10/19/1995-PZ-Minutes-RegularMINUTES: PRESENT: ABSENT: OTHERS PRESENT: Planning and Zoning Commission October 19, 1995 Russell Madden, Charles Fenoglio, Mary Bell Sims, Mike James Betty Jenkins, Glenn Shaw, Peggy Haskins City Secretary Rosalie Chavez, Electric Superintendent Larry Yoast, Burl Bourland, Carmen Bourland, Mary Burdick, Keith Burdick, Dickie Amyx 1. Chairpenon Russell Madden Called Meeting to Order. 2. Approve Minutes. Charles Fenoglio made a motion to approve minutes. Seconded by Mary Bell Sims. Motion Carried. 3. Conduct Public Hearing to Consider a Zoning Request Change from Agricultural to SF4A on Abstract 1241 Tract 215 5.0 Acres. Chairpenon Madden declared Public Hearing opened. Burl Bourland addressed the board concerning this request. He presented a draft copy of a proposed plat for this new subdivision consisting of 20 lots to develop with curb and gutter concrete streets. Mr. Bourland indicated this subdivision backs up to his other subdivision, and he intends to build the same type houses that he built in the other subdivision. Mr. Bourland stated the impact this would have on the city tax base is about $1,200,000. Discussed. The Board expressed concern regarding the fact that this new subdivision request for SF- 4A under our code was in conflict with Resolution RS-94 the city adopted indicating no new subdivisions would be built with a SF-4A zoning. City Secretary stated that in her convenation with the City Administrator this was considered the old part of town and that this subdivision was an extension of a pre-existing subdivision. Speaking in opposition of this request was Keith Burdick who indicated the problem concerning a single car garage and the crowdedness it creates. Dickie Amyx, representing the Wright's who were unable to attend due to Mn. Wright's father being ill, asked the Board if this decision could be postponed to allow them to attend the meeting at a later date. Consider and Possible Action Regarding a Zoning Request Change from Agricultural to SF4A on Abstract 1241 Tract 215 5.0 Acres City Secretary advised that this Board cannot table an item on their agenda. Mr. Amyx was advised that City Council would also meet on this request and at that time be could express his concerns. Discussed further was the possibility for Mr. Bourland to upgrade the subdivision to SF-4 double car garage. Mr. Bourland stated that due to the financing of those types of homes this can not be allowed by FHA. Motion was made by Charles Fenoglio to deny this request on the basis of Resolution RS- 94 passed by City Council on September 19, 1994. Seconded by Mary Bell Sims. Motion Carried. 5.
