MINUTES: Planning and Zoning June 24, 2002 PRESENT: Jack Richardson, Ken Perry, Ginger Burt, Ralph Cain, Polly Dwyer, Shelley Roland, Gail Goodner OTHERS PRESENT: City Manager Jack Smith, City Secretary/Assistant City Manager Rose Chavez, Assistant City Secretary Samantha Renz, Anthony Goode, Burness Higgs, John Porter, Andy Cochran, Jimmy Evans 1. Jack Richardson called the Meeting to order. 2. Approve Minutes: May 30, 2002 Shelley Roland moved to approve the minutes as presented, Ralph Cain seconded, Motion carried unanimously. 3. Consider and Possible Action on Final Plat for Eagle Park, Phase H. Property is Located on F.M. 455. Shelley Roland asked if the plat complied with the City Engineer's comments. City Secretary indicated it did comply. Anthony Goode indicated they had added a common access easement across the front of the property. The state will only allow them to have two access points off of F.M. 455. Discussion regarding access to the property. Polly Dwyer asked if they would construct a fence on the rear side of the lots. Mr. Porter indicated they would put up a wood fence. Polly Dwyer indicated although she was concerned about the traffic on F.M. 455 she felt this was a good development. Mr. Porter indicated there is additional R.O.W. granted for widening 455. Shelley Roland asked if the City felt there was adequate sewer facilities with the size of the line running down to the school. City Manager indicated it was already in the plans to increase the size of the line. Shelley Ruland moved to accept the Final, Polly Dwyer seconded, Motion carried unanimously. 4. Consider and Possible Action on the Preliminary Plat for Quail Run, Being 380 Residential Lots and 2 Open Spaces out of 82.43 Acres Located off of Cowling Road. Discussion regarding the detention pond. Polly expressed concerns regarding the pond. Ralph Cain asked if they would put in a fence around the pond. City Manager indicated this would probably be dedicated to the City, and the City would fence it. City Manager indicated the pond would have relief valves and should not retain water. Discussion regarding the detention pond and the drainage. Shelley Ruland asked what the plan for utilizing the 100 ft. wide strip of land dedicated for parks would be. City Manager indicated it could be made into a park and jogging trail. It will be dedicated to the City. Ginger Burt indicated the lots were small and the density shows to be 4.61 lots per acre, the ordinance calls for 3 to 3.5 lots per acre. Polly Dwyer indicated the problem with the old ordinance was the conflict between the 6,000 square foot lots and the 3.5 acre density. Shelley Ruland asked about accessibility and expressed concerns regarding the traffic. Jack Richardson asked for staffs recommendation. City Manager indicated it was to dense, and that the plat shows 10 foot rear setbacks, and it should be 25 foot. Shelley Ruland indicated she had spoken to the engineer and that the setback was a hypo• Polly Dwyer moved to approve the plat with the stipulation that it be a 25 foot rear yard, and that the density be reduced from 4.61 to a maximum of 3.5 units per gross acre. Ginger Burt seconded. Motion was not voted on. Shelley Ruland indicated that if they put that much stipulation on them, she felt they needed to take it back to the drawing board, and redo the plat to get the density down. Discussion regarding the process if they have to come back before the board. Ralph Cain indicated he felt it was too dense. Discussion regarding the previous submittal of this plat. Polly withdrew her original motion and moved to deny the plat based on the high density and the 10 foot rear setback. Ginger Burt withdrew her second of the previous motion and seconded the amended motion. Motion carried unanimously. 5. Consider and Possible Action on the Preliminary Plat for Fallmeadows, Phase II & III. Property is Located on F.M. 455 and Union Hill, in the E.T.J. Polly Dwyer asked if items on the Engineer letter had been addressed. Staff indicated they had. Polly Dwyer asked about the difference in the Preliminary and Final Plat. Staff indicated that Phase I is completed. They are Preliminary Platting, Phase II & III, and Final Platting Phase III. Brief Discussion. Shelley asked if the City had any concerns regarding this being in our city limits possibly in the future. City Manager indicated the city did not have any concerns, because they would conform to County requirements on the road. Staff recommends approval. Shelley Ruland moved to accept the Preliminary Plat for Phase H & III of Fall Meadows Addition. Polly Dwyer seconded. Motion carried unanimously. 6. Consider and Possible Action on the Final Plat for Fallmeadows, Phase II . Property is Located on F.M. 455 and Union Hill, in the E.T.J. Discussion regarding the cull -de -sac. Staff indicated the cull -de -sacs are fine. Ralph Cain moved to approve the Final Plat on Fall meadows, Phase IL Shelley Ruland seconded. Motion carried unanimously. 7. Meeting Adjourned. Box 1729 Sanger, Texas 76266 Re: Sable Business Park Preliminary Plat, Final Plat and Construction Plans Final Review Dear Mr. Smith: Per your request I have reviewed a Preliminary and Final Plat as prepared and submitted by Metroplex Surveying, Inc. and Construction Plans prepared and submitted by Webb Design Group for the project referenced above. Comments are referenced by the Subdivision Ordinance of the City of Sanger, Texas as adopted September 21,1987, Zoning Ordinance adopted August 3, 1987, and Ordinance No. 05-06-01. My review comments are as follows: In general the Preliminary Plat, Final Plat, and Construction Plans comply with City ordinances and with standard engineering practices and principles and I recommend approval. The developer will be required and has the sole responsibility to obtain a driveway access permit from the Texas Department of Transportation (TxDOT) and submit the necessary drawings and application to the City for review and approval prior to submitting to TxDOT.
