MINUTES: EMERGENCY CITY COUNCIL MEETING

COUNCIL MEMBERS PRESENT:
Mayor Thomas Muir; Mayor Pro Tem Gary Bilyeu; Councilmember Marissa Barrett;
Councilmember Dennis Dillon; Councilmember Allen Chick: Councilmember David Clark.
COUNCIL MEMBERS ABSENT:
None.
STAFF MEMBERS PRESENT:

1.Call Meeting to Order, Identification of a Quorum (Roll Call).
Roll was called, all members were present by teleconference. There being a quorum present at the
March 27, 2020 Emergency Meeting it was called to order by Mayor Muir at 11:39 a.m.

2.Ordinance No. 031120 Postponing May 2, 2020 General Election to November 3, 2020
Uniform Election.
Consider, Discuss and Act on Ordinance No. 03112020 Postponing the Municipal General
Election to be Held on the 2nd of May, 2020 To the November 3, 2020 Uniform Election Date:
Ordering Notice of Election to be Given As Prescribed by Law in Connection with Such Election;
Authorizing Execution of a Joint Election Agreement with Denton County; Providing a Repealing
Clause; Providing a Severability Clause; and Providing for an Effective Date ;and, authorize Mayor
to sign Notice of Postponement of Election.
Mayor Muir gave a summary and there was brief discussion regarding how the change in the election
dates would be published. It was noted that it would follow election requirements for postings and it
would also be posted as required on the website and information will be provided through social
media.
A motion was made by Mayor Pro Tem Bilyeu to approve Ordinance No. 031120 postponing the
Municipal General Election to be held on the 2nd of May, 2020 to the November 3, 2020 Uniform
Election Date: Ordering Notice of Election to be given prescribed by law in connection with such
election; authorizing execution of a Joint Election Agreement with Denton County; p
providing a repealing clause; providing a severability clause; and providing for an effective date ;and,
authorize Mayor to sign Notice of Postponement of Election. The motion was seconded by
Councilmember Dillon.

The motion carried unanimously (50 vote).
3.Ordinance No. 031220 Declaration of Local Disaster
Discuss, Consider and Act on Ordinance No. 031220 Continuing the Declaration of Local
Disaster, Providing For Implementation of the City's Emergency Management Plan; Providing
Prompt and General Publicity; Declaring A Local Disaster for Public Health Emergency and
Adopting Emergency Order Dated March 25, 2020, Attached as Exhibit "A"; Granting the Mayor
the Power and Authority to Review, Adopt, Ratify, and Execute any Subsequent Denton County
Emergency Orders on Behalf of the City Council; Providing a Repealing Clause; Providing a Savings
Clause; Providing a Severability Clause; Providing for a Penalty of Fine Not to Exceed $1000.00 as
Authorized by State Law for Each Offense; And Providing for an Effective Date.
Mayor Muir provided a summary of the Ordinance and Declaration of Local Disaster and noted that
we were basically going to stay in alignment with Denton County.
A motion was made by Mayor Pro Tem Gary Bilyeu to approve Ordinance No. 031220
continuing the Declaration of Local Disaster, providing for implementation of the City's Emergency
Management Plan; providing prompt and general publicity; declaring a Local Disaster for Public
Health Emergency and adopting Emergency Order dated March 25, 2020, attached as Exhibit "A";
granting the Mayor the power and authority to review, adopt, ratify, and execute any subsequent
Denton County Emergency Orders on behalf of the City Council; providing a Repealing Clause;
providing a Savings Clause; providing a Severability Clause; providing for a penalty of fine not to
exceed $1000.00 as authorized by State Law for each offense; and providing for an Effective Date.
The motion was seconded by Councilmember Barrett.

The motion carried unanimously with a 50 vote.
