1.Call Meeting to Order, Invocation, Pledge of Allegiance..
There being a quorum present, Mayor Muir called the Special Meeting to Order on Saturday
December 7, 2020 at 5:02 p.m. The Invocation was given by Councilmember Clark. The Pledge
of Allegiance was led by Councilmember Dillon.
2.Issue Certificate of Election, Statement of Elected Officer and Oath of Office.
3.Elect Mayor ProTem.
4.CITIZEN INPUT:
There were no citizens who came forward wishing to speak.
5.CONSENT AGENDA:
a.Approval of Minutes
A motion was made by Councilmember Chick to approve the Consent Agenda as presented. The
motion was seconded by Councilmember Dillon. The motion carried unanimously (50 Vote)

7.GFOA Distinguished Budget Presentation Award
Presentation of the Government Finance Officers Association (GFOA) Distinguished Budget
Presentation Award
Mayor Muir introduces the Financial Director Clayton Gray. Mr. Gray explains that this is the third
year the City has received this award.
Mayor Pro Tem Bilyeu asks him for a background on this award, and what criteria is needed to be
met to receive the award.
Financial Director Gray explains that there is over 100 different criteria to meet in order to receive
the award. He summarizes a few of the criteria.
Councilmember Dillon state he is an accountant and he knows how hard it is to get this award and
says this is a tremendous reward.
The board congratulates Clayton and his staff.
8.EXECUTIVE SESSION:
Mayor Muir read Executive Session Item and convened into Executive Session at 5:14 p.m.
a.Executive Meeting Section 551.074 Personnel Matters; Closed Meeting to evaluate and
interview candidates for appointment to the position of City Manager.
9.RECONVENE: OPEN MEETING:
Mayor Muir and Council reconvened and Mayor Muir called the Special Meeting back into regular
session at 8:58 p.m. No Action was taken during Executive Session.
10.INFORMATION ITEMS:
No items were discussed.
11.FUTURE AGENDA ITEMS:
There were no future Agenda Items discussed.
