understanding that the development had been
approved and that this was basically the final plat.
City Manager indicated there are some items that are required in that document that
are not in our ordinance.
Discussion regarding the development plan.
Greg Edwards indicated there is a zoning process and a subdivision process. In working
with the City Engineer this is the subdivision process. This is the base for the detail
plan. They have addressed all of the detail plan requirements according to the City
Engineer's letter.
Shelley Ruland indicated she felt the plan was done correctly, but wanted the plan in::.
writing.
Polly Dwyer moved to approve the Development Plan and Final Plat contingent upon
receipt of the Planned Development document and that the document meets all
regulations set forth previously, and that the document be received prior to the City
Council meeting on Monday. Ralph Cain seconded. Motion carried 4 to 1. Polly Dwyer
voted no.
