09/13/1983-PZ-Minutes-RegularMINUTES: Planning & Zoning Commission September 13, 1983 PRESENT: Chairman Jack Armstrong, Billye Hollingsworth, Willard Bounds, and Bill Enlow,Rau, Jfni ABSENT: Tommy Kincaid and Georgia Royal. OTHERS PRESENT: Mary Jo Stover, Emma M. Dunn, Joyce Elrod Parrent, W. B. Dunn, Narcisso Cano, Gene Hughes, Donn Nesbitt, Tenia Hoops and James A. Hazelwood. The minutes of the August 9, 1983 meeting were approved as printed. Zoning Petition Z--61 - Gene Hughes. Chairman Jack Armstrong declared the public hearing on zoning petition Z-61 open. It was noted that Donn Nesbitt would speak on behalf of Gene Hughes. Chairman Armstrong called for those in opposition of the petition to speak first. Those in opposition of the petition were: Tenia Hoops, Emma M. Dunn, and Joyce Elrod Parrent. (Their comments as recorded are attached.) Those speaking in favor of the petition were Gene Hughes and Donn Nesbitt. (Their comments as recorded are attached.) Motion was made by Hollingsworth to deny Petition Z-61 for Gene Hughes to change the zoning from R-1 (Single Family) to LB (Local Business). Willard Bounds gave the second. Voted unan. Commissioners considered the Preliminary Plat for Section III of the Gateway Subdivision for Jesse Coffey. Motion was made by Frazier to approve the Preliminary Plat with the provision that a 72 foot Utility Easement be provided on the south side of Block F which would include Lots 1-7. Hollingsworth gave the second. Voted unan. & 6. Commissioners discussed the numerous variances which they have granted to Gene Hughes on his property. They requested that he measure before the foundations are poured. It was also noted that a recommendation needed to be made to the City for inspection of the slabs before they are poured. Mr. Cano's property which sets next to Gene Hughes property and is also seeking a variance was discussed at this time. Mr. Cano is building his first house and was not aware of the City Ordinances on setbacks and he lined his property up with the Hughes house. & Z MINUTES PAGE 2 Motion was made by Frazier to grant variance for both lots 5 and 6, Blk. 2, of the W. B. Shirley Addition for Gene Hughes and Narcisso Cano. Enlow gave the second. Voted unan. 5. Motion was made by Bounds to allow the Hazelwoods to construct a carport over the existing slab area as shown on the survey at 903 Church Street in the Hampton Addition. It was noted that the carport would not obstruct the view. Hollingsworth gave the second. Voted unan. Frazier made the motion to adjourn. Enlow gave the second. Voted unan.
