1. Chairperson Billye Hollingsworth called the meeting to order.
Mayor Armstrong administered the oath of office to the newly
appointed commissioners. (Royal, Hollingsworth, Brittian,
Kincaid)
Election of the new officers was held. Eileen Brittian
nominated Billye Hollingsworth as Chairperson. With no
other nominations Tommy Kincaid moved that Billye Hollingsworth
be accepted by acclamation. Royal gave the second. Voted unan.
Motion was made by Georgia Royal that Tommy Kincaid be elected
Vice Chairman. Eileen Brittian gave the second. Voted unan.
2. The minutes of the previous meeting wxe approved as printed.
3. Mike Norman discussed his request for a replat of the Sims'
Addition. Norman stated that because of an engineering
problem they had encountered that they needed to move the
drainage ditch eleven feet (11') to the North. They also
increased a utility easement on the very north end of Colonial
Heights to fifteen feet (15').
Tommy Kincaid made the motion to approve the preliminary replat
of the Sims Addition. Eileen Brittian gave the second. Voted unan.
4. Mr. Jack Bowman requested by letter that he be granted a variance
on Tract 15, AB. 1241, H. Tierwester Survey (201 Wood) to build
a carport. Tommy Kincaid stated he had talked with Mr. Bowman
and that Bowman's neighbor, Mr. Rogers, had no objections to
the carport as close to his property line.
Commissioners asked if a notice of a variance request is mailed
to the neighbors. It was noted they are not notified. Mayor
Armstrong suggested that when the ordinances are updated that
a statement to notify neighbors be incorporated in the ordinance.
Mayor Armstrong was asked her feelings about granting the
variance. She stated that she had some questions.:with that _...
much variance but that it was in the older part of town; how-
ever it would possibly be setting a precedent and could create
some problems down the road. She suggested the variance might

be granted with the stipulation that it is in the older
part of town. Discussion.
Motion was made by Tommy Kincaid to grant the 5' variance
for Jack Bowman with the stipulation that the west side of
the carport cannot be enclosed. Fred Yeatts gave the
second. Voted unan.
,5. Other Such Matters:
(a) Commission requested to know why Mr. Kirkeby on
Bolivar Street was allowed to build two houses on one
lot without coming before the Commission and also
requested an explanation regarding the Porter property
which has not been platted. Mayor Armstrong explained
these items.
Motion was made by Georgia Royal to adjourn the meeting.
Eileen Brittian gave the second. Voted unan.
