MINUTES: 4B CORPORATION July 7, 2005 PRESENT: Nel Armstrong, Kim Shaw, Thomas Muir, Tommy Kincaid, Beverly Branch, John Payne ABSENT: Gleim Ervin 1. President Nel Armstrong called meeting to order. 2. Approve minutes. Motion made by Tommy Kincaid to approve minutes of May 17, 2005. Seconded by Thomas Muir. Motion Carried. 3. Citizen's Input None. 4. Consider and Possible Action on Dispensing Funds for the Parks Improvement Project. Discussion. President Armstrong indicated that the playground equipment was to be purchased last and the first two items have not been done. John Henderson addressed the Board concerning the circumstances that are involved in the delay for this project. (1) The Electric Superintendent was waiting on the electric design for the park. (2) Lights have not come in. (3) Sprinkler system cannot be installed until the electrical underground electric utilities are put in. Discussion concerning how long this has taken. City Manager addressed that Mike Prater has ordered materials for-this project. The Parking on this project was again discussed. President Armstrong indicated that if the par\png is not to be done that this i(em needs to be taken back to City Council for them to decide whether they still want the parking on this project done. The Board · discussed that City Council h~s already approved the parking on this project and the 4B has conducted the Public Hearing. President Armstrong expressed concerns on ordering the playground equipment and having to store the equipment. John Henderson indicated the playground equipment can be placed on the site. The electric improvements will not impact the equipment. The playground equipment will take two months to be delivered. The Electric will not be done until after the Sellabration. Discussion followed. John Henderson indicated that he is needing approval from the Board to proceed with the purchase of the Playground Equipment. Tommy Kincaid made the motion to advance John Henderson, Street Superintendent $17,194.30 for the purchase of Playground equipment. Seconded by Glenn Ervin. Motion carried unanimously. 5. Discussion on any Other Future Projects. None. 6. Title: Department: Reports to: City of Sanger Job Description Economic Development Administrative Department City Manager 'Definition: Under administrative direction, is responsible for the short-term and long-term planning, implementing and marketing for the City of Sanger; performs related duties as required. Essential Job Functions: • • • • • • • Analyzes and develops long term economic and marketing strategies for businesses and hotel development and relations; develops strategies for domestic and international trade, relations and expansion efforts. Creates media, literature, and materials for both promotional and informational purposes promoting economic development and tourism. Establishes liaisons with other agencies to promote public-public or public-private partnerships; develops joint advertising and promotional programs with hotels/motels, tourism and convention interests that will promote the City. Ability to prepare and present information to diverse groups and develop a consensus Ability to prepare and implement marketing plans Participates in community planning and development that may involve elected officials or volunteers Attends regularly scheduled and special meeting of the City Council, attends conferences, committee and staff meetings, assists City Manager at such meetings, makes recommendations on subjects under discussion. Keeps abreast of current and projected developments in the area of economic development. Develops strategic plans for major City operations and programs affecting the whole organization. Acts as a liaison with outside agencies, universities, state departments of commerce and Chamber of Commerce. Coordinates activities with those of the Chamber of Commerce to promote the City's economic development. Reports at least monthly to Board on challenges and accomplishments. Develops new prospects for business in Sanger . Maintains timely communications with prosp~cts and coordinates all prospect visits. • Serves as a primary public relations contact for the Economic Development Boards. Maintains relationships and networks with local, regional and statewide agencies and organizations related to economic development.
