Chairperson Fenoglio Called the Meeting to Order. 2. Approve Minutes. Motion was made by Peggy Haskins to Approve Minutes. Seconded by Roy Lemons. Motion Carried unanimously. 3. Consider and Possible Action Regarding Sign Permit Request from Altura Real Estate Co. Chris Anderson addressed the board and briefed the board in regards to his request for a sign permit. Mr. Anderson advised the board that the site location would be just north of Elm Street. the sign would advertise the subdivision, Lakecrest Meadows, east of town near Lake Ray Roberts. Discussed was the size of the sign being 8 x 12. Roy Lemons inquired if Mr. Anderson had checked with the State to see if they needed a permit. Mr. Lemons indicated to Mr. Anderson that before he went to the expense of erecting the sign he should probably contact the State. Mr. Anderson indicated he would do that. Discussed. Conduct Public Hearing to Consider ETJ Final Plat of Ridgecrest North, Phase I, Lots 1- 8, being part of the R. Bebee Survey, Abstract No. 29, 10.031 acres located on Union Hill Road. Chairpenon Fenoglio Declared Public Hearing Opened. Chris Anderson addressed this item and indicated there were not any changes made to the fmal plat. Chairperson Fenoglio Declared Public Hearing Closed. 5. Consider and Possible Action Regarding ETJ Final Plat of Ridgecrest North, Phase I, Lots 1 -8, being part of the R. Bebee Survey, Abstract No. 29, 10.031 acres located on Union Hill Road. Motion was made by Mary Belle Sims to Approve Final Plat of Ridgecrest North, Phase I, Lots 1-8, being part of the R. Bebee Survey, Abstract No. 29, 10.031 acres located on Union Hill Road. Seconded by Peggy Haskins. Motion Carried unanimously. 6. Conduct Public Hearing to Consider ET J Preliminary Plat of N.L. Hobbs Addition, Lots 1 -5, Block A, being part of the R. Bebee Survey, Abstract No. 29, 20.006 acres located on FM455 and Marion Rd. Chairperson Fenoglio Declared Public Hearing Opened. There was a lengthy discussion on this item. This property was adjacent to our City limits and the decision as to whether to enforce the Planning and Zoning restrictions would be the issue. Mr. Keesler indicated that this property was in our ETJ, however, it was not like Lakecrest Meadows or Ridgecrest North. This property is located on the northeast corner of FM4SS and Marion Road. The property is in the City's CCN's for water. The developer has to bear the cost of extending the line. Pro-Rata was discussed. Mr. Jerald D. Yensan, surveyor for the plat, later came in and addressed this issue. The board had concerns with several issues and felt this item should be tabled until the surveyor or Mr. Hobbs could address their concerns. Chairpenon Fenoglio Declared Public Hearing Closed. Bebee Survey, Abstract No. 29, 20."' acres located on FM4SS and Marion Rd. Motion was made by Roy Lemons to table until the surveyor or property owner could address their concerns. Seconded by Mary BeUe Sims. Motion Carried unanimously. 8. Review Planning and Zoning Ordinance. The board continued the meeting by reviewing the fint 16 sections of the Planning and Zoning ordinance. Topics covered were the different types of zoning for residential and restrictions. 9. Any Other Such Matten. None. 10. Adjournment. Motion was made by Roy Lemons to Adjourn. Seconded by Mary Belle Sims. Motion Carried unanimously.
