1. Charles Called Meeting to Order.
2. Approve Minutes - December 16,1999
Shelley Moved to approve the minutes as presented.
Jack Richardson seconded.
Motion carried unanimously.
3. Conduct Public Hearing to Consider a Zoning Request Change From 2-F (Duplex) to M F-
1(Multi-Family) on Property Legally Described as Abstract 1241 in the Henry Tierwester
Survey, Tract 217, Being 5.00 Acres. Property is located at 903 Keaton Rd.
Public hearing opened.
Dick Hoffman, 205 Holleyhill, Denton, spoke in favor of the request. He indicated he
wanted to build duplexes; however, the requirements for 2F zoning would not work for
him economically. He indicated he felt duplexes were more attractive, but he was
requesting the change and if the change was granted he would build triplexes. He is just
trying to figure out a way to build affordable housing in that area.
Discussion regarding how many units would be built, and the square footage of each unit.
Mr. Hoffman indicated they would like to turn the house that is there into a clubhouse for
the residents.
Discussion regarding the plans for the street.
Dick Hoffman indicated he would put a privacy fence on both sides of the development.
Shelley asked if there would be a yard management crew.
Mr. Roffman indicated there would be.
Khosrow Sadeghian,121 Tammy, spoke in opposition of the request, he indicated he owns
property next to Mr. Hoffman's property and urged the board to keep the current zoning.
He indicated he would like to keep traffic low. He also indicated he would like for them
to build a brick wall, instead of a wood privacy fence between the development and the
mobile home park.
Public hearing closed.
4. Consider and Possible Action Regarding a Zoning Request Change From 2-F (Duplex) to
MF-1 (Multi -Family) on Property Legally Described as Abstract 1241 in the Henry
Tierwester Survey, Tract 217, Being 5.00 Acres. Property is located at 903 Keaton Rd.
Jack indicated that all property owners that returned letters disapproved.
Polly indicated that Mr. Hoffman felt the trailer park was an issue, and asked if there was
anything the City could do to improve the trailer park.
City Manager indicated a lot of improvements have been done in the past year.
Discussion regarding square footage requirements for the different zoningand the density.
Joe Falls indicated he was philosophically opposed to changing zoning for the economics
of an individual when the economics of the City are affected the other way.
Shelley indicated if they change the zoning to MF1, there is nothing the City can do to hold
them to their plan. H Mr. Hoffman decides no to do this, the zoning would be changed and
someone could come in and do something different.
Polly indicated she was concerned about the development of a master plan, and making
changes without seeing the overall plan.
Joe indicated he would like to see them stay with 2F zoning and get a variance on setbacks
or whatever is needed.
Mark asked when the Land Use plan would be ready.
City Manager indicated some time in March.
Discussion regarding Land Use plan, and the zoning of the residential area next to the
property.
Joe Falls moved to disapprove of the request.
Polly Dwyer seconded.
Motion carried unanimously.
5. Any Other Such Matters.
City Secretary indicated there may be another meeting next week.
Discussion regarding possibly requiring requesters to provide a plan with the request.
Discussion regarding zoning.

Final Plat

Dear Ms. Chavez:
We have received a copy of a Final Plat prepared by Alliance Area Surveying of the above
referenced development dated February 3, 2000. in addition, we were provided a copy of the
Preliminary Plat for Ridgecrest North, Phase I dated July 15, I "7 and a small copy of a larger area
with lots and streets shown. Our comments are as follows:
1. All fees shall be paid in accordance with all City rules, ordinances and policies.
2. Additional comments may be received from Public Works, Code Enforcement and the Fire
Department.
3. The property appears to be located within the City of Sanger ETJ west of Union Hill Rd and
north of FM 455.
4. Water, sanitary sewer and drainage plans have not been provided for review. However, the
three lots to be developed are in between the lots previously platted as Ridgecrest North,
Phase 1. It is assumed that drainage will flow along the Developer's property, water will be
provided by Bolivar WSC and sanitary sewer will be provided by on -site systems.
5. It is our understanding that the Preliminary Plat has been previously approved and filed with
the County. We recommend that a copy of the filed Plat be provided to the City.
6. There is a discrepancy in the field notes and the drawing for the north property line.
7. The Engineer's Certificate, as required in the Subdivision Ordinance, has been omitted fiom
the drawing.
8. There is concern on the pad location on Lot 1 I due to the Citgo easement and 100 foot
building restriction.

9. Denton County requires a minimum 1 acre of usable land for an onsite sewer system. This
is the total acreage less easements, right-of-ways, etc. With the Citgo easement and
restrictions, the available net acreage should be verified for acceptability for use of a on -site
sewage system.
This concludes our review of the above referenced development. Any additional development will
require a Preliminary Plat of the entire site, unless an existing Plat exists.

Enclosed is a Final Plat for Ridgecrest North, Phase I A, This is in our ETJ, I spoke with Steve
Rollins at Denton County Planning, he indicated they did not need a preliminary because they
have see an overall plan in the past. I cannot find where we ever had a Preliminary of the overall
subdivision. I did find Phase I, which did not include these lots, I am enclosing a copy of the
preliminary that was passel in 1997, along with the Final, let me know if a preliminary on these
three lots is still necessary.
