Present: Chairman Jack Armstrong, Billye Hollingsworth, Harold Easley, and
Jim Frazier
Absent: Willard Bounds, Virgil Ward, and Cecil Snellgrove
1. Minutes of the February 12, 1980 meeting were approved as printed.
2. Variance request for Benny Parrent on curb and guttering - City Manager
Lloyd Henderson began the discussion on the variance by stating that
the City Ordinance more or less leaves the curb and guttering to the
discretion of the Commission and Council in this particular instance.
Benny Parrent has purchased Lot 3, Block 2, of the Krueger Addition
(1st platting) and he is'not considered as a subdivider, simply as
the owner of a lot in the subdivision. However, this lot fronts 7th
Street and directly across the street curb and gutters does exist.
Chairman Armstrong emphasized to Parrent how the curb and guttering would
improve the value of his property. Parrent stated money was not the
problem. The problem, he felt, was getting someone to construct curb
and guttering for a one lot area.
Jim Frazier interjected that he wasn't sure the City could require Parrent
to put in curb and guttering, but he stated he would like to see it
done in front of Parrent's lot.
Parrent then stated he would be willing to put down curbs, but not gutters.
He would like to use perma-curb, a type of curb which he states other
large cities are now using. Photographs and information regarding the lay
down curb was distributed for Commissioners reviewing. City Manager Henderson
stated he would not be excited about the City maintaining this type of curb.
Parrent said he would be willing to give the City $500.00 if they
would build the street. That way the City could do the street when they
wanted to. The City Manager was not in favor of this idea.
Commissioners and staff had different opinions regarding the curbing and
guttering because of the wording in the Subdivision Ordinance and John
Sullivan's letter regarding internal and external streets. Varied discussion
followed.
Jim Frazier made the motion that Parrent be required to pave, curb, and
gutter that portion of 7th Street which fronts his property and described as
Lot 3, Block 2, Krueger Addition (1st platting). Billye Hollingsworth seconded.
Voted unanimously.
Because lime treatment was not required in the already constructed portion of
North 7th Street it was motioned by Frazier that Parrent be granted a variance to
exclude the lime treatment in preparing his portion of the Street. The
remainder of the Street portion to adhere to the requirements of the
subdivision ordinance. Billye Hollingsworth seconded. Voted unanimously.
It was motioned by Frazier that Parrent be allowed to use the lay down
(surmountable) curb. The remainder of the curb and guttering to follow
the subdivision ordinance. Hollingsworth seconded. Voted unanimously.
It was agreed by Commissioners when a plat is presented to the City as a
subdivision and curb, guttering, streets, etc. are a requirement that any
individual or contractor who purchases and builds within the subdivided
area, they would be required to comply with the requirements already
laid out under the Sub -division Ordinance.
3. Commission appointments were discussed. They are normally for two year
periods with an odd -even rotation. Cecil Snellgrove and Virgil Ward have
requested to be replaced. Cecil's terms expires in June, 1980 and Virgil's
term expires June 1981. Commission recommended -the following names to
Council for their consideration.

2. Carl Ray Higgs 5. Robert Howard
3. Betty Kincaid 6. John D. Springer
Other such matters:
(a) Lloyd informed commissioner;of a 30 1-bedroom housing facility that
would be built in Sanger soon. It will be located just south of the
football field. It is low income housing, will be brick with
composition roof, central heating and cooling and will cost approximately
$816,121.00. This property is not zoned at this time for multi-
family. Lloyd wanted the feelings of the Commission on this. They
were favorable should the request come through for a zoning change.
(b) W. B. Shirley Addition -
Lloyd,informed the commission that Gene Hughes is constructing
streets in the Shirley Addition in a manner different than specified
by 6ubdivision ordinance. This construction is to be as follows:
6% lime stabilization, 3 1/2" type A base course, and 1 1/2 " type
D wearing course. He reported having discussed this with a couple
of council members and felt since council and P & Z had approved
the construction plans we should let Gene go ahead as planned. P & Z
members then called attention to the fact that they had not seen
the construction plans but had only approved the plat plans.
Lloyd is to check back with councilmen to see if the council had
approved construction plans.
