PRESENT: Jerry Jenkins, Shelley Ruland, Polly Dwyer, Mike James, Ralph Cain
ABSENT: Gail Goodner, Ken Perry
1. Jerry Jenkins Called Meeting to Order.
2. Approve Minutes: November 11, 2004
Polly Dwyer moved to approve the minutes as presented. Ralph Cain seconded. Motion
carried unanimously.
3. Consider and Possible Action on a Preliminary Plat for Royal Heights Lots 1 & 2,
Block A, being 0.566 acres in the Henry Tierwester Survey Abstract 1241. Property is
located on Railroad Avenue.
Discussion regarding ownership.
Discussed that this was the location that Habitat for Humanity was going to build two
homes.
Shelley Ruland moved to approve the preliminary plat as presented. Polly Dwyer
seconded. Motion carried unanimously.
4. Consider and Possible Action on a Final Plat for Royal Heights Lots 1 & 2, Block A,
being 0.566 acres in the Henry Tierwester Survey Abstract 1241. Property is located
on Railroad Avenue.
Polly Dwyer moved to approve the Final Plat as presented. Mike James seconded.
Motion carried unanimously.
5. ~onduct Public Hearing to Consider a Replat on Property Legally Described as
Original Town of Sanger Block 56, Lot 4A, Being .202 Acres in the Rueben Bebee
Survey, Abstract 29. Property is Located at 107 S. 6th Street.
Public Hearing opened.
Michael Walters, 117 S. 7'h, indicated he would like to know what a replat is and how
or if this will affect his property.
Samantha Renz explained that part of lot 3 was sold with lot 4 in prior years. This is
just to get it on record at the County that it is all one lot.
Jerry Jenkins explained the re plat would have no affect on him.
. Public Hearing closed.
6. Consider and Possible Action on a Replat of Property Legally Described as Original
Town of Sanger Block 56, Lot 4A, Being .202 Acres in the Rueben Bebee Survey,
Abstract 29. Property is Located at 107 S. 6th Street.
Brief discussion regarding property and fence location.
Mike James moved to approve the replat as presented. Ralph Cain seconded. Motion
carried unanimously.
7. Consider and Possible Action on a Final Plat for Sable Creek Addition, being 21.6176
Acres in the Rueben Bebee Survey, Abstract 29. Property is located off of F.M. 455,
West of Sanger High School.
Melvin January, 2407 Shadow Lane, indicated he had addressed all items in the
engineers letter and resubmitted corrected plats to the City.
Brief discussion regarding engineers comments.
Melvin January indicated there was still an issue as to the electric service and where
exactly that line is. He suggested the City hold off on filing the plat with the county
until all of the construction has been accepted in case they need to change easements.
Discussed rights of way on McReynolds Road and Indian Lane.
Discussed easements.
Melvin January indicated they intended to build a brick screening behind the
residences.
Jerry Jenkins asked if there will be deed restrictions.
Mr. January indicated there would be once the Homeowners Association came up with
them.
Jerry Jenkins asked if there would be sidewalks.
Mr. January indicated the sidewalks would be on both sides of the street, and be built
as the houses go in. They will lay the curb down for the handicap accesses.
Jerry Jenkins asked if the park land dedication is going to be done in phases.
Joe Smith indicated it could be done any way the City wanted to do it. They could do
it all at once or in phases. He indicated they will be building a walk over bridge to
cross the creek in one area, and felt the City may not want to take it until that is done.
This won't be done until after Phase II has been started.
Discussed fence easement.
Discussed over all layout.
Discussed the zoning and the home sizes that will be built. Joe Smith indicated the
house size will not be below 1350 sq. ft.
Shelley Ruland moved to approve the Final Plat for Sable Creek as presented. Mike
James seconded. Motion carried unanimously.
8. Consider and Possible Action on City Ordinances Relating to Planning, Zoning and
Development.
Jerry Jenkins indicated he wanted to at least think about what they should talk about
on future agendas. He indicated he had gotten a copy of the thoroughfare plan from
the City of Corinth and that the City of Sanger needs to have a thoroughfare plan as
well. He also addressed the zoning ordinance and indicated they should look at
revising the residential zoning.
Discussed past land use studies that had been done.
Discussed would like to see bigger homes, larger lots, and possibly re-zoning F.M. 455.
Ralph Cain indicated he felt developers should be provided with a thoroughfare map.
Discussion continued.
Samantha will print a map for them to Commission to use to give input on possible
thoroughfares.
