1.(2) Chairpenon Fenoglio Called the Meeting to Order.
2.(3) Approve Minutes.
Motion was made by Joe Falls to Approve Minutes of May 1, 1997. Seconded by Peggy
Haskins.
Motion Carried unanimously.
Motion was made by Mary Belle Sims to Approve Minutes of May 15, 1997 with
correction to include Joe Falls as one of the memben present. Seconded by Peggy
Baskins.
Motion Carried unanimously.
3.(1) Consider and Possible Action to Elect Chairpenon.
Motion was made by Mary Belle Sims to Nominate Charles Fenoglio as Chairpenon.
Seconded by Joe Falls.
Motion Carried unanimously.
4. Conduct Public Bearing to Consider ETJ Preliminary Plat of Ridgecrest North, Phase
-t, Lots 1 -8, being part of the R. Bebee Survey, Abstract No. 29; 1&.&31 acres· located
on Union Bill Road.
Chairpenon Fenoglio Declared Public Bearing Opened.
City Administrator Larry Keesler addressed the board and advised that the plat
submitted was within our ETJ. It is located on Union Bill Road and is outside the City
limits. Mr. Keesler advised that in the past plats that have been submitted that were
within our ETJ, the P&Z has waived the requirements for curb and gutter streets.
Chris Andenon with Ridgecrest North addressed the board and went over the
Preliminary Plat in detail including construction of the streetment, the past pipe line

that goes through part of the property, and the size of the homes.
Chairperson Fenoglio Declared Public Hearing Closed.

located on Union Hill Road.
Motion was made by Joe Falls to Approve the Preliminary Plat. Seconded by Mary
Belle Sims.
Motion Carried unanimously.
6. Consider and Possible Action Regarding Future Planning.
Discussed was how far can the City go with our water and sewer service. Mr. Keesler
advised that the City Certificates of CCN dictates what area the City can serve. The
city did appeal to Bolivar Water Supply to try to get them to allow the City to serve
the same area as the City serves with sewer. However, Bolivar Water already had
several streets they serviced with water. Mr. Keesler indicated the City would then
have to buy out too many of their lines, and it would be too expensive for the City,
however, Bolivar Water did agree to allow the City to have a service area going up to
135 on the East side all the way to the railroad tracks up to Lois Road and to the
property just north of Lois Road which is about 300 acres. The City now has increased
their growth capacity for water lines.
Discussion.
7. Any Other Such Matters.
Mr. Keesler discussed setting the date and time to go over the Zoning Ordinance. Mr.
Keesler indicted they would probably take it in sections, each section being about 20
pages. He thought they could go through the entire ordinance in four (4) meetings.
Mr. Keesler indicated they could meet the Thursday before the Council meeting.
Consensus of board members to meet the Thursday before.
8. Adjournment.
Motion was made by Joe Falls to Adjourn. Seconded by Peggy Haskins.
Motion Carried unanimously.
3. Consider and Possible Action Regarding Sign Permit Request from Altura Real Estate
Co.
Attached is the request from Altura regarding this sign permit.

Dear Larry:
Altura Real Estate Co. would like to get approval to erect a sign along the 1-35 frontage
road (east) just south of the Texaco station and car wash, within the Sanger city limits. We have
tentatively reach agreement of the property owners at this location. The enclosed map shows the
proposed site for this sign. This site is over 1400 feet from the nearest oft:premise sign, which is
located just north of Elm Street and symbolized by the "dot" on the attached map. The sign would
advertise our subdivisions east of town near the lake.
Please accept this letter as formal application for this sign request and let me know what
addition information you need. Thank you in advance for your assistance.

The preliminary plat was approved by P&Z on July 17 and by Council on July 21.
The fmal plat is being presented for consideration and will go to Council on August 18.
At this time I do not have a copy of the plat to submit with your package. It will be
available at your meeting.

This preliminary plat sits adjacent to our recent annexation which included moving our
City limits one (I) mile further east on FM4SS. Council will consider this on August
18.
