MINUTES: PLANNING AND ZONING COMMISSION JANUARY 31, 2002 PRESENT: Jack Richardson, Shelley Ruland, Ralph Cain, Ken Perry, Joe Falls, Mark Bulger ABSENT: Polly Dwyer OTHERS PRESENT: City Manager Jack Smith, Esmeralda Wilkerson, Art Kramer, Steve Koch, Ken Wilson 1. Jack Richardson Called Meeting to Order. 2. Approve Minutes: January 17, 2002 3. Conduct Public Hearing to Consider a Zoning Change from AG (Agriculture) to MF2 (Multi Family -2) on property legally described as &00 acres in Abstract 29, Reuben Bebee Survey, being part of tract 64. Property is located off of F.M. 455, West of the New High School Site. Public Hearing opened. Art Kramer, Realtor, spoke in favor of the request. He indicated the State will award the grant funds for these housing projects on or about February 25, 2002. They wish to build affordable apartments on the property. After the loan is approved they will submit the plans to the City for approval. Construction would then start in June. The zoning is needed and also required for his project to get approved. Ralph Cain expressed concerns regarding F.M. 455 and it needing to be widened, and what will happen to the project if this happens. Mr. Kramer indicated 1.6 acres has been dedicated to the high school for this. Ken Perry asked about access to the apartments, and if they would be able to access them from both 455 and McReynolds Road. Mr. Kramer indicated there will be if everything goes as planned for the High School. Discussion regarding the location of the lot, it is directly behind retail zoned property on the frontage of F.M. 455. Discussed the appearance of the apartments. Discussed the funding of the project. Discussed the rent amounts that will be charged. Public Hearing closed. 4. Consider and Possible Action on a Zoning Change from AG (Agriculture) to MF2 (Multi Family -2) on property legally described as 8.00 acres in Abstract 29, Reuben Bebee Survey, being part of tract 64. Property is located off of F.M. 455, West of the New High School Site. Mark Bulger asked what the difference is between MF1 and MF2. Discussion regarding the difference, the density allowed in MF1 is 10 units per acre., and the density allowed in MF2 is 15 units per acre. Shelley Ruland asked how many actual units there will be. Mr. Kramer indicated the plan calls for 120 units. Discussion continued regarding the project. Ken Perry asked if the property will be fenced. Mr. Kramer indicated it would be if that was a condition of approval. Mark Bulger asked if the street ordinances will apply. City Manager indicated it will apply to public streets. Discussion continued. Shelley Ruland moved to approve the zoning change, Mark Bulger seconded, Motion carried unanimously. 5. Consider and Possible Action on Final Plat for Bryan & Jacob's Addition, being 3.35 Acres in the H. Tierwester Survey, Abstract 1241. Property is Located on the corner of Keaton and Holt Roads. Discussion regarding previous meeting on the Preliminary Plat. Joe Falls asked if there bad been any changes. City Manager indicated the worst case scenario on the sewer is that a lift station will need to be put in. Discussion regarding the lift station. Shelley Ruland moved to approve the Final Plat for Bryan and Jacob's Addition, Jack Richardson seconded. Motion carried 5 to 1, Joe Falls voted no. 6. Any Other Such Matters. None. 7. This property is located on the South side of Highway 455 and on the East side of N. Keaton Road. This property was preliminary platted with Serendipity Place and a lot of study and design was done for that Plat. I . Now we are submitting the preliminary plat for prase 2, and the proposed water and sewer plans too. We believe that a drainage analysis was prepared for Serendipity Place by Burke Engineering. No new streets are proposed and only the water and sewer are public improvements. So it is the Pee Group's desire to submit these documents to the City to begin their review process. My review comments are as follows: Preliminary Plat 1. The preliminary plat meets all the requirements of the City's Subdivision Ordinance. Utility Plans 1. The plan view shows a cleanout at the end of the sewer line but the profile view shows a 4' diameter manhole. A cleanout would be acceptable. 2. I would recommend an 8" stub -out to the north be placed at Station 1+59.71 to provide for future services to the north along Keaton Road. Drainage Plan 1. An overall drainage plan was approved as part of Seredipity Place Subdivision. Individual grading and drainage plans will be required for each lot in this subdivision as they are final platted. Overall I recommend approval of the preliminary plat contingent upon the comments identified above for the utility and drainage plan review being addressed with the submittal of the final plat for this subdivision.
