1. Acting Chairperson Russell Madden called Meeting to Order.
2. Approve Minutes.
Motion was made by Charles Fenoglio to Approve Minutes. Seconded by Betty
Jenkins.
Motion Carried.
3. Conduct Public Hearing to Consider a Zoning Change from SF-3 (Single-Family-3) to
SF-4A (Single-Family 4A) on Block 54, Lots 1 R, 2R and 3R located on Cherry Street
between Sixth and Seventh Streets.
Chairperson Madden declared Public Hearing Opened.
Speaking in opposition of this request were:
Mary McKenzie 512 Locust; Jacqueline & Ed Rutherford 611 Locust
Issues addressed were the streets being so narrow to accommodate traffic in that
location and decrease in property values by building these types of homes.
There were nine (9) property owners who disapproved and two (2) who approved out
of twenty two (22) letters sent.

Mr. Hughes addressed the board stating he has too many requests for these types of
homes. There are many people who cannot afford a larger home when they first buy a
home. People need a payment they can afford. Discussion continued.
Chairperson Madden declared Public Hearing Closed.
4. Consider and Possible Action Regarding a Zoning Change from SF-3 (Single-Family-3)
to SF-4A (Single-Family4A) on Block 54, Lots IR, 2R and 3R located on Cherry Street
between Sixth and Seventh Streets.
Motion was made by Betty Jenkins to recommend approval of the Zoning Change from
SF-3 (Single-Family-3) to SF-4A (Single-Family 4A). Seconded by Charles Fenoglio.
*Motion Carried.
*(Mary Bell Sims had abstained and later changed her vote to "Yes" for approval).
5. Conduct Public Hearing to Consider a Zoning Request Change (Specific Use Permit)
on Block 1, Lot 4 in the W .8. Shirley Addition located at l 05 Marshall.
Chairperson Madden declared Public Hearing Opened.
Speaking against this request were:

Issues addressed were the location of the daycare. The citizen's felt this location was not
appropriate. This location would create a crowded area where it would be difficult for
parking.
Speaking for this request were Jack Jenkins and Deborah Pugh. The daycare would be
a Christian daycare.
Chairperson Madden declared Public Hearing Closed.
6. Consider and Possible Action Regarding a Zoning Request Change (Specific Use Permit)
on Block 1, Lot 4 in the W.8. Shirley Addition located at 105 Marshall.
Motion was made by Betty Jenkins to deny this request (Specific Use Permit) on Block
1, Lot 4 in the W.8. Shirley Addition. Seconded by Mary Bell Sims.
