1. Chairperson Jenkins Called Meeting to Order.
2. Approve Minutes -May 2, 2002
Bobby Frizzell moved to approve the minutes. Sherry Lewis seconded. Motion carried
unanimously.
3. Conduct Public Hearing to Consider a Variance Request regarding Parking
Regulations on Property Legally Described as Hampton Addition, Block 9, Lot 4R (to
enclose a single car garage). Property is located at 902 Church St.
Public Hearing opened.
No Discussion.
Public Hearing closed.
4. Consider and Possible Action Regarding a Variance Request concerning Parking
Regulations on Property Legally Described as Hampton Addition, Block 9, Lot 4R (to
enclose a single car garage). Property is located at 902 Church St.
Jerry Jenkins indicated this property is zoned SF3, and indicated that SF3 zoning
required a two car garage. He asked if the property had already been granted a
variance.
Discussion regarding the house and when it was built.
City Manager indicated the City Attorney had indicated that the Board of Adjustments
probably shouldn't be making the decision on enclosing the garages, but indicated that
most cities do not even have the requirement for enclosed garages.
Discussion regrading the parking regulations in the current zoning ordinance.
Jay Parr indicated he would prefer that they be required to come before a board so that
the city is aware that they are enclosing the garage. He did feel there should be an
allowance for enclosing garages, but that inspections and permits should be required.
Discussion continued.
Charles Fenoglio indicated there isn't any room for him to add on to his house, there
isn't a lot of traffic on the street, and the neighbors are not objecting. He felt they
should look at this on a per case basis, and leave the ordinance as it is.
Discussion regarding what constituted a hardship.
Pete Morris moved to deny the request. Sherry Lewis seconded. Motion carried 6 to
1, Bobby Frizzell voted no.
Discussion regarding the ordinance.
