SEPTEMBER 13, 2001
PRESENT: Shelley Ruland, Polly Dwyer, Ken Perry, Ralph Cain
ABSENT: Jack Richardson, Joe Falls, Mark Bulger

1. Shelley Ruland Called Meeting to Order.
2. Approve Minutes: August 30, 2001
Ken Perry moved to approve the minutes as written, Polly Dwyer seconded. Motion
carried unanimously.
3. Conduct Public Hearing Regarding a Replat on property legally described as Original
Town, Block 77, Lot 3 & 4. Property is located at the corner of Plum and Fourth
Streets.
Public Hearing opened.
Jimmy Kirby, 702 N. 5th, indicated he was in favor of the request.
Public Hearing closed.
4. Consider and Possible Action Regarding a Replat on property legally described as
Original Town, Block 77, Lot 3 & 4. Property is located at the corner of Plum and
Fourth Streets.
Discussion regarding the location of the property.
John Kirby indicated he planned to build a house on lot 4.
Discussed current zoning and concerns were expressed regarding this possibly being
spot zoning.
Polly Dwyer indicated the Council may have a problem with spot zoning this property;
however at this time it is not feasible for a business.
Shelley Ruland asked about the property North of this.
Jimmy Kirby indicated the owner of the two houses to the right of his home owned the
vacant lot in that area.
Shelley questioned the potential of the property if sold at a later date as business.
Mr. Kirby indicated he would never sell the property to a business.
Discussed the surrounding property and the zoning.
The property directly across the street is residential zoning.
Polly Dwyer indicated at this time she felt that residential zoning would be more
beneficial to the residents.
Discussion regarding the zoning of the property, and that at the time this property was
zoned there was some discussion or intention to only zone the front half of those blocks
facing F.M. 455 as B-1, and the remainder to be zoned Single family; however, at the
time it was easier to zone the entire block.
Shelley Dwyer asked about #5 of the engineer's letter referencing a waiver for the
existing structures.
Samantha, Assistant City Secretary, indicated the structures are existing; therefore
have been grand-fathered.
Ken Perry asked about item #5 on the Engineer's letter referencing the building lines.
Samantha indicated the comment was made for the current zoning ofB-1, but the next
item will be the zoning change to Single Family and the setbacks meet the requirements
of Single Family.
Ralph Cain moved to grant the request as long as all City requirements are met. Polly
Dwyer seconded. Motion carried unanimously.
5. Conduct Public Hearing Regarding a Zoning Request Change from Bl (Business 1) to
SF7G (Single Family 7G)on property legally described as Original Town, Block 77, Lot
4R. Property is located at the corner of Plum and Fourth Streets.
Public Hearing opened.
John Kirby indicated be was in favor of the request.
Jim Kirby indicated he was in favor of the request.
Public Hearing closed.
6. Consider and Possible Action Regarding a Zoning Request Change from Bl (Business
1) to SF7G (Single Family 7G)on property legally described as Original Town, Block
77, Lot 4R. Property is located at the corner of Plum and Fourth Streets.
Polly Dwyer indicated while this may be considered spot zoning she felt the best use for
the property at this time was residentiaL
Polly Dwyer moved to approve the request. Ralph Cain seconded. Motion carried
unanimously.
5. Any Other Such Matters.

As requested, we have reviewed a revised Preliminary and Final Plat prepared by Alliance Area
Surveying dated September 14, 2001. Reference is made to our previous comments dated July 26,
2001. These revised Plats appear to conform with the City of Sanger requirements.

Dear Mr. Smith:
As requested, we have reviewed a Drainage Plan prepared by Dyer & Associates, Inc. dated August
28, 2001. This Plan was provided in response to our request in our review letter dated July 26, 2001.
Our comments are as follows:
1. The drainage plan appears to conform with City of Sanger standards. It should be noted that
the runoff coefficient of 0.25 is relatively low compared to a normal residential lot. This
coefficient represents a slightly higher coefficient than open land. However, due to the size
of the lot ( 6 acres) this coefficient is acceptable as long as there is no excessive pavement or
slab (i.e. impervious area) constructed.
2. We have not received a revised Plat addressing our remaining comments.

Dear Mr. Smith:
As requested, we have reviewed a Preliminary and Final Plat prepared by Alliance Area Surveying
dated May 29, 2001. Our comments are as follows:
/ All fees shall be paid in accordance with all City rules, ordinances and policies.
2. Additional comments may be received from Public Works, Code Enforcement, The Fire
Department and Sanger Electric.
~ The property appears to be located within the Sanger ETJ north of Lois Rd. off of Melton Rd.
4. The Final Plat should have signature blocks for the City of Sanger.
5. The bearing shown for the west property line does not match the dedication.
6. The "?" ( as in " ?" iron rod ") should be corrected in the dedication.
7. A Basis of Bearing has not been identified.
8. Side and rear building lines should be shown.
9. Water service is to be by Bolivar WSC.
10. Sanitary sewer service is to be by on-site facilities.
11. A drainage plan, with calculations, has not been provided for review.
