11/16/2006-PZ-Minutes-RegularMINUTES: PLANNING AND ZONING COMMISSION NOVEMBER 16, 2006 PRESENT: Chairperson Jerry Jenkins, Jimmy Frazier, Thomas Muir, Gary Bilyeu, Brian Hutcheson, Russell Martin, Paul Edleman OTHERS PRESENT: City Manager Jack Smith, City Secretary/ Assistant City Manager Rose Chavez, Economic Development Director Cecile Carson, City Engineer Rob Woods, Engineering Coordinator Samantha Renz, Adam Whitfield, John Springer 1. Chairperson Jerry Jenkins called meeting to order. 2 Approve Minutes: October 2, 2006 Paul Edleman indicated his address is 206 Hillcrest. Thomas Muir moved to approve the minutes. Russell Martin seconded. Motion carried unanimously. 3. Conduct Public Hearing to Consider a Replat on property legally described as N.L. Hobbs Addition Lot SRI and SR2, Block A, Being a Replat of Lot S. Property is located on Marion Road. Public Hearing Opened. No Discussion. Public Hearing Closed. 4. Consider and Possible Action on a Replat for property legally described as N.L. Hobbs Addition Lot SRI and SR2, Block A, Being a Replat of Lot S. Property is located on Marion Road. Adam Whitfield, Isbell Engineering, addressed the items on the engineer's review letter. He indicated that the Bolivar Water line will be moved to the new easement, and they are abandoning the drainage easement down the center. They will move the drainage easement to the North of the lot. They added a 10 foot electric easement. They are requesting a variance from 50' to 30' on the front building line. Gary Bilyeu indicated that the sidewalks should be put in as per the ordinance. Discussion followed regarding the need fro sidewalks. Discussed the building line and the additional right of way required. City Manager indicated they need to move the building line back for future widening of the road. Discussion continued regarding the future widening of Marion road and the building line. Jimmy Frazier moved to approve the replat, denying the 50' building line, but requiring a 40' building line and to deny the variance on the sidewalks. Motion died for lack of second. Paul Edleman moved to request an additional 10' of Right of Way and to decline the variance on the sidewalks and that the building line be 30' from the Right of Way and to approve the Replat with all stipulations having been met. Gary Bilyeu seconded. Motion carried unanimously. 5. Consider and Possible Action on Ordinance on Beer and Wine Regulations. Cecile Carson addressed the commission and indicated that she was looking for parameters for the beer and Wine sales, along with fees for the permits. She Also wanted to discuss the distance requirements and hours of sale for alcoholic beverages. Discussed how distanced are measured. Discussed different zoning districts. Commission agreed they would like to all the sale of Beer and Wine in Bl and 82, and allow it with a Specific Use Permit in 83, 11 and i2 zoning. 6. Consider and Possible Action on Review of Zoning, Subdivision and Building Ordinances. 7. Meeting Adjourned.
