1. Charles Fenoglio Called Meeting to Order.
2. Approve Minutes -May 27, 1999
Minutes were not put in packet, board will review before next meeting.
3. Consider and Possible Action Regarding a Final Plat for Sanger Industrial Park Lot 1, Block
B. Property is located on the North Bound side ofl-35, North of Spur 138.
This Item is a duplicate of the next Item, move to Item #4.
4. Consider and Possible Action Regarding a Preliminary and Final Plat for Fleetwood Home
Centers of Texas, a 4.000 Acre Commercial Tract, a Part of the Rueben Bebee Survey,
Abstract No. 29. Property is located on the North Bound Side ofl-35, North of Spur 138.
John Dudas, Fleetwood Home Corp., addressed this Item. He went over the recommendation
letter from Mark Hill. He indicated all fees would be paid, and they would get comments
from City Staff in accordance with all policies. He addressed Item #4 on the engineer's letter
addressing utility improvements, he indicated the civil construction plans were provided to
the City showing utility improvements for this lot. It was there understanding the owner
would provide utility plans for bringing the utilities to the site. He addressed drainage
calculations, and indicated they had been provided to the City , and they would provide
additional copies if necessary. He addressed Item #5 of the engineer's letter concerning a 6"
water line going through the property that would need to be relocated. He indicated a 15'
easement would be added to the plat for the existing 6" water line. Item #7 addressed the
location of North Park Dr., Mr. Dudas indicated Fleetwood did not have a comment on this
Item due to it was not part of their lot, and they could not give input on construction of the
roads. Item #8 indicated a permit would need to be acquired from TXDOT, Mr. Dudas
indicated they have secured a permit.
City Administrator indicated Fleetwood Homes had complied with all of the City Engineer's
requests.
Discussion regarding the Roads and the Preliminary Plat.
Joe Falls expressed concerns regarding drainage and the surface of the site.
Shelley Ruland asked if it would be a problem for this to be delayed until next week when the
Preliminary Replat is presented.
Mr. Dudas indicated they were three or four weeks away from starting, and one week should
not be a problem.
Discussion concerning the Preliminary Plat and Final Plat, and concerning approval of Final
Plats without over all preliminary being approved.
City Administrator indicated Fleetwood Homes had done everything they were supposed to
do, they sent drainage plans, and construction plans with the original packet; however, that
information went to the code enforcement officer and did not get to the City Engineer.
Shelley Ruland moved to accept the Preliminary and Final Plat on the Fleetwood Home
Center of Texas a 4.000 Acre Commercial Tract, a Part of the Rueben Bebee Survey, Abstract
No. 29 as presented.
Joe Falls seconded.
Motion Carried unanimously.
S. Consider'and Possible Action Regarding a Preliminary Plat for Southwest Estates, Being a
9.20 Acre Tract in the Henry Tierwester Survey, Abstract 1241.
Jeff McNeill, 804 N. Keaton, addressed the board concerning this Item. He indicated this
was a thirty lot addition, and lot sizes do exceed the requirements. He addressed the Items
on the City Engineers letter. He indicated all fees have been paid.
Mr. McNeill indicated they did ask for a variance on the alleys in back of lots. They are
showing a ten foot drainage easement between lots 14 and 15. He addressed drainage
calculations, and indicated he did tum in a topographical map, and was not aware of any other
requirements on a Preliminary Plat. He addressed Item #6 of the City Engineer's letter
concerning the water line along Mesa Drive, and indicated the line was inside an easement.
Discussion concerning the easement, and Board members reviewing plats.
Mr. McNeill addressed all issues on the City Engineer's letter. He indicated the letter
requested dedication of the additional ten feet of right of way; however, he did not own that ten
feet.
City Administrator indicated the City did not have a problem with a forty foot concrete street.
Discussion on the width of the street and parking.
Mr. McNeill addressed Item #8 of the recommendation letter, and indicated the curb line is
monolithic with the pavement section.
Discussion concerning street and curbs.
Discussion concerning the 60' Brazos easement, Mr. McNeill indicated they wanted it as part
of the homeowners yard, and it to be the responsibility of the homeowner.
Ralph Cain moved to approve the request as submitted.
Polly Dwyer seconded.
Motion Carried unanimously.
