1. Chairperson Jerry Jenkins called meeting to Order.
2. Consider and Possible Action on a Preliminary Plat for Brooke Bill Village, being 14. 7
Acres in the Henry Tierwester Survey. Property is located South of Bolt Road
Between Keaton Road and the Service Road.
This item was discussed at length.
Jerry Jenkins expressed concerns regarding whether or not there will be a fence
between the residential and commercial property.
Greg Edwards, the engineer for the developer, indicated that there would be a fence
and they will comply with City codes.
Other Items addressed by Jerry Jenkins and Board members were as follows:
a. Traffic control calming center
b. Handicap ramp accessibility
c. Stand-up curbs
d. Privacy fencing in accordance with the requirements
e. 60 foot electrical easement in regards to the detention/retention ponds
f. Additional fire plug in Tasneem street
G. Water and sewer lines in the street, as to whether this is where they need
to be installed
h. Manhole location
Mr. Edwards advised that these items would be addressed in the construction plans.
Lengthy discussion followed in regards to detention/retention ponds and the size of the
homes.
Discussion on how these properties would sewer •
Discussed Single Family area would sewer to Duck Creek and the assisted living would
sewer out to Interstate 35.
Shelley Ruland expressed concerns in regards to this property. She indicated it is
important to make sure they conform to the plan.
Concerns were expressed in regards to retention/detention ponds.
Mr. Edwards indicated that on the retention ponds an application must be submitted
to TCEQ for approval. This is complicated to monitor based on their criteria. They are
probably leaning toward detention areas.
Shelley Ruland expressed concern regarding Lots 16 and 17 in regards to detention.
She wanted to know if the Home Owners Association would monitor and maintain it.
She indicated property owners could fill in these areas with dirt.
The Planning and Zoning Commission discussed the possibility that this is an issue for
the owners to include in their deed restrictions.
Discussed 20 foot drainage easement between the commercial property on the north
property line.
Greg Edwards indicated a curve along the property line would be installed to direct
the flow of water to Interstate Highway-JS.
Discussion.
Motion was made by Polly Dwyer to Approve the Preliminary Plat for Brooke Bill
Village being 14.7 Acres in the Henry Tierwester Survey, contingent upon the streets
to conform with our subdivision regulations 31 feet back to back, all detention/retention
issues on Lots 16 and 17 to where there will be maintenance supervision whether by
deed restrictions or an agreed upon plan, water and street utilities as to whether they
need to be under the pavement in the street. Seconded by Shelley Ruland. Motion
carried unanimously.
3. Consider and Possible Action on Preliminary Plat for Copperfield Estates, Being 44.156
Acres in the J.P.B. January Survey, Abstract #658. Property is Located off ofF.M. 455.
Motion was made by Shelley Ruland to Deny Preliminary Plat for Copperfield Estates,
Being 44.156 Acres in J.P.B. January Survey, Abstract #658. Seconded by Ken Perry.
Motion carried unanimously.
