1.Call Meeting to Order, Establish a Quorum (Roll Call), Invocation.
There being a quorum, Mayor Thomas Muir called the September 21st, 2020 City Council meeting to
order at 7:00 p.m. The Invocation was given by Councilmember Allen Chick. The Pledge of Allegiance
was led by Councilmember Gary Bilyeu .
2.CITIZEN INPUT:
There were no citizens who came forward wishing to speak.
3.EXECUTIVE SESSION:
a.Texas Government Code Section 551.074 Personnel Related Matters: Discussion to
Consider Appointment, Compensation and Duties of Interim City Attorney.
Mayor Thomas Muir read the Executive Session Item and convened into Executive Session at 7:44
p.m.
4.RECONVENE: OPEN MEETING:
City Council reconvened back into public forum from Executive Session at 8:30 p.m. No action was
taken during Executive Session.

Mayor Pro Tem Bilyeu made a motion to take no action on the City Council Regular Meeting
Minutes for 09082020. Councilmember David Clark seconded the motion. Motion passes with a
50 vote.
6.Consider Any Items Removed from Consent Agenda.
No items were removed from Consent Agenda.

7.Consider and Take Action Upon the Appointment, Hiring, Compensation and Terms of
Employment for Interim City Attorney.
A motion was made by Mayor Pro Tem Gary Bilyeu to appoint Hugh Coleman as the City Attorney.
Councilmember Marissa Barrett seconded the motion. The Motion passed unanimously (50 vote).
8.Ordinance #092720 Budget Amendment FY 20192020
Consider, Discuss and Act on Ordinance #092720 – Amending Ordinance #092519, Which
Will Amend the Budget For The Fiscal Year 20192020 And Authorizing Amended Expenditures as
Provided.
Director of Finance Clayton Gray was recognized and summarized the Agenda Item. He explained
that this request is because of storm damage that was done to some lines on Green Tree Farms. He
introduces Superintendent of Electric Ronnie Grace to the Council to give a little more detail of the
damage.
Superintendent of Electric Ronnie Grace was recognized and explained the work they had to do in
order to fix the lines. He said only one property with two houses were affected by this outage. He
said that is was about 2000 feet of conduit. The conduit was old and collapsing in a lot of places.
He explained due to the amount of damage Director of Electric Mike Prater said it was necessary to
call in Primorus to assist with repair of the damage..
Councilmember Allen Chick made a motion to to approve Ordinance #092720, Amending
Ordinance #092519, which will amend the budget for the Fiscal year 20192020 and authorize
amended expenditures.
The motion was seconded by Mayor Pro Tem Gary Bilyeu. The Motion passed unanimously (50
vote).

were very apologetic that they didn't have the numbers completed this year.
The Councilmembers had a brief discussion.
Councilmember Allen Chick make a motion to approve the 2020 tax rolls.
Councilmember Marissa Barrett seconded the motion. The Motion passed unanimously (50 Vote).
10.Ordinance #092420 Adopting 20202021 Budget
Consider, Discuss and Act on Ordinance #092420 – Adopting the Budget Providing for the
Appropriation of Funds for Operating and Capital Expenditures for the Fiscal Year Beginning
October 1, 2020 and Ending September 30, 2021, Providing for the Intra and Inter Department
and Fund Transfers, Providing for Unexpected Revenues Such as Grants, Donations, and Insurance
Proceeds, Providing for an Effective Date, and Providing for Approval of the Investment Policy.
Director of Finance Clayton Gray was recognized and summarized the Agenda Item..
Councilmember Allen Chick made a motion to adopt the 202021 budget.
Councilmember Dennis Dillon seconded the motion. The Motion passed unanimously (50 vote).
11.Ordinance #092520 Ratifying Property Tax Increase
Consider, Discuss and Act on Ordinance #092520 Ratifying the Property Tax Increase
Reflected in the Fiscal Year 20202021 Budget and Providing for an Effective Date.
Director of Finance Clayton Gray was recognized to summarize the Agenda Item. He explained that
there is still 6.8% of the tax roll still under review. In a typical year 99.3% of the tax roll is
complete. Property tax revenue should be higher as we have added homes.
Mayor Thomas Muir explained the appraisal district is independent from the City or County. They
were very apologetic that they didn't have the numbers completed this year.
The Councilmembers have a brief discussion.

Director of Finance Clayton Gray was recognized to summarize the Agenda Item.
Mayor Pro Tem Gary Bilyeu made a motion to move that the property tax rate be increased by the
adoption of a tax rate of $0.679100 per $100, which is effectively a 2.56 percent increase in the tax
rate.
Councilmember Marissa Barrett seconded the motion. A roll call vote was taken and each
Councilmember was called and their vote was as follows:

The Motion passed unanimously (50 vote).
13.INFORMATION ITEMS:
a.Personnel Updates
Interim City Manager Jeriana Staton was recognized and provided an update to City Council. She
explained that the open positions with the City have been posted on SGR, TML, and Social Media.
She summarized each position. She explained that the Plant Operator 1 position has been filled and
starts on the 28th of September. She advised the Council that a Public Works Director applicant
will be coming in for a second interview on Thursday. She stated there were seven applicants and
three of those were interviewed. The Police Chief position will be posted later in the week. There
has been a lot of interest. She also says that the City Secretary position will be posted and can be
open for 30 to 60 days. When the new City Manager starts staff will have the applications for the
City Secretary position ready for vetting.
Mayor Thomas Muir explained that, while there is a buzz they thought about posting the positions.
Mayor Pro Tem agreed and stated they can get it all moving.
Interim City Manager Jeriana Staton advised the Council that there are 78 Fulltime employee
positions when they are all filled. At this time there are 67 Fulltime employees with the City of
Sanger.
The Council had a brief discussion about how they will review the applications for City Manager.
14.FUTURE AGENDA ITEMS:
Councilmember Allen Chick said he would like to get an update from the Economic Development
Director.
