1. Gary Bilyeu Called Meeting to Order.

Russell Martin moved to approve the minutes as presented. Paul Edelman seconded.
Motion carried unanimously.
3. Elect Chair and Co-Chair Persons.
Paul Edelman nominated Gary Bilyeu to serve as Chair Penon. Glen Jensen seconded.
Motion carried unanimously.
Gary Bilyeu nominated Russell Martin to serve as Vice-Chair Person. Paul Edelman
seconded. Motion carried unanimously.
4. Conduct Public Hearing to Consider a Specific Use Permit for outside display and sale
of playground equipment, backyard storage buildings and carports on Property Legally
Described as Part of Abstract 1241, Tract 222. Property is located at 1200 S. Stemmons
(beside Smokey's)
Public Hearing Opened.
No Discussion.
Public Hearing Closed.
5. Consider and Possible Action Regarding a Specific Use Permit for outside display and
sale of playground equipment, backyard storage buildings and carports on Property
Legally Described as Part of Abstract 1241, Tract 222. Property is located at 1200 S.
Stemmons (beside Smokey's)
Paul Edelman asked if the SUP is for a specific business only.
Staff indicated it was for the use on the particular property.
Discussed the details of the ordinance and what can go in it.
Tom Bojanezyk indicated they would have gravel and grass, a 12 x 16 stucco office, 5
to 8 sheds, 2 carports, and 4 to S swing sets.
Discussed they will use Smokey's parking lot and restroom facilities.
Discussed electric and signage.
Paul Edelman indicated he did not like it, they are trying to create an additional
business by attaching onto another business. They are not bringing anything to Sanger.
Discussed ·placing a time line on the SUP.
Gaiy ·Bilyeu indicated he was leeiy about doing this and setting a precedent.
Paul Eclelman indicated he would like the utilities metered separately ~rom Smokey's.
Mr. Bojanezyk indicated that would not be a problem.
Discussed Time limits.
Mr. Bojanezyk indicated he felt 2 to 3 yean would be reasonable.
Discussed that any transfer of ownenhip would require a new SUP.
Mr. Bojanezyk indicated that aU sheds are built onsite, the ones on the lot are for display
~nly~ .
Gaiy Bilyeu indicated he was' leaning toward a 2 year time limit on the SUP, with
possibly an extension w/out re-application, annually up to 3 yean.
Gaiy indicated he would like it to state that if the land is voluntaiy vacated or
tnnsferred that the use should go back to it's original zoning unless there is a re-
application. ·
Paul Edelman indicated he would prefer a 3 year time limit with no extension.
Discussed the office will be finished out, on a slab, and will meet aU current ordinances.
Discussion continued regarding parking, restrooms, vacation of land, and display
removal
Glenn Jensen moved to approve the' SUP with the foUowing conditions:
• 3 year time limit
• No more than 8 sheds
• No more than 4 swing sets·
• No more than 2 carports (metal allowed)
• If the land is voluntarily vacated it will revert to original zoning.
• No restrooms or parking spaces will be required for issuance of a
certificate of occupancy.
• The office will be finished out and comply with all city ordinances
• All structures will be removed upon suspension of SUP.
• The business will have separate metering from Smokey's.
Russell Martin seconded. Motion carried unanimously.
6. Conduct Public Hearing to Consider a Zoning Change Request from Ag (Agriculture)
to 1-1 (Industrial -1) on property legally described as Abstract 71, Tract 4A being 1.324
acres and Abstract 940, Tract SA, being 3.93 acres. Property is Located on Cowling
Road.
Public Hearing Opened.
No Discussion.
Public Hearing Closed.
7. Consider and Possible Action Regarding a Zoning Change Request from Ag
. (Agriculture) to 1-1 (Industrial-I) on property legally described as Abstract 71, Tract
4A being 1.324 acres and Abstract 940, Tract SA, being 3.93 acres. Property is Located
on ·Cowling Road
Jimmy Frazier moved to approve the Zoning Change. Paul Edelman seconded.
Glen Jensen expressed concerns regarding the buffer between this property and the
residential property.
Discussed current use, noise, and setbacks.
Jimmy Frazier -indicated one of-the objectives of the city is to get industry, and create
jobs. This is someone trying to do that.
Motion carried unanimously.
8. Conduct Public Hearing to Consider Amending the Zoning Ordinance by creating a
classification for "outside display and sales" and creating a classification for "Modular
Building Sales, Service and Rental
Public Hearing Opened.
Adam Whitfield, Teague, Nall and Perkins, indicated the intention is to get all 130 acres
re-zoned to 1-1. The back 10 acres is for modular building repain etc.
George Jeeter indicated he wanted to put the modular building business on the back 10
acres, and use the remaining property for other businesses.

Discussed the location of the property.

9. Consider and Possible Action Regarding Amending the Zoning Ordinance by creating
a classification for "outside display and sales" and creating a classification for "Modular
Building Sales, Service and Rental".
Discussed that his item is only creating a category.
Gary Bilyeu addressed Mr. Jeeter, he indicated that they required an Sup on the
previous request to regulate him and ftature ownen.
Discussion followed.
Russell Martin moved to create a classification for "outside display and sales" and
creating a classification for "Modular Building Sales, Service and Rental" in 1-1 and
requiring an SUP. Glen Jensen seconded. Motion carried unanimously.
18. Conduct Public Hearing to Consider a Zoning Change Request from Ag (Agriculture)
.to 1-1 (Industrial-I) on property Legally Described as Abstract 29, Tracts 108,110, and
111. Property is Located South of Lois Road, between the Railroad tracts and
Stemmons Freeway.
Public Hearing Opened.
Randall Smith, owner of the 130 acres South of Lois Road, indicated he would like his
property zoned lndustriaL He would not sell to anyone that was going to negatively
impact the value of his property.
Flood Plain and drainage discussed.
Public Hearing Closed.

Jimmy Frazier moved to change the zoning from Ag to 1-1. Russell Martin seconded.
Motion carried unanimously.
12. Consider and Possible Action on a Final Plat for Indian Lane Elementary.
Paul Edelman moved to approve the Final Plat for Indian Lane Elementary School.
Russell Martin seconded. Motion carried unanimously.
13. Consider and Possible Action on Review of Zoning, Subdivision and Building
Ordinances.
Gary will-email the Commission what he has on the SUP ordinance.
