CITY COUNCIL SPECIAL MEETING

COUNCIL MEMBERS PRESENT:
Mayor Thomas Muir; Mayor Pro Tem Gary Bilyeu; Councilmember Marissa Barrett;

COUNCIL MEMBERS ABSENT:
None.
STAFF MEMBERS PRESENT:

1.Call Meeting to Order, Invocation, Pledge of Allegiance.
There being a quorum, Mayor Muir called the August 31, 2020 Special City Council meeting to
order at 6:03 p.m. The Invocation was given by Mayor Muir. The Pledge of Allegiance was led by
Councilmember Clark.
2.CITIZEN INPUT:
There were no citizens who came forward wishing to speak under Citizen Participation.
3.EXECUTIVE SESSION:
Mayor Muir read the Executive Session Item and convened into Executive Session at 6:04 pm.
a.Section 551.074 Personnel Matters Discuss Appointment of Interim City Manager.
4.RECONVENE: OPEN MEETING:
City Council reconvened back into public forum from Executive Session at 7:25 p.m. Mayor Muir
noted there was no action taken during Executive Session.

5.Consider, Discuss and Act on Appointment of Interim City Manager.
A motion was made by Mayor Pro Tem Bilyeu to act in appointing as the Interium City Manager

A motion was made by Mayor Pro Tem Bilyeu to act in appointing as the Interium City Manager
Jeriana Staton, HR Director, with an effective date of September 17, 2020 with a pay adjustment as
discussed. The motion was seconded by Councilmember Clark. The motion carried unanimously
(50 vote).
Mayor Muir summarized the reasoning behind the Council's choice and noted appreciation to
Jeriana Staton for accepting the position and asked that staff get behind her. There was some
additional brief discussion and it was noted that Council is going to work to move forward to get the
City Manager position filled as soon as possible which would be discussed at the next item.
6.Consider, Discuss and Act on Recruitment Process For The City Manager Position.
Mayor Muir started the discussion. He noted that he felt that there are two ways to move forward
with the City Manager search. Phase I is to move forward with a Council led inhouse search. We
would build the job flyer and tweak the job description. Then we post the job on all areas possible,
website, social media, TML, SGR, ICMA, etc. and see if we get some viable candidates for the
position. This may be a 30 to 40 day process. If we font get any viable candidates we would go to
Phase II and entertain the idea of hiring a consultant firm to find a City Manager. There was also
discussion regarding getting a consultant to hire a temporary position (external) city manager if the
search were to take longer than anticipated.
Phase I was discussed and there was discussion as to the time frame. Mayor Muir provided each of
the Councilmembers with a sample flyer, a City Manager Job Description and a contract, He asked
Council to review the information, mark it up and get the information back to staff by the end of the
week. Mayor Muir suggested that this be put on the Council Agenda as an item for the next meeting
to discuss the recruitment process for the City Manager Position and collateral material.
A motion was made by Mayor Pro Tem Bilyeu to act on the recruitment process for the City
Manager position moving forward with a Council led search with a parameter time frame 30 to 45
days and if there are no applications then we know we need to move forward with Phase II
Consultant Search. After brief discussion in looking at the time frames for advertising, etc. it was
agreed that 60 days would be more feasible. To post the position for 30 to 45 days and have a
decision by the 60 day mark. If there are no viable candidates, then we move to Phase II.
Mayor Pro Tem Bilyeu revised and restated his motion to act on the recruitment process for the City
Manager position moving forward with Phase I, a Council led search not to exceed the time frame of
60 days. Discussion ensued it was suggested that at the 60 day point the Council assess where they
are and take any appropriate action to move forward with the hiring process. If they do not have any
candidates they will decide if they need to move to Phase II of the plan.
