2. Approve Minutes -February 1, 2001
Joe Falls moved to approve the minutes. Polly Dwyer seconded. Motion carried
unanimously.
3. Consider and Possible Action Regarding a Preliminary & Final Plat for Sunset Lake
Estates, Phase m, being 20.96 Acres in the Rueben Bebee Survey, Abstract #29.
Polly Dwyer moved to approve the Plat "as is". Shelley Ruland seconded. Motion
carried unanimously.
4. Conduct Public Hearing to Consider a Zoning Change from B2 (Business 2) to SF4
(Single Family 4)on property legally described as Abstract 1241 H. Tierwester Survey,
Part of Tract 118 being 18 acres to be used for Residential. Property is located on FM
455 and Keaton Road.
Public Hearing opened.
Fred Gossett, 3635 Serendipity Trail in Corinth, indicated he was not sure of the
procedure, but proceeded to advise the board of his plans. His plan was to develop
homes that range from 1300 to 1600 square feet, with deed restrictions. There will be
two masonry entrances. A combination masonry and wood fence will run from Keaton
Road. Currently, no lot is less than 8300 square feet, they may change to have no lot
less than 65 foot across the front, which would make the lots not less than 8800 square
feet.

Linda Hewlett, spoke in opposition of the request, indicated she has a prime piece of
property, and hoped to sell the property herself. She indicated this was business
property, and felt it should remain that way. Ber concerns were drainage, traffic, and
small homes in that area. U it can't remain business, she'd like it to be no less than SF2.
Ralph Amyx, Keaton Road, indicated there is a 24" drain on Keaton that exits on his
property. With the high school there, when it rains there is a lot of water. Be
expressed concerns regarding the drainage. Be indicated he was opposed to the
request.
Jeff McNeill, 804 N. Keaton Rd., indicated it was hard for him to be in favor of the
request without seeing what he is proposing.
Mr. Gossett indicated at this time they are requesting a zoning change.
Discussion between Jeff McNeill and Mr. Gossett regarding the size of the lots and
... homes •.
Mr. McNeill indicated he would like to see his plan, in his opinion, this zoning across
the street from him would de-value his property.
Discussion regarding drainage.
Jeff McNeill continued, and expressed that he felt he should zone it something other
than SF4. Be felt this would crowd the area, cause more traffic and increase the water
flow.
Ralph Cain asked what Mr. McNeill would feel comfortable with ••
Mr. McNeill indicated he felt SF2 would be more beneficial to the City, the school and
the people in that area. Right now in the mornings the traffic is backed up past
Cobblestone. Be felt SF2 would be great.
Jan Pardee, Keaton Road , spoke in opposition of the request. She expressed concerns
regarding the size of the homes. Ifit is SF4, legally he can put 1000 square foot homes
on the property, She felt SF2 would be better, or at least SFJ.
Ann Richardson, 305 Acker St., spoke in opposition of the request. Expressed concerns
regarding the traffic this would bring. Also concerned about the value of her property.
Glenn Shaw, Keaton Rd., also spoke in opposition of the request. Be expressed
concerns regarding drainage and traffic.
John Springer, 802 N. Keaton Rd., spoke in opposition of the request. Be felt it should
be zoned SF2. Be also expressed concerns regarding traffic. ·
Linda Hewlett expressed concerns regarding the single family being along side the
business area.
Christopher Hewlett, 455 & Acker, indicated Sanger is growing. He indicated they
needed to use every inch around 1-35 to bring in more businesses. This would bring in
more jobs, more money, and bigger homes to the area.
Public Hearing Closed.
5. Consider and Possible Action Regarding a Zoning Change from B2 (Business 2) to SF4
(Single Family 4)on property legally described as Abstract 1241 H. Tierwester Survey,
Part of Tract 118 being 18 acres to be used for Residential. Property is located on FM
455 and Keaton Road.
Chairperson Fenoglio asked why they were not presented with drainage plans, etc.
Mr. Gossett indicated they would submit that with the plat. He was not aware that was
needed at this time. In his experience, residential and commercial are complimentary
to each other. When the plat is submitted there will be no lot less than 8800 square feet.
Joe Falls indicated that everything here would meet SFJ, would he consider that?
Mr. Gossett indicated he wouldn't mind ifit would accommodate what he needs to do.
City Manager explained that he wanted to get the 4 units per acre was the only reason
they were requesting SF4.
Discussion regarding the request, and possibly changing to a less dense zoning.
Ralph Cain asked Mr. Amyx if the business zoning would also affect the drainage.
Mr. Amyx indicated it would be a problem no matter what was put in if concrete was
involved.
Discussion regarding drainage.
Fred Gossett indicated under the present zoning a lot more concrete would be put in.
There would be more drainage problems than residential.
Shelley Ruland asked if there was nay way to get another exit out of the development.
Mr. Gossett indicated he did not own the commercial property, so they could not get
another exit.
Discussion continued.
Chairperson Fenoglio would like to see what they plan to do with the drainage and
traffic.
City Manager indicated the drainage is not an issue at this point.
Discussion regarding the difference in the value of property zoned SF3 and property
zoned B2.
Lengthy Discussion.
Shelley Ruland indicated the issues they were discussing could be maximized many
times if Walmart or K-Mart or a large grocery store were put in.
Joe Falls indicated he felt this was consistent with the best use for the property.
Polly Dwyer indicated no matter what is done, there will be issues with the traffic.
Joe Falls moved to approve SF3 zoning. Shelley Ruland seconded. It was a tie vote.
Charles Fenoglio, Ralph Cain and Mark Bulger voted no.
6. Consider and Possible Action Regarding a Preliminary Plat for Serendipity Place.
Property is legally described as Abstract 1241 H. Tierwester Survey, Part of Tract 118
being 18 acres to be used for Residential and 9.9 acres to be used for commercial.
Property is located on FM 455 and Keaton Road.
This Item Tabled.

