MINUTES: 4B CORPORATION SEPTEMBER 23, 2003 PRESENT: Nel Armstrong, Beverly Branch, Mike Lawler, Glenn Ervin ABSENT: Steve Hollingsworth, Thomas Muir, John Payne OTHERS PRESENT: City Manager Jack Smith, City Secretary/Assistant City Manager Rose Chavez, 1. Chairperson Nel Armstrong called meeting to order. 2. a) CONSENT AGENDA Approve Minutes: March 13, 2003 July 29, 2003 b) Disbursements Glenn Ervin moved to approve the minutes as presented, Mike Lawler seconded. Motion carried unanimously. There were not any disbursements for discussion. 3. Citizen's Input None. 4. Consider and Possible Action on Request from Historical Society for Pledge on Historical Grant. Nel Armstrong, President of Sanger Area Historical Society, addressed the board in regards to restoration of the Old Presbyterian church. The building that used to be the old library. Nel indicated that this committee was organized four years ago. Their main concern was trying to save the building because it is a historical landmark. She indicated that they have applied for a grant through the Texas Historical Commission. They anticipate the cost of repairs to be about $62,000.00. This will cover the cost of raising the building and repairing the floor, foundation, and beams. They have approached the City Council since matching funds are required. The Council has committed some of the Hotel/Motel tax funds. They will need approximately $30,000.00. The committee has around $7,500.00 in their account. They will dedicate a large part of the treasury to the grant, once the building is lifted and the foundation is repaired, it will take about $20,000.00 more to paint and do minor repairs inside, including plumbing. They will try to get volunteer help from citizens on the project. Nel indicated that once this was completed, she did not feel they would have to come back tot he city to request additional funds. They have approached the Council and they have approved the funding with the understanding that it be taken to the 4B Board. Discussion followed: a) Nel advised the structural engineer, Mr. Wyman, will be in charge of renovating the building. b) Mr. Wyman is who has been put on the grant application. c) Discussed the use of the building. d) Pursuing placement of the building on the National Register as a historical site. Beverly Branch moved for the 4B Board to dedicate $25,000.00 to the Sanger Area Historical Society for the restoration of the Old Presbyterian Church building. Mike Lawler seconded. I have found some of the Low Rise four Row Bleachers. They are 21ft. in length and seat 54 people. They weigh 488 lbs. and are made out of aluminum.
