MINUTES: EMERGENCY CITY COUNCIL MEETING

NOTICE OF EMERGENCY MEETING Pursuant to Texas Government Code Section 551.045;
and in accordance with the Order of the Office of the Governor issued March 16, 2020, the City
Council of the City of Sanger will conduct an Emergency Meeting scheduled for 6:00 pm on April
14, 2020,due to an emergency or urgent public necessity which exists and immediate action is
required by a governmental body because of (1) an imminent threat to public health and safety,
or (2) a responsibility unforeseeable situation.
Effective March 16, 2020 Texas Governor Abbott suspended certain Open Meeting rules to
allow telephonic or videoconference meetings of government bodies that are accessible to the
public to decrease large groups of people from assembling in order to advance the public health
goal of limiting facetoface meetings to slow the spread of the Coronavirus (COVID19). The
suspension temporarily removes the requirement that government officials and members of the
public be physically present at a meeting location. This Sanger City Council Emergency
Meeting will be held via teleconference and will not be held at Sanger City Hall. A recording of
the telephone conference will be made available to the public in accordance with the Open
Meetings Act, upon written request for up to 90 days after the official minutes of the meeting are

1.Call Meeting to Order; Roll Call to Establish a Quorum.
Roll was called, all City Council members were present by teleconference. There being a quorum
present, the June 3, 2020 Emergency City Council teleconference meeting was called to order by
Mayor Muir at 4:01 p.m.

There were no citizens on the call who wished to speak.
AGENDA ITEMS:
3.Ordinance No. 061920 Revising Declaration of Disaster
Consider, Discuss and Act on Ordinance No. 061920 Amending Ordinance 051720 To Extend
and Continue the Mayor's Revised Declaration Of Local Disaster Dated May 15, 2020, Attached
Hereto as Exhibit "1A"Adopting by Reference Denton County Orders Regarding the Covid19
Virus Hereinafter Passed; Providing for a Penalty of Fine Not To Exceed $1,000 For Each Offense;
Providing A Repealing Clause; Providing a Savings Clause; Providing a Severability Clause; And,
Providing for An Effective Date.
Staff provided a summary: The Denton County commissioners Court updated their Declaration
yesterday with the only changes being extending the Declaration to June 30, at 11:59 p.m. The City
is updating our Declaration to be in alignment with Denton County. Rob Dillard, the City Attorney
also has added a clause to this ordinance which will keep us in alignment with both Denton county
and the Governors Orders as thaty are revised so we do not have to hold a meeting to approve
them every time a change is made. Changes will be filed as Exhibits and filed with this ordinance as
revised until instructed otherwise by legal.
There was brief discussion brought through Mayor Pro Tem Bilyeu questiong how the public would
be notified of the changes. Staff advised that the changes would be provided to the Council, public,
and staff as revised. It was noted that the City Website and Facebook page are kept up to date as
revisions are made. Also, staff would provide Council an update email on the current stages and
updates of the "Open Texas" plans in the morning.
A motion was made by Mayor Pro Tem Bilyeu to approve Ordinance No. 061920 amending
Ordinance 051720 to extend and continue the Mayor's Revised Declaration Of Local Disaster
dated May 15, 2020, attached hereto as Exhibit "1A" adopting by reference Denton County
Orders Regarding the Covid19 Virus hereinafter passed; providing for a penalty of fine not to
exceed $1,000 for each offense; providing a repealing clause; providing a savings clause; providing a
severability clause; and, providing for an effective date. The motion was seconded by
Councilmember Clark. The motion was called by the City Secretary and the following Yea or Nay
votes were recorded:
