MINUTES: PLANNING AND ZONING COMMISSION JUNE 291,2000 PRESENT: Charles Fenoglio, Joe Falls, Ralph Cain, Polly Dwyer, Mark Bulger, Jack Richardson OTHERS PRESENT: City Manager Jack Smith, City Secretary Rose Chavez, Administrative Assistant Samantha Renz, Shelley Ruland, Scott Finley, Shayla Finley. 1. Charles Fenoglio Called Meeting to Order. 2. Approve Minutes - May 4, 2000 Joe Falls moved to approve the minutes. Jack Richardson seconded. Motion carried unanimously. 3. Conduct Public Hearing to consider a Specific Use Permit to put a Manufactured Home on property zoned Agriculture. The Property is legally described as Lot 2, Double Twins Addition, Phase H as drawn in the H. Tierwester Survey, Abstract 1241. Property is located on Keaton Road behind Cobblestone Day Care. Public Hearing opened. Scott Finley, Pastor of Pilgrims Way Baptist Church, spoke in favor of the request. He indicated they were interested in having a parsonage neat to the church. He indicated they would be starting a new building some time next year, and would like to put a manufactured home on the site for him and is wife. He had spoken with the City, and been advised this could be done with a Specific Use permit. Ralph Cain asked if the church was paid for. Mr. Finley indicated it was not, and that there was about $38,000.00 owed on it. Discussion regarding the amount of land the church sits on, and where on the site the home would sit. Ralph Cain asked what Mr. Finley's other duties were, and what was the reason he was needing to be on site. Mr. Finley indicated there is no security, and he felt it would be best for his family and for the church. Charles Fenoglio asked what kind of building project would they be doing neat year. Mr. Finley indicated they would be adding on to the church, he indicated the building is to small, and they anticipate growth. Discussion regarding the request. Mr. Finley indicated the estimated need for the home is five to ten years. Jack Richardson asked if this would be a double wide or single wide home. Mr. Finley indicated it would be a double wide. Discussion. Public Hearing closed. 4. Consider and Possible Action Regarding a Specific Use Permit to put a Manufactured Home on property zoned Agriculture. The Property is legally described as Lot 2, Double Twins Addition, Phase H as drawn in the H. Tierwester Survey, Abstract 1241. Property is located on Keaton Road behind Cobblestone Day Care. Jack Richardson asked if you could put a time limit on a specific use permit. City Manager indicated they could not. Joe Falls asked about a formal plan, and explained why he felt it was needed. Mr. Finley indicated they did not have any formal plans, but were hoping to have something within the next six to nine months. Joe Falls indicated he did not feel this was best for long term. Discussion regarding plans for the property. City Manager indicated the City is not against the Church; however, he felt it was dangerous to proceed with this permit. He indicated there was a lot of property zoned agriculture, and this would set a precedence, and others could asked for this same permit. He indicated that he felt the city needed to maintain the separation of mobile homes, and agriculture. Discussion. Polly Dwyer moved to deny the request. Joe Falls seconded. Motion Carried unanimously. 5. Any Other Such Matters. None. 6. Meeting Adjourned.
