12/30/2004-PZ-Minutes-RegularMINUTES: PLANNING AND ZONING COMMISSION DECEMBER 30, 2004 PRESENT: Jerry Jenkins, Shelley Ruland, Ralph Cain, Ken Perry, Mike James ABSENT: Polly Dwyer, Gail Goodner OTHERS PRESENT: City Manager Jack Smith, Development Coordinator Samantha Renz, Mike Boswell -GEES Inc. 1. Jerry Jenkins called meeting to order. 2. Approve Minutes: December 16, 2004 Ken Perry moved to approve the minutes as presented. Seconded by Mike James. Motion carried unanimously. 3. Consider and Possible Action on a Final Plat for Brooke Hill Village, Being 30 Lots, 14.7 Acres in the Henry Tierwester Survey, Abstract No.1241. Property is Located between Stemmons Freeway and Keaton Road, South of Holt Road. Ken Perry asked if sewer is to be placed in the street. City Manager indicated it was. Shelly Ruland asked if there was a decision on retention ponds. City Manager indicated home owners would maintain retention ponds. Mike Boswell, Greg Edwards Engineering, addressed the Board to answer questions. Mike James asked if Block C, Lot 10 is a low lying area. Jerry Jenkins indicated it was not. Shelly Ruland asked if there were retention or detention ponds. Mike Boswell indicated the ponds would be detention and would not hold water. Discussed drainage and detention. Discussed sidewalks which will be put in by builders. Barrier free ramps and handicap comers will be installed. Mike James moved to accept Final Plat for Brooke Hill Village. Seconded by Shelly Ruland. Motion carried unanimously. 4. Consider and Possible Action on City Ordinances Relating to Planning, Zoning and Development. Discussed utilities for new development. City Manager indicated Local Government Code states municipality will provide services to all annexed areas. Discussion followed concerning Thoroughfare Plan. Samantha advised she will get the updated disk from Denton County Appraisal District to show subdivisions. Discussion continue in regards to collector streets and major thoroughfares. Jerry Jenkins indicated he would like to request council to put a moratorium on building until plan is complete. Discussed if variances can be obtained on thoroughfare plan. Discussed future subdivisions. Jerry Jenkins indicated Corinth has a street impact fee for new development. Continued discussion on thoroughfare plan. City Manager asked about raising the minimum square footage of homes to 1750. Planning and Zoning members agreed. Discussed proposed subdivisions. Discussed Parks in new developments. Continued Discussion regarding Zoning. 5. Meeting Adjourned.