1. All fees shall be paid in accordance with all City rules, ordinances and policies.
2. Additional comments may be received from Public Works, Code Enforcement and the Fire
Department.
3. The property is located east of Cowling Road.
4. The property is currently Zoned AG.
5. The name and address of the subdivider should be shown on the Plat.
6. A graphic scale should be shown on the Plat.
7. Side and rear setback lines should be shown.
8. The existing water and sanitary sewer lines should be shown. Service to this Lot should be
verified by Public Works.
9. The Place of Beginning should be identified on the drawing.

As requested, we have reviewed a Preliminary Plat, Water & Sanitary Sewer and Stonn Sewer
layouts prepared by Cargill-Cheshier & Associates, Inc. dated January 29, 2001. Our comments are
as follows:

The property is located north of FM 455, east of the railroad and west of Marion Rd. This
property lies within the ETJ of the City.
. 4. The northern portion of the property lies within the Bolivar WSC CCN .
• ,..5_ The Future Land Use Plan shows an industrial area along the railroad tracks and the
remainder to be single family residential. This development has industrial, commercial,
multi-family and single family land uses proposed. It appears that the majority of the
residential lots confonn with the SF-3 classification.

All common areas or reserved tracts should be identified as "Tract _ .. for tax purposes.
All street names should be verified with the City.
The side yard building setback lines should be 8' for most lots and 20' for lots adjacent to a

proposed thoroughfare is shown to dead-end into the old Sanger landfill site. This road will
not be extended across the City property in the future. The developer may desire to make

~-;-13. A 40' R.O. W. is being dedicated along Marion Rd. as half of a future 80' R.O. W. It does not
appear that any improvements are planned for this roadway. If this roadway is not improved,
the Developer must provide cash for the paving cost in an escrow account.
14. There does not appear to be a landscape buffer along Marion Road as there is along the other
thoroughfares.

We recommend that a minimum 12" water line be extended along Marion Road. This size
may be increased by the City.
A 1 0'x l 0' easement ~.peed to be located in the southeast comer of the property adjacent
to Marion Road for a future PRV vault.
A I 0'x 1 0' easement may..Jleed to be located in the southwest comer of the commercial
property for a future PRV vault.
There are concerns regarding the location and size of some of the curb inlets. Generally, we
do not recommend curb inlets greater than 12' in length or Jess than 8' in length. The final
drainage plan will need to verify that water will not stand or bypass at the inlets and that the
streets wiU not be flooded due to the distance between inlets.

22. The detention/retention effects on of the various lakes on downstream properties will need
to be shown on the fmal drainage plan.
