1. Chairperson Fenoglio Called Meeting to Order.
2. Approve Minutes -October 14, 1999
Polly Dwyer moved to approve the minutes as presented.
Ralph Cain seconded.
Motion Carried Unanimously.
3. Consider and Possible Action Regarding a Preliminary Plat for Sunset Lake Estates, Lots
1-18, Being 60.00 Acres in the Rueben Bebee Survey Abstract 29. Property is Located off
Huling Road, and is in our ET J.
City Secretary indicated the first stage was to approve the overall preliminary prior to the
final plat.
Discussion regarding drainage and the streets.
Motion made by Polly Dwyer to approve the Preliminary Plat for Sunset Lake Estates.
Joe Falls seconded.
Motion Carried unanimously.
4. Consider and Possible Action Regarding a Final Plat for Sunset Lake Estates, Phase 1,
Legally Described as Lot 1 & Lot 2, Block A, and Lots 3 -5, Block B, and Lot 6, Block C,
Being 19.19 Acres in the Rueben Bebee Survey, Abstract 29. Property is located off
Huling Road, and is in our ETJ.
Peggy Arrington indicated there was a discrepancy on the Lot numbers, it will be
corrected.
Discussion regarding numbering of the lots.
City Secretary indicated the Plat would be filed in Phases, and there would probably be
changes along the way.
Peggy Arrington indicated it would most likely be done in three (3) phases.
Discussion regarding the plat.
Joe Falls moved to approve the Final Plat for Sunset Lake Estates.
Polly Dwyer seconded.
Motion Carried unanimously.
5. Consider and Possible Action Regarding a Final Plat for Southwest Estates, Legally
Described as 9.20 Acres in the Henry Tierwester Survey, Abstract 1241. Property is
located off Duck Creek Rd.
JeffMcNeill, 804 N. Keaton, proposed Developer for this development indicated he would
like his engineer to answer any questions they might have.
Greg Edwards, 300 N. Carroll Blvd, Ste. D, addressed the board, and indicated he would
answer any questions they have. He indicated he did agree with the City Engineer on all
items, and they have been addressed.
Discussion regarding the depth of the sewer lines.
Discussion regarding utility easements.
Joe Falls moved to approve the Final Plat.
Ralph Cain seconded.
Motion Carried unanimously.

Specific Use Permit for off premise sign
Honorable Committee Members:
With regard to the above referenced property, I would like to
request a specific use permit in the name of Douglas Diller. The
site will be used to erect an off-premise sign measuring 10'x40'
with an overall height of 42'. I have attached a photograph of
the area with the billboard in place (see Attachment "A"). As you
can see, due to the existing building and landscaping, the only
part off the billboard that will be noticeably visible is the
face. Since the board will blend in with its surroundings, the
area will remain aesthetically pleasing. Utilizing the area in
this way will offer the land owner the highest and best use of
his property.
I am making this request on behalf of Don Jost, the land owner.
An authorization signed by Mr. Jost is attached (see Attachment
"B") •
Due to the site's interstate location an off premise sign will
serve to increase the visiblity and subsequently, the gross sales
of Wimpy's Video & Subs which is also owned by Mr. Jost. This
will result in an increase in the sales tax base, which will in
turn increase the City of Sanger's revenue.
I look forward to the opportunity to answer any Questions you

We have received a copy of a Preliminary and Final Plat prepared by Kem Surveying. Inc. of the
above referenced development dated November 5, 1999. Our comments are as follows:
I. All fees shall be paid in accordance with all City rules, ordinances and policies.
2. Additional comments may be received from Public Works, Code Enforcement and the Fire
Department.
3. The property appears to be located within the City of Sanger at the intersection of 1• Street
and Church Street.
4. The tract is currently zoned SF-3.
S. This is a Replat of Hampton's First Addition and will require a Public Hearing.
6. A Preliminary Plat is not required.
7. The side yard on Lot 2R, adjacent to the street, should be 20' instead of 15'. This assumes
the house will face Church Street.
8. The City Secretary signature block incorrectly references the "Final Plat of J'anglc T
Addition".
9. This Replat does not appear to require any appreciable alterations or improvements.

We have received a copy of a Final Plat prepared by Hammett & Nash, Inc. of the above referenced
development dated November 10, 1999. Our comments are as follows:
1. All fees shall be paid in accordance with all City rules, ordinances and policies. .
2. Additional comments may be received from Public Works, Code Enforcement and the Fire
Department.
3. The property appears to be located within the City of Sanger on Freese Drive.
4. The tract is currently zoned SF-3.
5. This tract appears to meet the requirements for a "Short Form Subdivision".
6. The Cabinet and Page numbers are missing in the second paragraph of the metes and bounds.
7. The City Engineer certificate should be on the Final Plat.
8. Both "1998" and "1999" are referenced in the City Secretary's certificate.
9. Utility plans have not been provided for review. Connection to the water and sanitary sewer
system should be verified by Public Works. For the City's records it would be desirable to
have an exhibit showing the proposed locations of the water and sanitary sewer co~ections .
