November 5, 2012

Mayor Muir called the City Co~mcil joint meeting to order at 6:00 p.m.

Mr. Sims gave a Power Point presentation of Switzer Park that would cost
approximately $520,000, a seven acre park off of Willow Street that would cost
approximately $380,000, a new park East of 1-35 that would cost approximately
$2,830,000 and Railroad Street Park at approximately $387,500.
There was a brief discussion on making a few changes to the current plans. Mr. Sims
will get those revisions made and present them to Council, 4B and the Park Board in
the near future.
No action taken.

4B Economic Development Board
Executive Agenda Briefing
March 40, 2013
Budget Amendment: In July 2011 the board authorized hiring Dennis Simms to develop a
comprehensive parks plan. The cost of the plan was set at $36,500.00. $18,250.00 was paid in last
year's budget with the balance being paid from this year's budget. Therefore, we need to adjust the
budget to reflect this payment.
Presbyterian Church Refurbishing: We were recently approached by the Denton County Historical
Society about moving the Presbyterian Church to their historical park in Denton. The Mayor and I feel
that before we agree to move it, the community needs one more shot at refurbishing it here. He has
asked the Sanger Historical Society to take the lead in raising private funds to refurbish the building. We
are asking the board to match those funds up to an amount to be determined by the Board. The only
conceivable way to fund this project is with a mixture of public and private money. If sufficient funds
cannot be raised, then giving the building to the county is probably the best option.
Splash Park and Switzer Park Improvements: The City plans on issuing bonds for several projects this
summer. We would like to include $520,000.00 for construction of the Splash Park and replacement of
the walking trail at Switzer Park. We are selling the bonds now to take advantage of an excellent
interest rate at around 2.3%. We are asking 4B to pledge funds annually to cover the portion of the
bond payment as they did with the sports park. 46's portion would be around $32,750.00 annually.
Right now 4B has about $70,000 in revenue each year that is uncommitted. This will commit all your
revenue but about $37,000.00 annually. The good news is your revenues continue to grow and you
have a healthy fund balance. The other option is to wait until you have sufficient revenues to pay for
the project outright. This will delay the project for several years.
Downtown Park Sidewalk: The memorial brick sidewalk in the downtown park has deteriorated to the
point it needs to be extensively repaired. We have received estimates placing the cost at around
4,500.00. Repairs will include using the existing brick and installing concrete curbs along the edges to
Keep the bricks in place. No funds are currently budgeted for this project and staff is requesting 4B fund
this project using current fund balance.
